Again, my name is Jesse Beltran.
I'm currently the president of an organization called Cosmic Clarity Connections.

And what A-H-I's is, is anomalous health incidences, which was just converted to that acronym.
Prior to that, it was Havana syndrome.
And basically what that's about is in In 2016, our U.S. diplomats were in Havana, Cuba, and they started to complain of a mysterious ailment.
And it was described by an acute onset of strange sounds, followed by short-term, long-term memory loss, headaches, severe vertigo, nausea, vomiting, and verberations through their torso and extremities, which would...
What the U.S. government has not disclosed is that this phenomenon has been happening to American citizens long before this.
A gentleman by the name of Dr. John Hall and myself back in 2010 started an organization called the International Center Against the Abuse of Covert Technologies.
How this started was...
I'll pull this up here.
This all started back in 2010.
I met Dr. John Hall, and he's an author of two books.
The first book was A New Breed Satellite Terrorism in America, which he talks about this phenomenon that was happening to someone who was real close to him.
This was his fiancée.
And I met him in Austin, Texas, and we started talking about this topic because this also happened to someone who was very close and dear to me at the time.
And when he started expressing what the symptoms were, he said, well, if they were talking about hearing the strain signal, and he said, well, if there's a strain signal, there must be some way to detect it.
And so what he started doing was using a device called a JM20 Pro RF detector.
This is the same type of technique that a very famous investigator by the name of Melinda Kidder utilized.
She was involved in the Iran-Cantra scandal.
She was one of the investigators.
But anyway, he was testing for frequencies around their person.
And they were coming up positive at very specific focal areas around the human body.
And I said, well, isn't that enough to at least to get physicians to look further into this?
And he said, no.
What was happening is when they go, and the minute they talk about hearing this acute onset of this strange sound, even though they fall outside the criteria of what would normally be a diagnosis in the DSM-5 and now the DSM-6, Of schizophrenia, psychosis, or some type of mental health disorder.
So he says it wasn't helping them in that way.
So I said, well, it's probably because it's very subjective.
So what I decided to do is, along with a couple of other gentlemen, is start an organization called the International Center Against the Abuse of Covert Technologies.
And a little bit about my background.
My background is in pre-hospital emergency medicine.
Paramedicine specifically.
I'm a former trainer for public and government agencies on bioterrorism.
I'm a proprietary programmer and I'm also an inventor.
I already told you I was the president of the International Center of Covert Technologies, but more specifically about my background that really helped me is I was a co-owner in The third largest ISP in the state of California during the mid-90s.
And we specialize in direct line-of-sight microwave technologies.
Because the high-speed internet cable fiber wasn't around back then.
And then I became an advocate after I retired for medical transparency and human rights.
And that's how the International Center of Abuse of Pervert Technologies was developed.
So I decided...
To hold a meeting in Sacramento, California.
And I thought maybe a handful of people would show up.
And we advertised, if you're having these symptoms, please come.
We'd like to talk to you and hear your story.
And to my surprise, 100 people showed up at that first meeting.
And every single person in there had the exact same complaints with very, very little deviation.
So then we said, okay, this is something.
There's something big going on.
And so we decided to call a secondary meeting.
In Davis, California, there at the university.
And it was held in a big auditorium.
And we said, if you want to be scanned, please come.
And 300 people showed up.
And that's how this story all began.
And we started this tour across the United States.
But what was interesting about the data initially, it started to show a picture that the people who were most affected by this were Caucasian females.
Recently single, widowed or divorced.
Highly educated.
Then it fell to Caucasian males.
Then African American females, African American males, Asians, Hispanics, and it dwindled down from there.
We did the same testing in the Midwest with the same results until we got to the Chicago area or the East Coast.
And the Caucasian criteria and the African American criteria flipped.
Except for one anomaly up in Virginia.
I was invited up there.
By a group of all military subcontractors because they were having the same complaints.
Now, mind you, this was in 2010, 2011.
Where this led me is I was invited by a government agency in Europe to come and test some of their diplomats at the embassy there.
And they asked me, if you think that you have anyone else, particularly Americans, who are suffering from this, please bring them.
And what was really unique and special about this opportunity is that it allowed for us to utilize what was called an anechoic chamber.
And here is a photo of myself and Lars Drugard, who was one of the co-founders of ISAAC at the time.
In fact, what you see is an anechoic chamber in the background.
These things are millions and millions of dollars.
And they invited me into this research facility in order to use that.
Why it was important.
It's because we were detecting in our preliminary scans very specific frequencies at very focal areas around their person.
The same results that Dr. Hall was getting in its infancy.
But what we wanted to do is see if these frequencies that we were detecting were coming from the human person.
And the reason that is, is because in March 8th of 2024, the Department of Homeland Security held a hearing.
With a gentleman by the name of Lieutenant Colonel Egren, who testified in Congress that this phenomenon was happening in 2016 to our diplomats, also the best of our best in the CIA, the best of our best in the FBI, and is now happening to congressional members.
And this is why it started gaining attention.
But they skirted when asked the question if this was happening to civilians.
Their answers were, we only investigate federal employees and their families.
And this is why we knew that it was being circumvented.
So people understand how on target we were.
Recently, about three and a half months ago, The head physician of a three-letter agency here in the United States contacted me.
And he said, you know, his opening statement was, well, you know, you and Dr. Hall are kind of Renaissance men.
And he says, I will give you this, that there is significant overlap.
And what he meant is symptomology between the federal employees that he's seeing, he's currently seeing 338, and the victims that we were seeing.
And he thought that That was fascinating.
But he wanted to talk to me because we were doing something unique.
Along with detecting these frequencies, we are now at the point where biosensors and implants, we have cases that have been removed from these victims.
And what I'm showing here and why the evidence was compelling, this is actually someone from the embassy there.
She was used as a control because she had no symptoms.
And we were very excited because this is one of our frequency detectors that we utilize in this environment that was designed to block out few spectrums between 9 kilohertz and 18 gigahertz.
And we were getting zero frequency detections in the environment.
And we would test the areas that were coming up positive in the symptomatic patients.
This is actually a government official there who was the Actually, the mayor of that community, who we also tested, who was asymptomatic, and again, got zero.
Then we put that symptomatic embassy employee, the asymptomatic, with a symptomatic person who tested positive in the preliminary RF scans.
And lo and behold, in the anechoic chamber, we were getting frequencies.
And then we switched them, and lo and behold, Zero, just like we expected.
It was at this point that we conclude, for some reason, this person is emitting a frequency in an environment that is designed to block out these frequency emissions.
So the only conclusion that can be drawn is that it was coming from his person.
This is typically the areas where we come up positive.
And there's three categories.
There's a civilian category.
There are those who have been incarcerated, and then there's a military category.
Depending on which category you fall in will depend on where you light up.
And you can superimpose their scans over each other, and they're all identical.
So what I mean by that is the civilian population, you lay them over each other, and they're all identical.
The incarcerated population, you lay them over each other, they're all identical.
And the military group, the same.
So, what does this mean?
This is a case that I'm allowed to speak about, and this is the Bonnie Kellerby case.
She lives in the Bay Area in California, and she was one of our earliest clients, and Dr. Hall referred her to me, and I'm so glad he did.
She's a sweetheart of a person, and her husband is just as much of an angel because he stood by and supported her through this entire process.
What did we find?
Biosensors are being removed from her.
And this is an example of how small they are today.
Today we know their nano size.
This was approaching nano size.
And I'll pull up the report.
Great.
It's not pulling up.
Nonetheless, what we were finding is that these were nano wires.
Our bodies don't...
Our bodies will basically grow biological material over them so they're not rejected.
And this is a photomycographic image report on her.
You can see here they collected three specimens and all of them were found to be of electronic components.
Chain of custody was utilized and And I apologize.
I'm not sure why that happens, but normally I can show you the entire report.
We'll leave you links to where you can see this after the show.
But nonetheless, there was chain of custody and multiple images were admitted under medical studies.
The broader implication of all this is that these were approaching nanosize years prior.
And these images here are of a case of a politician in California.
His name was Dave Larson.
And you can see here, these were similar type biosensors that were pulled out of Bonnie Kellerby.
And he had over 10 of them pulled out of him.
This here is the size of two letters on a penny.
This one here is maybe four or five.
But there are various sizes that were pulled out of him in the same thing.
So you'll be shocked to hear that in 2016, President Obama signed into law the 21st Century Cures Act.
Okay?
And this was hidden away under the veil of the opioid crisis.
And in that is Section 3024.
And in Section 3024, this allows for the non-consensual Experimentation to be done on American citizens.
This here was submitted and found in discovery under a case in California which was called the Don DeVore case.
She was a whistleblower.
She was a nurse for the Department of Corrections and found out that they were experimenting on American prisoners without their consent or knowledge.
And just so you can see, this is shown here.
This is a summary of eight The 21st Century Cures Act.
And under Section 3024, I'll read it to you.
3024.
Clinical testing of investigational medical devices and drugs no longer requires the informed consent of the subjects if the testing poses no more than minimal risk to the subjects and includes safeguards.
So I wanted to find out what is minimal risk.
And the definition of minimal risk is basically that...
What's up?
Basically, minimal risk It's defined as that the subject cannot exceed anything that would happen in normal everyday life, which is very broad.
And what this means is that it really is a matter of perception.
We now have a situation where the fox is guarding the hen house.
So these IRBs are the ones who define what minimal risk is.
The interesting thing is that under the Cures Act, that the data that is collected is protected under national security protocols.
And now it is impossible, even if you did a FOIA request, to even find out whether or not you're on one of these IRBs because they claim that this is protected by national security or state secret criteria.
This is the maneuver that the Department of Corrections in the state of California tried to utilize in the Don DeVore case that I mentioned earlier.
And this is how we stumbled upon this.
And basically, we know throughout history that there have been many instances where this minimal risk criteria has been superseded.
We have documentation that over 24 Americans have committed suicide who were victim to this AHI phenomenon.
And what I'd like to show the audience is this is not by accident.
This was by design.
I'm about to show you a video of who was then Senator Joe Biden at the confirmation hearing in 2004-05 of Justice Edwards.
And in this video, he is saying to Justice Edwards, trust me, during your tenure, during your lifetime, you will have to decide whether it's constitutional to put a biometric tag in a human being without their consent and track their every move.
And judge, I need to know whether you will be a justice who believes that the constitutional journey must continue to speak to these consequential decisions, or that we've gone far enough from protecting against government intrusion into our autonomy, into the most personal decisions we make.

Listening to Francis Collins, who became the head of the NIH at one point, and they talk about UBOs, unidentified bright objects that were being found in MRI scans, and they're not sure what to do with them.

Can brain scans be used to determine whether a person is inclined toward criminality or violent behavior?

Getting again into forensics, lie detection, certainly there are those who believe this will become a more accurate means of assessing when somebody is practicing deception and then other available methods.
Judge, I need to know whether you will be a justice who believes that the constitutional journey must continue to speak to these consequential decisions or that we've gone far enough from protecting against government intrusion into our autonomy, into the most personal decisions we make.
Judge, that's why this is a critical moment.
Personality prediction or profiling, again, something that might be used in making decisions about who gets access to which particular kinds of jobs are in the military or also could be used in courts of law.
Neuromarketing, a little scary concept there, trying to assess when people are responding effectively to certain kinds of advertising.
So, that pretty much says it all.

You're going to get the chip that says you're a police officer.

This is how insane this meeting was.
But the fact is, is they're admitting it long before the 2016 events were happening.
And remember, we've been following this phenomenon since 2010.
Then he later goes into the fact that neuromarketing, you know, and that is a concept that we're going to have to deal with.
So they're really laying the groundwork that these signals that these victims are hearing is all by design.
And I can talk about the transition as to what we were seeing when we first came onto the stage when it came to these implants.
I'm going to show some cases that are going to be very interesting to people.
This here is the Bob Boyce case.
Bob Boyce was an inventor of a high-efficiency engine.
And what you're looking at is a cancerous tumor.
And at the end of these tweezers is an RFID chip.
When I spoke to Bob, he said, Jesse, you know, I thought I was going to die.
And I said, well, Bob, how do you think this happened to you?
How did you find out that this was in you?
So, strangely enough, he was in a Faraday cage, which is similar to the anechoic chamber that we had in Europe.
He said, and I was using my RF detector, the same thing that we use to check for frequency emissions, and it pinged when it was over my shoulder.
And he said he decided to get an x-ray because he found it odd.
They found this.
It was in the tumor.
They removed it and it went to pathology.
And I said, okay, well, where's the chip?
And he said, well, it disappeared.
And I said, really?
He goes, nonetheless, my cancer subsided.
So that's what he was more concerned about.
And then his cancer came back very aggressively a second time.
And lo and behold, he got back in the Faraday cage.
He re-scanned himself and they found a second location.
This time they were smarter.
They used chain of custody.
They weren't going to let it leave their eyesight.
They got it to a lab.
They were able to identify its digital signature, and it traced back to an NSA database.
And when they sued, it was stalled there under national security protocols.
Remember the Cures Act.
And we'll talk about that, even though this predates the Cures Act.
And nonetheless, the fact is, is that you have all the evidence and documentation that this phenomenon, Bob says that his co-partner one day came into his office at work and gave him a Mountain Dew.
When he drank the Mountain Dew, he woke up three days later.
So he knew he was scrubbed.
Three days.
In his office.
He was still in his office.
Nonetheless, when they did the background check on his business partner, his business partner was a former NSA employee.
Yeah.
Here is another case of an MRI scan.
And I know this victim personally.

Maybe I can expand that a little bit.
In the right maxillary area is an image of an RFID chip.
Now, this is different from the Bob DeBoer case.
We have another case here.
This is the same agency that did the extractions on the Bonnie Kellerby case.
This is actually where they're approaching.
They're now nanosize, so they're much smaller than this.
But this was pulled out of a case in Australia.
And when they looked at it under high-spectrum microscopy, they actually found the NSA embedded in this microchip.

Now, brother, are they cutting these people and implementing these chips, or are these chips going in and the water, the food, the vaccines, and then they're assimilating themselves?

Remember I referred to a case in California called the Don DeVore case?
Yes.
In Discovery, What I came across was this document.
She knew that there was experimentation going on to the prisoners.
And she was the one who blew the whistle because she took an oath that there was zero secrecy.

And so she was doing what she was asked to do.
And here what we have is a document called IntelliConnection, a security division of IBM.
Confidential Limited Distribution Level 9 Communication.
And it says 2020 Neurochip Implant.
I'm going to read this because it's important that everyone hears this.
It says the control of crime will be a paramount concern in the 21st century.
We must be ready with our security products when the demand for them becomes popular.
Our Research and Development Division has been in contact with the Federal Bureau of Prisons, the California Department of Corrections, the Texas Department of Public Safety, and the Massachusetts Department of Corrections.
We have established representatives of our interest in both management and institutional levels within these departments.
So they send their own people in to infiltrate these organizations so they can get their projects going.
Federal regulations do not yet permit testing of implants on prisoners, but we have entered in contractual agreements with privatized healthcare professionals and specified correctional personnel to do limited testing.

We need, however, to expand our testing to research how effective the 2020 neurochip implant performs in those identified as the most aggressive in our society.
Limited testing has produced a number of results.
In California, several prisoners were identified as members of a security threat group.
Basically, in this case, it was the Mexican market they were going after.
They were brought to Health Services Unit in Pelican Bay and tranquilized with advanced sedatives developed by our Cambridge, Massachusetts laboratories.
The implant procedure took 60 to 90 minutes, depending upon the experience of the technician.
We are working on a device which will reduce that time by as much as 60%.
The result of the implants on eight prisoners yielded.
Following results, implants served as surveillance monitoring device for the threat group.
And I'm going to dig in deeper into that.
Implants disabled two subjects during an assault on a correctional staff.
And what they're referring to is they sent a frequency to them and they remotely tased them.
Universal side effects in all eight test subjects revealed that when the implant was set to 116 megahertz, all subjects became lethargic and slept on average of 18 to 22 hours per day.
Well, I guess it'd be beneficial if you're a correctional officer.
You don't have to work very hard, do you?
All subjects refused recreation periods for 14 days during the 116 MHz test.
Seven of the eight subjects did not exercise at all.
Of course not if you're lethargic.
Each subject was monitored for aggressive activity during the test period, and the findings are conclusive that out of the eight test subjects exhibited no aggression even when they were provoked.
Each subject experienced only minor bleeding from the nose and ears, 48 hours after the implant due to the initial adjustment.
Each subject had no knowledge of the implant for the test period, and each implant was retrieved under the guise of medical treatment.
It should be noted that the test period was less than two months.
However, during the period, substantial data was gathered by our research and development team, which suggests that the implants exceeded expected results.
One of the major concerns of security and the research and development team was that the test subject would discover that the chemical imbalance during the initial adjustment period and the test would have to be scrubbed.
So when your body is detecting a foreign body, you get that response.
And so they're blaming it on the drugs instead of the implant.
However, due to advanced technological developments and sedatives administered the 48-hour adjustment period, Can be attributed to prescription medications given to the test subject after the implant procedure.
One of the concerns raised by the R&D was the cause of the bleeding and how to eliminate that problem.
Unexplained bleeding might cause the subject to inquire further about his routine, visit to the infirmary, or other healthcare facilities.
The security windfall from the boot test period was enormous.
Security officials now know several strategies employed by this threat group.
That facilitate transmission of illegal drugs and weapons into their correctional facilities.
One intelligence officer remarked that while they cannot use the information they have in a court of law, they now know who to watch and what outside connections they have.
The prison at Solid Ed is now considering transferring three subjects to Vacaville, where we have ongoing implant research.
Our technicians have promised that they can do three 2020 neurochip implants in less than an hour.
Solid Ed officials hope to collect information from the trio to bring a 14-month investigation into drug trafficking by correctional officers.
Essentially, the implants make the unsuspecting prisoner a walking, talking recorder of every event he comes into contact with.
That's important because we know, and we have documentation, That they can read your EEG through this.
And we have disclosed reports from our federal government that in 1972 they were experimenting on Vacaville prisoners and it specifically says they were able to read their thoughts remotely.
And also, everything they see in their environment or hear, they can gather.
Intelligence officers and the Commissioner of Corrections who actually know the full scope of the implant testing.
In Massachusetts, the Department of Corrections has already entered into high-level discussions about releasing certain offenders into the community with the 2020 neurochip implant.
What did they do during COVID with all these prisoners?
What was the excuse?
What happened?
There was a mass exodus release of prisoners into the country.
Our people, Are not altogether against the idea.
However, attorneys from the IntelliConnection have advised against implant technology outside strict control settings.
Under present governmental structure, our liability would be enormous.

So this document here was obtained through a FOIA release, and this is titled New World Vistas, okay?
This is actually a 222-page document, but I made it short because I wanted to address the chapter.
It's page 89 of this report, and it is titled Biological Processes.
Now, this is the New World Vistas, Air and Space Power for the 21st Century.
This was created by the United States Air Force, and the specific objective was to keep the United States Air Force a superpower 50 years into the future.
So this was released in 1994.
And they used their greatest minds to come up with this report.
And so we know if this was created in 1994, they probably had at least 5 to 10 years prior to create this concept.
And as I stated, this is titled Biological Process, page 89. And I'm going to read the highlighted areas because remember in that last IBM document, and I referred to the government release through the other reports that we have, That, through FOIA requests, that in 1972 in Vacaville Prison, they were already able to read the thoughts and see the environment through the prisoners, biologically, through these techniques.
So here it is.
It says, Prior to the mid-21st century, there will be a virtual explosion of knowledge in the field of neuroscience.
We will have achieved a clear understanding of how the human brain works, how it really controls various functions of the body, and how it can be manipulated, both positively and negatively.
One can envision the development of electromagnetic energy sources, the output of which can be pulsed, shaped, and focused.
That can be coupled with the human body in a fashion that will allow one to prevent voluntary muscular movements, control emotions, and thus actions, reduce sleep, transmit suggestions, interfere with both short-term and long-term memory loss.
Now, this was prior to the Havana Syndrome.
Produce an experience set and delete an experience set.
That's important to know.
This will open the door.
For the development of some novel capabilities that can be used in armed conflict, in terrorist hostage situations, and in training.

Initial experimentation should be focused on the interaction of electromagnetic energy and the neuromuscular junctions involved in voluntary muscle control.
Here's the next highlighted area.
It would also appear possible to create high-fidelity speech in the human body, raising the possibility of covert suggestion and psychological direction when a high-power microwave pulse in the GHz range Strikes the human body, a very small temperature perturbation occurs.
This is associated with a sudden expansion of slightly heated tissue.
The expansion is fast enough to produce an acoustic wave.
If a pulse stream is used, it should be possible to create an internal acoustic field in the 5 to 15 kilohertz range, which is audible.
Thus, it may be possible to talk to selected adversaries in a fashion that would be most disturbing to them.

They were giving up because we were transmitting the voice of Allah to them so that they would lay down their weapons and they were doing this by the hundreds.
In comparison to this discussion in the paragraph above, the concept of imprinting experience set is highly speculative, but we now know through those other FOIA reports that they're able to do it, but nonetheless, highly exciting.
Modern electromagnetic scattering theory raises the prospect that ultra-short pulse scattering through the human brain can result in reflected signals that can be used to construct a reliable estimate of degree of central nervous system arousal.
The concept behind remote EEG, which is defined as remote neuromoderning today, is to scatter of action potentials or ensembles of action potentials in major central nervous system tracks, assuming we will be able to understand our skills So they're talking about taking those EEG patterns and then embedding them to another human being.
They're talking about erasing memories and imprinting false memories.
And the future of incarceration is pretty interesting.
They are literally They have literally developed a process in the future.
What they're going to do is reconstruct the whole incarceration protocol.
If you convicted or railroaded into a false conviction, what they'll do is they'll give you an option.
You can take a thousand years in prison, so your lifetime, or you can be subjected to this technology where they'll Imprint memory sets that will allow you to feel the emotions, everything that the victim went through, all the emotions that the family went through.
You will have memory sets that you were incarcerated.
Could be 80 to 100 years as far as your memory set goes.
And so you'll have a choice.
You can either take the real physiological, being put in prison for probably double and triple the time, Or you can take this three-minute programming.
In addition, after the programming, and you believe that you've been in prison for 80 to 60, 50 years, whatever it may be, that they also bring the family in and they will use counseling to help the family members deal with these new memory sets that they've imprinted in you.
This is how insidious this is going.
And this is why, I have created our organization.

We have a petition out there, which is to recall the 21st Century Cures Act, Section 3024, that allows for non-consensual experimentation on American citizens without consent.

So therefore, even if you try to sue, they're going to claim This is either state secret or disprotected by national security protocols.
And we're handcuffed.

I said, okay, well, maybe our cases before 2016, which has larger technology, those are the ones that we use in order to help everyone.
But in our research, what we found out, that this has been legal to do.
On American citizens under what is called the rule of law.
And this has been legal to do since the late 70s.
What could go wrong?
We can go throughout history and look at the MKUltra experiments where you and Cameron would take individuals who was hired by the CIA, funded, and took adults and experimented on them to see whether they can erase memory sets and imprint memory sets.

Long-term sleep through induced drug therapy.
And they would do what was called then in its infancy, they would put a helmet on them and play recordings over and over again through the law of repetition.
