Not necessarily tailor-made such that if there's an empty folder that says classified on it...
It's because something was taken out of it.
They're printed in more than one at a time such that you have them when you need to put something in it.

The West using Ukraine to fight a proxy war, it's all playing poker with someone else's money for the West.
They don't have to risk their civilians, they don't have to risk their soldiers, and they get to sell a buttload of military arms and aid to the Ukraine, which is good for business.
It's a win-win-win for the West.
It's a loss, loss, loss for Ukraine.
And for Putin, unclear as of now if it's been a net loss or a net positive.
