I want to know.
I want to know, ladies and gentlemen, where does the buck stop with jobs?
We were told yesterday, in an attempt to sound like Harry Truman, that the buck stops with Obama, when he really means Bush, on all these terrorist snafus.
But where does the buck stop on jobs?
I think the Associated Press writes their stories just to amuse me and to get me to mention them.
And now they're putting this in the headline.
Economy sheds more jobs than expected.
Who the hell would expect jobs to increase with what's going on here?
Who are these experts?
They run it every month.
Jobs are either up more than expected or they're down more than expected.
The economy lost more jobs than expected in December, while the unemployment rate held steady at 10% as a sluggish economic recovery has yet to revive hiring among the nation's employers.
That's not what we read yesterday.
The day before, they keep telling us various websites and news organizations that there's a sign of uptick here in the economic recovery, that people are hiring.
There's the weirdest headline.
Let me find this right.
The weirdest damn headline.
This is AP.
UPS cutting 1,800 jobs in U.S., raising outlook.
This is a story of optimism.
UPS said today it'll cut 1,800 management all.
That's why they're cutting evil management people, not the precious beloved union workers.
Yeah.
UPS said Friday it'll cut 1,800 management and administrative positions to streamline its U.S. small package segment.
About 1,100 employees will be offered a voluntary separation package as part of the workforce reduction.
And they talk about this as positive news for the stock price.
And yet, the economy lost more jobs than expected in December while the unemployment rate held steady at 10%.
Sharp drop in the labor force, a sign that more of the jobless are giving up on their search for work, kept the unemployment rate at the same rate as in November.
Other people stop, or once people stop looking for gigs, they are no longer counted among the unemployed.
Now, here's Reuters, Reuters, sorry.
Employers unexpectedly cut jobs in December.
U.S. employers unexpectedly cut 85,000 jobs in December, cooling optimism on the labor market's recovery and keeping pressure on Obama to find ways to spur job growth.
Good Lord, do you people not understand in the media that Obama is responsible for all of these job losses?
There is no stimulus.
Stimulus is not possible.
Government stimulus, mathematically, economically, is not possible.
You can't stimulate an economy by taking $50 million out of it and then putting the $50 million back in.
You can't stimulate an economy by borrowing $50 million and then throwing it into the private sector.
You just can't, because it's all coming from the private sector.
The private sector is being depleted on purpose.
Unexpectedly cut jobs?
The economy continues to take three steps forward and two steps back.
I wouldn't read too much into it beyond the fact that this will be a slow employment recovery.
Directionally, the economy's on amends, said David Katz, the chief investment officer at Matrix Asset Advisors in New York.
Here's even worse news.
The report showed that there were 929,000 discouraged workers who have given up looking for a job.
That's up from 642,000 a year before.
Chris Rupke, an economist with Bank of Tokyo, Mitsubishi, called the rise in discouraged workers a simply astonishing number that borders on the frightening.
If they were still looking for work and counted as the unemployed, the unemployment rate would have been 10.5%.
This clearly is not your father's recession.
It's looking more like your great-grandfather's.
Brother, can you spare a dime?
So the way to calculate the people have given up as unemployed, you know, once you quit looking, they don't count you as unemployed.
The employment rate, unemployment rate would be 10.5%.
Now, this leads me to one other, a couple other things here.
State tax collections have seen the third consecutive double-digit drop in the third quarter of 2009.

Now, for those of you who think that there might be job growth on the horizon, be sure to factor in the coming layoffs in state, county, and city jobs.
Now, the only reason those layoffs haven't happened is Obama's slush fund, which he calls the stimulus package.
Because thanks to Obama's stimulus bill, his slush fund, the states have not had to suffer mass layoffs needed to put their budgets in balance with true revenues, revenues not supplemented by payoffs from slush funds.
So states all over the country are grappling with huge deficits, thanks in part to a 10% unemployment rate or 10.5% or 17%.
In some of these states, it's even higher than that.
The tax base has been decimated.
This next year, look for higher levels of job cuts in state, county, and city jobs.
You can see with tax collections now falling for the third consecutive quarter, double dip.
When they run through this stimulus money that they got, you didn't get it.
The states did to shore up their deficits and to shore up state employment.
When they run through that, and they're going to run through it like a knife through butter, hot knife through butter, then they're going to have no choice but to start laying off people in it.
Unions are going to howl and it's going to be a big, big mess.
Cities all over the country don't have enough money in their budgets to clear snow from the streets.
And when the snow's not cleared, people can't get to work, much less the store.
Vital city service can't be provided in some places now.
This has been caused thanks to the failed economic policies of the buck stops here, President Obama.
The buck ought to stop with the private sector, but it doesn't.
Obama has made it his private sector, and he has failed, as has every other central planner who's tried to micromanage a giant economy or any kind of small economy.
Now, the reason Obama fails is because he embraces failed policies, failed political philosophies, knowingly.
He took responsibility for job creation when tax cuts for the private sector were in order.
And then there was this upside-down comment about who was responsible for keeping the country safe.
The incident, like several that have preceded it, demonstrates that an alert and courageous citizenry are far more resilient than an isolated extremist.
That was Obama December 28, 2009.
When it comes to national security, the buck stops with the president.
When it comes to job creation, the buck stops with an alert and courageous citizenry who are far more resilient than an isolated central planner is, who really doesn't care.
He's now almost a single payer in the student loan program.
So this is, there's no improvement month to month in the employment picture.
It is worsening.
It's going to worsen even further with state and city and county layoffs that are sure to come at some point in this new year.
And then there's going to be inflation with all this printing and borrowing of money.
And they're talking about a double dip in the housing market now or the commercial real estate.
I don't look at, folks, I don't mean to be a downer here.
What's frustrating is that once again, this government's governing against its own citizens.
This president and his party are governing against us.
We are at war with our own president.
We are at war with our own government.
They are the ones standing in the way of the private sector rebounding.
They're the ones standing in the way of job creation purposely.
And it's just frustrating.
And it's something that I think people have to know and all this talk about.
They're not talking about a second stimulus.

We're starting to see some positives on maybe time for second stimulus.
That would be disaster.
Utter disaster.
Besides, they've only spent, at last I saw, they've only spent 30% of this stimulus because it's a slush fund.
And the majority of it was reserved for being spent in this year, which happens to be a reelection year.
And that's what matters to the Democrats and to Obama.

Unlike several other firms that test things for months and months and months and months and really never improve things and still have to fix it after they get started, we're just doing it with total transparency, total transparency here at the EIB network.
Yesterday, ladies and gentlemen, President Obama, and I really feel that that's more descriptive than to call him Commander-in-Chief Obama, made his fourth iteration of a position on the near disaster over Detroit.
That was a tragedy that was averted by good luck and nothing else.
Now, we were told by the National Security Chief of Staff there, General James Jones, that after the message, we would feel, quote, a certain shock, end of quote, and everybody was breathless all day.
What are we going to hear?
What's going to shock us?
Well, I didn't feel a shock at whatever was revealed, and I don't think anybody else did.
What the heck does connect the dots have to do with this?
Why do the dots have to be connected?
Look, everybody wants to get rid of Napolitano or get rid of this guy that stayed on the ski slopes.
The guy to get rid of is Obama.
Folks, we have a bunch of 1960s free sex, free love peaceniks running around in these important positions.
We've got people who are obsessed with political correctness and they take their orders from on high.
The guy at the top sets the tone and he doesn't care.
All this is a political inconvenience for him.
He doesn't really wish he had to deal with this.
He really believes that toning down the rhetoric and running around the world apologizing for America will make all these people love him and thus not attack the country.
He doesn't have the slightest understanding.
A peacenick can't possibly, because peacenicks always blame America for the problems that we face in the world.
And when they blame us, they think we sort of deserve whatever we get.
And so you got guys that don't come back from vacation after an event like this, including the president.
And you've got Janet Napolitano out there who is saying some of the most ridiculous things like, she's most surprised by al-Qaeda's determination.
How can anybody in this country, whether you're in the government or not, be surprised by their determination?
These people are willing to kill themselves for whatever perverted cause they believe in.
It matters who we have in these positions.
And we have a bunch of anti-global peace march people.
We really do have a bunch of new agers in there who believe that all of the problems of the world are caused by this country.
And Obama, because he runs around apologizing, is certainly one of those people.
And that's who he hires.
That's who he appoints.
We shouldn't be surprised by any of this.
When a 20-something Muslim male buys a one-way ticket with cash, no luggage, that's not a dot.
That's a fire alarm.
He may as well have I'm a terrorist taped on his t-shirt.
And it buck stops with Obama.
That's just boob bait for the media.
And it's working.
Media and everybody say, oh, he's really coming around now.
He really gets it now.
The failure here is, he can have all the speeches in the world he wants.
He can have all the tough talk he wants.
But if we don't have the will to fight, to face who we are up against and understand honestly who we're up against and then deal with them accordingly, if we're going to beat ourselves up over Ebu Grab, if we're going to beat up ourselves over Guantanamo Bay and not understand who the hell we're dealing with, that we're never going to beat him.
Despite all the great rhetoric and speeches anybody can give, the failure here is not setting the nation and the world on a wartime mentality.
I watched that speech yesterday.
I actually expected him to say at the end of it, and now it's time for me to get back to work on health reform for the American people.
Now, I can imagine how this went yesterday as they rehearsed the speech.
I kept having all of these delays.
They delayed the time Obama was going to come out and speak four times.
They kept redacting it.
Everybody's waiting for all the shock that James Jones told us was going to be present.
So I imagined how it went in their rehearsals here.
You got somebody, maybe it's Ron Emmanuel, maybe it's Axelrod.
They say, okay, Mr. President, Mr. President, America wants you to behave like a commander-in-chief.
You've got to be able to say war.
Can you say war?
Let's try it.
War.
Great.
Great.
One more time.
War.
Okay.
Okay.
Progress.
That's a bye, Mr. President.
Now, let's direct the war.
Please say war against.
War against.
Perfect.
Perfect.
Okay, now we got war and we got against.
And now let's do, let's name the enemy, Mr. President.
Can you say war on Muslim terrorists?
War against Al-Qaeda.
Nice pronunciation of Al-Qaeda.
Can you say, try saying war against Muslim terrorists?
War against Al-Qaeda.
Mr. President, Al-Qaeda is Muslim terrorists.
If you're going to have any credibility here, sir, you're going to have to say war against Muslim terrorists.
Okay, try it.
Try it this way.
Say war on Muslim.
War against Al-Qaeda.
Okay.
Forget the war on Muslim terrorists.
Just go out there and say that you take full responsibility.
Media is going to eat it all up.
You'll see.
It'll be the lead on tonight's news.
And of course, it was the lead on tonight's news.
Here is the president discussing this portion of what he said yesterday afternoon.
While passions and politics can often obscure the hard work before us, let's be clear about what this moment demands.
We are at war.
We are at war against Al-Qaeda, a far-reaching network of violence and hatred that attacked us on 9-11, that killed nearly 3,000 innocent people, and that is plotting to strike us again.
And we will do whatever it takes to defeat them.
And I now have to get back to work very hard on health care reform for the American people.
I mean, we had an academic/slash intellectual/slash professorial dissertation here on, you know, I guess it was progress to say Al-Qaeda.
He doesn't allow people to say Al-Qaeda.
We can't say terrorists.
And we did say, he did say war, but at the same time, he's bringing the same kind of people for a show trial in New York City.
If he really, really cared about intelligence, he wouldn't be doing that for sure.
Back in just a second.
Open line Friday, Rush Limbaugh serving humanity.
How?
Simply by being here.
Simply by showing up.
The reason the fruit of the kaboom bomber nearly succeeded in blowing up an airplane with 300 passengers was laziness.
We had the information.
We had more than enough information, but nobody did anything with it.
They were all technically on the job, but they weren't doing what they were paid to do, which is protect us, to think, to be imaginative, to communicate with one another.
And the Gorellic wall is gone, by the way.
There's nothing to prevent anybody from sharing information with anybody anymore.
I'm pretty sure that that's done.
In fact, earlier this week on, it was MSNBC.
This network really, we sit here and we laugh at them and we make jokes about them.
But I don't know how to characterize them beyond incompetence.
It's not even enough to say they're propagandists.
They actually had on their countdown show one night this week, Richard Wolfe, a guy who has a book on Obama and is working on a second book, Obama, and probably has great access to Obama.
And he's a Brit.
And he said on this show that the White House believes that there were a bunch of people in the intelligence community who purposely ignored this to make Obama look bad.
And they ran with this for a whole hour and they acted like this conspiracy theory was the god-awful truth because Richard Wolfe has X.
And then something happened.
In the next show, in the next hour, Richard Wolf came, I just spoke with the White House.
We're sort of 10 steps ahead of where they are.
They had tried to fly a balloon here.
MSNBC, at the direction of Obama and the White House, because that's what MSNBC is.
They tried a trial balloon.
They wanted to see if they could make it stick that the intelligence community purposely let the fruit of kaboom bomber get as far as he did so as to embarrass Obama.
And it obviously wasn't flying and the White House walked him back on it.
And it just, it's breathtaking to watch.
This is the vision of NBC.
And there are so many people at NBC that have jobs that nobody can figure out how they keep them and how they got them from the top on down.
And that network is at the top of the list.
There's no greater collection of genuine ignorance of what's really happening than an MSNBC.
Now, back to this laziness that existed.
It wasn't a conspiracy.
They were on vacation.
And the man at the top sets the tone.
And if you have a bunch of peace nicks, if you have a bunch of 60s anti-war types who think the U.S. is responsible for all that happens to it and might even deserve some of what happens to it, if you have these people in important high-level positions, State Department, Pentagon, even in the intelligence community, you're going to get what you're going to get.
Everybody was on paid vacation.
Some were vacationing on the clock.
Some were out of the office.
Nobody was working.
Nobody gave a damn.
They didn't even come off a vacation when this near disaster happened.
You and I both know what vacations are.
They're temporary escapes from responsibility, but not for the president and not for his national security team.
The problem was that nobody acted responsibly here either before, during, or after their vacations.
And the president, by systemic failure, systemic failure.
That's his way of not blaming anybody because if he blames somebody, he's got to blame himself.
Nobody's going to get canned here because that would make him accountable.
So he can't say that there was any one person or a series of people that blew it here.
He's got to say the system failed because the system allows him to blame Bush or allows his spokesman to blame Bush, which you will hear in mere moments.
I predicted it yesterday and it happened last night.
Nobody is being held accountable.
The system is being held accountable.
The system's worthless if you have worthless people in it.
A system's worthless if you don't have any commitment to it.
The president said the buck stops here, but no one, including the vacationing president, was here.
They all checked out.
And when they were informed of the widespread, inexcusable negligence, nobody cared to come back to the office.
Nobody gave a damn on the job.
Nobody gave a damn who's always on the job.
Senior management's always on the clock, but not in this administration.
I wouldn't be surprised to learn that all the vacationing national security figures involved in this had their phones turned off.
Don't bug me.
I'm on the ski slopes.
I mean, if the president wasn't even informed right away, he was not informed right away.
And it took him three days.
And when he came out in Hawaii and made a statement, he seemed irritated and he didn't take any questions.
He moved on.
Now, this debacle, like what happened at Fort Hood in Texas, has nothing to do with insufficient resources.
It has to do with insufficient dedication.
And all of this was predictable.
Liberals are who they are.
Peacenicks, anti-war people are who they are.
The Blame America First Crowd is who it is.
And they have these positions of power now.
What's really in order here are mass firings just to get the attention of those who remain, who are paid to keep vigil and keep us safe.
Could dock everybody a week's pay, do something to light a fire.
But see, we can't do that because that would make the president look bad.
And we can't have that.
And then try this.
If you want to talk about genuine stupidity here, this is from CNN.
The State Department says it was unaware that the fruit of the Kaboom bomber had a visa before attempted bombing.
Umar Farouk Abdul Muttalib's misspelled name led to visa snafu.
It is one of several unconnected dots.
The State Department failed to determine that Christmas bombing suspect had a U.S. visa until after he nearly set off explosives on a U.S.-bound airplane.
State Department officials told CNN on Thursday that a series of errors caused Abdul Muttalib to avoid classification as a terrorist, which would have placed him on a no-fly list and caused his multiple entry visa to be revoked.
And one of the errors was the inability of the State Department, which issues visas, to initially determine whether Abdul Muttalib had one because they had his name misspelled in the database.
Okay, now, since they have publicized this, every terrorist now knows all they have to do is throw a few more vowels in the name they are registered with.
And they're good to go.
We've made the mistake of compounding the mistake by telling them how we failed.
Perfect example of a bloated, inefficient bureaucracy.
And now I can't help, I can't wait, folks, until we start assigning classifications to cancer patients so they can be treated.
Sorry, your tumor is only P2 and only P3s are going to only get treated.
I cringe when I think that this kind of incompetence may soon be in charge of virtually every health care decision made in this country.
Here's the prediction that I made on this program yesterday about the president.
When Obama's in the White House, oh, it's understandable that we've got intel.
It may not be quite up to stuff.
Oh, he's so sick.
We're so sorry.
They're so overworked and they have such a vast bureaucracy and it's an overwhelming flow of information and they're just under better pressure.
They're hampered.
People ask me, why is Obama being so blunt here?
Why is he saying it's a second strike and there aren't going to be three strikes?
Why is he saying that this is a screw-up?
Well, here's your answer.
Because he can once again dump on Bush.
And the drive-by state-controlled world media is helping right along.
President Obama has now discovered that he has inherited an intelligence community which is bloated, bureaucratic, and even with the best of intentions has become so large.
It's very hard to put together the pieces.
And true to form, the state-controlled media pushes the idea this was Bush's fault.
Obama saddled with a bureaucracy left over from Bush.
This is a montage of a bunch of them.
We set up the terrorist information center to overcome the failures of the Bush-Cheney administration.
These procedures were put in place by the Bush administration.
The problems that existed now, which the president says he's trying to fix today, did they exist years ago and we just didn't know about them?
We've been hearing from the government that they're going to close these gaps now for over eight years.
Bush's reforms of the intelligence system might not have changed things for the better.
The Bush team has made it much worse.
The Bush administration let guys go from Guantanamo.
These were the guys who helped out do Mutalib in Yemen.
Certainly things that the Bush administration did affecting what's happening now.
Systems have been put in place in the previous administration.
This is pretty much a holdover from the previous administration.
Let's not lay this at the feet of a guy who's been there for 10 months and not at the feet of the people who built this security apparatus.
It was Bush bureaucrats.
We saw a lot of belligerence from Dick Cheney.
We saw a lot of swagger from George Bush.
Where did that get us?
Unbelievable.
Unbelievable.
I want to go back to one line here.
David Schuster, one of the hapless, genuinely ignorant schlubs over at MSNBC, he said the Bush administration let guys go from Guantanamo.
These are the guys who helped Abdul Mutalib in Yemen.
Yep, I can't deny Bush let them go.
But Mr. Schuster, do you know why?
People like you were demanding it, the ACLU and a bunch of lawyers and a bunch of people in Congress because it was not fair to hold these people who hadn't done anything.
You're the ones who wanted them released from the damn place.
You're the ones who want to close the place down.
You turn around now and blame Bush for it's just breathtaking to behold all of this.
But we're on the case here, folks, and they no longer ever again get away with this combination of ignorance, bias, prejudice, propaganda, and destruction.
And we're back at Rush Limbaugh on Open Line Friday.
Look, I don't want to hear Bush did it from you liberals.
I don't want to hear the first that George Bush was drag kicking and screaming into creating a brand new bureaucracy, Homeland Security.
We already had a Home Clan Security Department, 1600 Pennsylvania Avenue, the White House.
That's where Homeland Security is.
Bush got dragkicked, but he didn't want to release anybody from Guantanamo Bay.
For crying out loud, you people, Barack Obama wants to investigate the CIA over how they interrogated the mastermind of the 9-11 attacks.
He wants them prosecuted.
Barack Obama and Eric Holder want Bush and Cheney to face war crimes charges by international courts.
That's what the public trial of Khalid Sheikh Mohammed is all about.
They want this country ripped to shreds.
They're investigating the CIA.
They're going to prosecute CIA agents and name their names over how they interrogated, but yet he doesn't want to investigate the CIA or anybody else for lapses with the underwear bomber or any of the other lapses of late.
Oh, no, systemic failure.
Buck stops with me.
Never going to happen again.
Now, by the way, how's that investigation going on the CIA agents who waterboarded KSM?
How's that going?
I want those guys named.
I want them behind the bars.
Here, just to show you that I wasn't making it up, Tuesday night on MSNBC, Richard Wolf, author of a book about Obama and his campaign, is working on another book with Obama, presumably with close access.
Goes on this network to talk about the attempted Christmas Day terrorist attack.
And he's asked this question, Mr. Wolf, where is the focus right now?
Well, I was speaking to White House folks earlier today, and it's clear the president is still deeply concerned and troubled, even angry at the intelligence lapses, but they see this more as an intelligence lapse more than a situation of airport security faults.
So the question here is, why didn't the centralized system of intelligence that was set up after 9-11, why didn't it work?
Is this conspiracy or cockup?
The president is leaning very much towards thinking this was a systemic failure by individuals who maybe had an alternative agenda.
Think of that now.

So the system worked.
In other words, it was system worked.
It's just that the people in it wanted to sabotage Obama.
That's what Mr. Wolf is saying.
Tuesday night.
Now, this, folks, I've often wondered, when I saw Obama speak about this earlier this week, he was mad.
He was ticked off.
He walked out there.
I've never seen him that angry.
This would explain it.
See, I'll be honest to God with you here.
I don't think he was that angry about the attack, but he doesn't show that emotion.
He's not that angry about unemployment.
He doesn't show that anger about hardly anything.
But he walked out there this week and he was ticked off.
Well, what if, I don't think it's a what if.
He thinks somebody purposely let this incident happen so as to discredit him.
That would make him mad.
Somebody sabotaging him.
And if he thinks that, make no mistake, they are trying to root out some people and we may never know, but they're going to be goners.
So it's all about him.
It's all about him.
That's why he gets mad.
He thinks somebody trying to make him look bad, the one, the Messiah.
And Richard Wolf, the president, he's got this book that he's writing with close access after a previous book.

It only took an hour, and this guy ran back to the MSNBC cameras and started sputtering and stuttering.
We're actually, I just heard from the White House, Rachel, we're about 10 steps ahead of where the White House is on this.
They either told this guy that off the record and he blew it by going public with it, or it was a trial balloon and it obviously was not working because this is only a paranoiac.
And only people who would do something like this themselves would conjure up the possibility it is being done to them.
The idea that people who swear an oath.
And by the way, these are people that largely that Obama has put there.
So now it's time to blame Bush.
Time to blame the agents.
Time to blame a conspiracy theory that then gets walked back in about an hour.
