The language within these recommendations is absolutely...

You cannot overstate enough how ridiculous this is.
And we're going to get James Rogoski on in a moment to give his take.
And then I'm actually going to dissect this document and decode it for you.
Which, by the way, they're trying to hide from the public.
You go to access the page and it says you're not authorized.
But James Rogoski has dug it up for us.
And it includes things like potentially killing your companion animals.
Making sure that you live in accordance with Codex Alimentarius which seeks to increase the levels of poisons in your food.
Other countries coming to intervene when a country doesn't comply.
Police the citizens.
I mean, it is insane.
Insane.
And it's something that I've been saying and warning about for the longest time.
And now they're just putting it out there on paper.
We must oppose this.
So James is going to join us right after this short break.
And then I'm going to decode the document for everyone so that you understand exactly what's going on here.

We're joined now by James Rogoski, who was just on with us last week, and already we have more on the WHO and the EU doing...
I mean, this is ridiculous, James.
Please talk us through this.
This is moving at lightning speed.
Well, you know, it's all linguistic manipulation.
It's all words.
It's a bunch of word games.
And the main word is zero draft.
A zero draft is kind of like an outline.
It's the beginning.
It's like, well, you know, this is kind of sort of what we're going to be talking about.
And the zero draft of the treaty is now starting to get fleshed out with more proposals.
So even though they had a bunch of secret meetings, they revealed a little tiny bit of information.
And where they ended up was, oh, okay, all of the nations of the world can submit more information by April 22nd to sort of flesh out this outline that they had.
So I've been saying for months that, you know, the zero draft is a big pile of nothing right now, a bunch of fancy words, a bunch of propaganda, some fundamental concepts.
Well, the European Union very quietly proposed an additional 20 pages of details that are beginning to add to the zero draft, and so what they've said they're going to do Between now and the May Assembly, is have all of the nations submit more proposals.
The Intergovernmental Negotiating Body, which is a bunch of bureaucrats, they refer to themselves as the Bureau.
You know, think FBI, Federal Bureau, right?
It's just a group of people.
They're going to craft the Bureau's draft.
To be discussed in May at the Assembly.
And so some of the details that dropped with the European Union's additional information, it actually makes me laugh.
I know it's probably only funny to me, but now they want to give Tedros the authority through the treaty In addition to what's in the international health regulations, which many people now have become familiar with the concept of the Director General declaring,
just because there's a potential problem, a public health emergency of international concern, DHEIC or fake, now with the treaty, in their language, he can declare a pandemic situation.
Whatever in the world that means.
Well, I want to open up this document that you've sourced.
So first and foremost, when you try to access the link, you're not authorized to access this page, as you can see on your screen right now.
But James has actually given us, so graciously given us a link to the document in question, which actually outlines some of this language.
So first of all, let's define pandemic situation if we can, James.
You know, again, it's a bunch of made-up words.
You know, people could be sick or it could spread or it could this or it could that.
And if you really read it the way somebody, you know, could read it, if the Director General wants it to be a pandemic situation, then it's a pandemic situation.
And, you know, all you have to do is look to what I call Moneypox, right?
You know, they declared a public health emergency of international concern over the vote 9-6, the objection of the emergency committee's advice.
It's an advisory committee.
If you read the international health regulations, the director general has the authority to declare that there is an emergency.
And that declaration of an emergency has been used so many times now.
They're crying wolf with almost everything.
Maybe there will someday be an emergency, like with what happened in Ohio, East Palestine, Ohio.
That should have been declared a public health emergency.
It was and it is.
And it should have been declared a public health emergency of international concern because some of the toxic plume actually crossed over into Canada.
And so when they actually should use these powers, they don't because there's no money or control to be made.
They didn't have drugs or injections to treat people for the toxins that were raining down on everybody.
This is not about health.
This is about control and money.
And so the information coming from the European Union is as boring as boring can be, let me tell you, but it's starting to implement the concept of One Health.
They even raised the specter of having the World Health Organization and this proposed pandemic treaty go so deep into it that they would have abilities to regulate Infection control measures on a household level.
Those are their words.
Now, what does that mean?
Well, they keep talking about zoonotic transfer, the transfer of infectious diseases from animals to people.
Well, you know, if there is any problem of infectious diseases, it's actually all of the antibiotic resistant infections that are showing up in hospitals.
People are afraid to go.
I would be afraid to go to a hospital because that's where they've got the worst infectious diseases.
All of the, you know, resistant ailments that people pick up when they go to the hospital, you go to the hospital for some, you know, simple procedure or whatever it may be, and you come out with a life-threatening infection.
Those are not things that they want to talk about.
All of this is again meant to distract people.
Now, we spoke last time, a year ago, 11 months ago, there was a petition put forth by the people in the UK to have a discussion.
They got more than 100,000 signatures in two weeks to have a discussion about the treaty.
And here it is 11 months later, Monday the 17th, they're finally going to have the discussion.
Maria, do you want to place bets on whether or not they're actually going to discuss the details of what was just proposed by the European Union?
No, they won't.
And I want to get into some of those details in a moment.
But this zoonic diseases language, I want to make this clear to everyone.
In Australia's pandemic preparedness report published by the CSIRO in conjunction with the CSIRO who were involved allegedly in Wuhan, who were previously involved in weather modification and In Australia, weather modification projects, so you know, you can see where their tentacles go.
And bear in mind that the global pandemic centre is being run out of Australia.
But the pandemic preparedness report says that human encroachment on natural habitats is going to cause disease transfer from animal to human, meaning that this will be what causes future pandemics.
So we have to limit human encroachment on On to natural habitat.
This is in line with the smart city agenda.
It's in line with stripping humans of their deeply needed connection to nature.
And so it's no surprise to me that this language about zoonic transfers Is prevalent within these documents.
But I want to bring this up for everyone because this is the additional proposals for...
Actually, this isn't the part that I wanted.
It's the part that talks about the pandemic situation, James.
Here it is.

So, article to be drafted when content of substantive provisions is known.
Declaring a pandemic.
The task should be entrusted with the WHO Director-General.
There could be two main options considered.
Look at this.
Determination.
Option one is pandemic determination procedure.
Article three.
Determination of a pandemic situation.
And the Director-General...
Is the one who assesses and determines, so Tedros, a known terrorist who's withheld life-saving medications from people twice in his career now, whether an event constitutes a pandemic situation.
What is a pandemic situation, James?
Well, so what they're getting into here is exactly what they said that they were trying not to do.
They're having dueling agreements where the declaration of a public health emergency of international concern has been clearly defined for the last 20 years.
They're trying to change that in the negotiations to change or amend the international health regulations.
And now they're adding in essentially the same concept with a new term.
Here's what I think is going on, Maria.
This is all just part of the mind-bending psychological operation to make everybody's head explode with all of this insanity.
All of this is real, but all of this is also a distraction.
What I believe they really, really want.
is buried quietly in the amendments to the international health regulations.
And I broke it out into a page, RejectDigitalEnslavement.com, where the European Union, primarily, but along with Brazil, Argentina, Paraguay, Uruguay, Indonesia, India, and Russia, put forth amendments to the regulations to institute a global digital health certificate.
Now, that is not in the treaty that I have seen from any of the proposals yet.
So, all that they can do to distract everybody from that aspect of this that they really have to have, they really want to be able to track and trace and control everybody's movement, That's quietly hanging out in the proposed amendments to the international health regulations.
There's no need whatsoever to have a treaty to define something called a pandemic situation when that has for decades been, you know, Maybe not ideally, but clearly the purview of the international health regulations.
That's what their purpose is all about.
And so, you know, you look at these words and they're astonishingly confusing.
And that is essentially the point.
The more words they can throw at people, the more they can distract people.
They're going to be having a debate in the UK on Monday.
And it's highly unlikely that anybody there will have actually read the current zero draft of the treaty.
It's highly unlikely that they will have read the proposed amendments that have been added by the European Union.
And we at the moment, it's a big secret, 193 other nations, or I should say 194, because I'm still wondering why the European Union As a group also has a seat at the table.
Each of the individual nations have a seat.
And so there's going to be proposal after proposal after proposal.
And it's just a war of attrition.
They keep trying to bury us with all of these details.
And the answer actually usually is very simple.
What are we doing in this abusive relationship?
They want to control every aspect of our life.
Part of what we're doing is decoding the information for people because they purposely make it confusing.
So there's also this section here that says option two, pandemic determination procedure within the IHR, identical definition of pandemic situation.
To be included in both the PA and the IHR. I'm not sure what the PA is.
Is that Pandemic Accord?
Pandemic Accord, I believe.
Pandemic Accord and the IHR. So they're saying here that they definitely want this pandemic situation included in all of their considerations.
And it says, for the purpose of this agreement, a pandemic situation shall be deemed to occur or end When the Director General of the WHO so determines in accordance with the relevant provisions of the IHR as well.
So they want the amendments to, they want it included in both documents, this terminology of pandemic situation.
And yet they, you know, what it wasn't enough to change the definition of pandemic on its own.
We had to add this pandemic situation.
What is a pandemic situation?
Well, you know, it's an opportunity for me to be the very first person to ever use the hashtag, so I encourage everybody out there Be creative.
Make fun of what they're doing.
Point out the facts.
Take any aspect from this document.
Take anything that you want and use hashtag pandemic situation because, you know, they've given us many opportunities to point out how insane they are.
In the amendments, they want to cross out our dignity, human rights, and fundamental freedoms.
Now they want to create a pandemic situation.
And all of the other many things that they're doing under the guise of One Health, one of the things that was mentioned in there, you know, you got to pay attention, but if you search the document for companion animal, They want control of your companion animals.
By any other word, those are your pets.
They want to control domestic animals.
They want to control your household sanitation.
They want to control infection control on a household level.
Yeah, I'm going to bring that up for the viewers right now, James, really quickly.
The party shall undertake actions to strengthen infection prevention and control at all levels, but not limited to households, communities and healthcare facilities, as well as the veterinary sector with the aim of preventing pandemic situations, whatever that is.
A party shall strengthen efforts to ensure safe access to water, blah, blah, blah, so on and so forth.
But if you go here, this is what really enraged me when I read it, James.
It says, party shall ensure the implementation of infection prevention and control measures, applying as far as possible the latest WHO FAO Codex Alimentarius.
International Plant Protection Convention and WOAH Standards and Guidelines.
This right here, the Codex Alimentarius, is the document, in case anyone hasn't seen it, that has been...
The earliest versions I could find date back to the 1960s.
This document over the years has, you know, grown and moulded and the version I have is over 400 pages that outlines...
The changing, lowering nutrition levels of society, calling those poisons, and introducing more and more poisons and sort of increasing our tolerance to those poisons and calling them safe.
So that's what Codex Alimentarius is.
So they're openly saying to you here, you know, parties shall ensure the implementation of infection prevention and control measures applying the latest Codex Alimentarius.
Are you serious?
We know what that document is.
I had to get to nearly the end of the document before the big shiver went down my spine, where they want to control the over-the-counter use of antimicrobials.
Now, that can mean a lot of things, but in my world, that means silver and hydrogen peroxide and chlorine dioxide and iodine and garlic.
and you know pick another herbs that are antimicrobial coconut oil is an antifungal right you can read the words that they say and you can interpret it in a manner that is you know maybe reasonable but then you can look at it again and you understand what Codex Alimentarius does is it wants to have complete control over every single aspect of your life Including your food.
Now, with infection control, they could check your dog bed or your dog house for some PCR recognizable compound and shut down your home for that reason.
They could look at your chicken coop and call The flock, the way they do in industrial settings.
Their overreach is absurd, and so the game that they play is they have legislation all over the place, this on an international level.
We're pushing back here, we're pushing back here, we're pushing back here, and you get exhausted, and then the thing that they really want slides through because people Are affected by the concept of the Overton window, where you're focused on things that are just crazy, and you've got to push back on the crazy.
But then the things that should be seen as crazy are less crazy, and they get accepted.
And so my girlfriend has, and I have it right here, a vaccine passport from 40 years ago, right, to travel.
And so what they're trying to do is dramatically expand that system so that it's not just a vaccine certificate.
These are all undefined, a prophylaxis certificate, a testing certificate, a recovery certificate.
God knows what those things might mean.
And here's the concept that you almost need a Venn diagram to comprehend.
The United States...
Venn diagram, Kamala Harris loves those.
The United States doesn't have to enact laws that abuse the rights of our own citizens.
They can abuse the rights of citizens of other nations.
Just think about the tennis player, Novak Djokovic, who was not allowed to enter the country.
We abused his human rights because he's not a citizen.
Well, the game that they're playing is every nation would be given the right to abuse The people outside of their nation.
And if we get all of the nations to abuse, not their own citizens, but restrict the travel movements of everybody else, in effect, everyone's rights are abused.
And so the United States would be able to argue, oh, we're not breaking the Constitution because our Constitution protects our people.
We're abusing the rights of foreign citizens.
But, oh, wait a minute.
Now every other foreign nation is encouraged to abuse the rights of their non-citizens.
That's a very interesting concept, James, and very likely possible.
And this is why in...
The state of Western Australia, for example, you had that legislation that passed last year, which was just outrageous, that said that authorized COVID officers, whoever they may be, can come into your home, you know, strip you naked, take you to a facility, you know, forcefully inject you, forcefully inject your kids, and you can't do anything about it.
And they can hold you there as long as they want.
Now, arguably, you know, that's a violation of the citizens of Western Australia's unalienable rights, and, you know, certainly pushing back on that is very, very difficult.
They make it nearly impossible to say, oh, well, you know, if you live in Serbia, right, and you want to come to the United States, and the United States says that anyone coming into the country has to do this, that, and the other thing to your body,
You can see how even if the United States or Australia exited the WHO, the way they would implement this is, well, if you go to buy a ticket to travel, the ticket agency is going to be under the control of The WHO regulations and they're going to say oh well I'm sorry we can't sell you the ticket because your QR code does not give you permission to travel to that nation.
So they're setting up a digital prison and you have to admit they're doing it in a very savvy and sophisticated and evil way.
Each nation doesn't have to abuse the rights of their own people.
They can set it up in a way that they can abuse the rights of everybody else.
But if all 194 nations are abusing everybody else's rights, we're all in that same digital prison.
And that's what I feel they're trying to sneak through.
And there's good reason for it, because that's exactly what the Indonesian House Minister said at the B20. He said back in November, That Indonesia was proud to have put forth proposed amendments to the international health regulations and he wanted them to be submitted this year.
Now maybe they'll try to sneak those through or maybe we'll hold it back and it won't be until next year.
But ultimately you have to ask yourself, you know, this is not about negotiating for better terms in a treaty or better terms regarding amendments to the international health regulations.
We're in an abusive relationship with an organization where the members are trying to give the central authority figure our to declare a pandemic situation.
We're talking absolute insanity here.
We need to leave every nation on earth Needs to step back away from the World Health Organization, and as one of my favorite videos put forth on ScrewTheWho.com, watch the second video, they really should be called the World Organization.
Because they're not about health, they're just trying to control every aspect of the world.
Yes, you're absolutely right.
And our silence is viewed as consent, so don't be silent.
Yes.
What else do people need to be aware of from this particular document, James?
There are so many words in this document.
The core function that I think everybody should pay attention to is it's all being done in secret.
And so whether you're a member of or citizen in one of the 27 nations of the EU, the real question is, who asked you?
Where was the public comment period for this set of proposals to be submitted?
Maybe somebody in the European Union, one of your viewers, reads a paragraph or two out of this document and they go, well that makes sense, I agree with that.
But what about the other 20 pages?
Where is the public comment?
Why is this in secret?
Now you've got to realize They had secret meetings at the beginning of March, in the February beginning of March.
Then they had secret drafting meetings.
Then they had another set of secret meetings last week, and where they ended up with that was saying, okay, every nation, submit your proposals to this treaty so that they can have more secret meetings to end up finally having the big reveal at the May Assembly.
You have to ask yourself, Is it the capital WHO or is it just a person who is putting forth these proposed words for the treaty and why are we the people kept silent?
The relevant stakeholders, of which there's a list of 400, you know, think Bill and Melinda Gates Foundation, Clinton Foundation, Wellcome Trust, Rockefeller Organization, they have a seat at the table.
They've spent millions of dollars crafting these proposed, you know, words on paper that gets submitted as, you know, text to a proposed treaty.
They all have a say in this.
Where is the voice of the people?
Well, we're silent and we need to start speaking up, and the answer is simply no.
No negotiations on a treaty, no negotiations on an amendment, until we get a post-mortem to analyze all of the mistakes that are made.
Now, they like to say that no one is safe until everyone is safe.
Well, you know, that's simply not true.
In these negotiations, they've been saying, well, nothing is agreed until everything is agreed, and I would like to add one.
No one has been held accountable until everyone who has committed a crime against humanity has been held accountable and no agreements, no negotiations may be allowed to continue until we've had a reckoning over what has happened over the last three years because there's no way to go forward until we've learned and everyone has been held accountable For the mistakes and the crimes that have been committed over the past three years.
So, you know, hashtag stop the negotiations, hashtag stop the treaty, hashtag stop the amendments, you know, hashtag pandemic situation.
You know, I don't think so.

I really wanted to hammer home some of the most outrageous things within this document.
So I'm going back to the section that says the party shall undertake actions to strengthen infection prevention and control at all levels, including but not limited to households, communities, healthcare facilities, as well as the veterinary sector with the aim of preventing pandemic situations.
and it really is unbelievable because it says that parties shall strengthen animal disease preventative measures including but not limited to on farms transport of animals live animal markets trade in wild animals and in veterinary practices both for food processing and companion animals taking into account the relevant standards these those measures include water and feed hygiene infection prevention whatever they say is infection prevention and control measures biosecurity and animal welfare support We're talking
about potentially culling your livestock.
This is why in New Zealand they put laws in place.
And here in Australia about culling your animals.
This is unbelievable.
So perhaps we need to go back to their definition of a pandemic situation.
The suggested definition here is, So they're suggesting new words, right?
Suggested definition.
Pandemic situation means a manifestation of a disease, irrespective of origin or source, you know, if it comes from a lab, that is spreading or is likely to spread over a wide geographical area, often worldwide.
Often, but not necessarily.
And again, who determines whether it's likely to spread?
Or is spreading?
They told us COVID was spreading like crazy and, you know, God only knows what they did to us.
Or is likely to spread?
All it takes is Tedros to say monkeypox is likely to spread.
We have a pandemic situation and all of a sudden they have all of these additional powers that they have been giving us just a glimpse of, just a tiny little glimpse of over the past three years of how far they want to take this.
So they have all these additional powers because something's likely to spread that is affecting or is likely to affect a large number of persons.
What's a large number of persons?
We want to know how many.
What is your definition of a pandemic situation?
This is so broad.
Likely to affect.
Why?
Because Tedros says so.
And is creating or is likely to create a severe social disruption.
Severe social disruption and economic loss.
So again, likely.
And then even pandemic-related products here means products that may be needed for pandemic prevention, preparedness, response, and or recovery, which may include without limitation diagnostics, therapeutics, medicines, vaccines, personal protective equipment, syringes, and oxygen.
Of course, countermeasures is what they're calling the injections.
This is a military term.
that they used when it came to the injections and and they want it included here as well.
In the section in surveillance under surveillance they talk about each party shall within its territory will shall shall not can shall develop strengthen and maintain the capacity to detect identify and characterize pathogens presenting significant risks which means Each party shall,
must, subject their people to regular surveillance.
This is what Australia's Pandemic Preparedness Report also outlines when it comes to constant PCR tests which aren't effective for diagnosing disease, constant biometric data being collected, even blood samples, DNA samples.
This is the kind of stuff That it's saying each party shall, not may, shall do this within its territory.
Develop, not only develop, but strengthen.
Strengthen.
They use positive words for things that are actually incredibly negative.
Strengthen means tighten the belt on the citizens.
Here's another one people need to watch out for, particularly because of Australia's push towards the voice for those in the United States that don't know.
We've got the government proposing an amendment to our Constitution right now to include an Indigenous voice, which has absolutely nothing to do with recognising the Indigenous community at all.
It's about amending the Constitution and it's a land grab.
And here they talk about the monitoring environmental factors associated with the risk of zoonic diseases, such as vector and waterborne pathogens, so on.
Unsustainable land uses.
Unsustainable land uses.
And they talk about, on the basis of their activities under subparagraphs A and B, reducing as much as possible on the risk of zoonic diseases by controlling and adapting relevant activities and practices, such as certain unsustainable land uses and wildlife consumption practices.
Let me decode that language for you.
Controlling and adapting relevant activities and practices.
You know, the land rights that the indigenous peoples all over the world have?
Yeah, that's going to be deemed unsustainable land use.
So that's what these amendments to the Australian Constitution are likely leading to as well, where the Indigenous peoples lose the rights to their land, and then it's deemed unsustainable land by the WHO, therefore no one can access it anymore because all of a sudden human encroachment on these environments is causing zoonic diseases.
So this is the part where James talks about one country going and intervening in another or a member state intervening in another.
Early detection and reporting, detecting.
And in case of any event, an event which may constitute a pandemic situation, the party within such event or occurrence taking place shall immediately provide the Secretariat with all information and respond promptly.
You have to.
And then they go on to talk about, as part of the provision of information in accordance with paragraph one, the party concerned may make request for emergency health and other support.
In accordance with Article I, I, one, all parties in a position to provide such support shall cooperate with the requesting party and the who, which shall facilitate and coordinate together with other relevant international, regional and non-governmental organizations, the provision of emergency management.
medical and other assistance.
Let me decode that language for you.
One country can go and intervene.
So say they say there's a pandemic situation or a potential pandemic situation here in I don't know, Rome.
Greece has to come and the people aren't complying.
Greece and France and Italy have to come.
Their military, their officials, their authorized COVID officers have to come and control the people and make sure this pandemic situation doesn't get out of hand.
We always said, how are they going to limit Or how are they going to control so many people at once?
By doing pocket pandemic situations and getting other countries to come in and police your people.
That is how they'll do it.
So here's another example of essentially sending the goons.
It talks about the field missions for the purpose of verification and support.

It talks about each party needing to develop and implement an AMR One Health national and where possible regional strategy or action plan, so on and so forth.
They go on to talk about parties needing to collect and report infection and AMR surveillance data in humans.
Animals, plants, and the environment in line with minimum requirements established in quadripartite organization standards and guidance.
Again, this is those few bodies that are telling you, you need to regularly submit your citizens to surveillance.
You need to regularly collect their DNA, their genome samples, genomic samples.
It says that they need to enrol in a report to the WHO Global Antimicrobial Resistance Use Surveillance System, GLAS, and apply other relevant surveillance systems developed by intergovernmental bodies like the Codex Alimentarius Commission and the Quadripartite Organisations.
And then it says that starting no later than X amount of years, not specified yet, after the entry into force of this agreement, the parties shall monitor and regularly report to the relevant quadripartite organisations.
I'm trying to get through this as quickly as I can.
AMR surveillance data in the environment, such as urban wastewater surface and groundwater bodies, sewage sludge and soil, and make such surveillance data available.
The Secretariats are encouraged to further develop, so on and so forth, and other protocols and databases to cover surveillance in animals, plants, the environment, as well as AMC and animals and enabled integrated One Health surveillance.
This is what it's talking about.
