If you go all the way back to 1963, you have a president in the United States trying to bargain with the Russians at that point, Nikita Khrushchev, going really kind of hardcore saying, look, I want to share this UFO file information with you so we don't end up having World War III and nuking each other over the fact that some of these UFOs go over our nuclear sites.
