$3.5 Billion Missing, Obama Administration Covered Up | Rudy Giuliani's Common Sense Ep. 14
| Copy link to current segment

Time Text
It's our purpose to bring to bear the principle of common sense and rational discussion to the issues of our day.
America was created at a time of great turmoil, tremendous disagreements, anger, hatred.
There was a book written in 1776 that guided much of the discipline of thinking and brought to us the discovery of our freedoms.
Of our God-given freedoms.
It was Thomas Paine's Common Sense, written in 1776, one of the first American bestsellers, in which Thomas Paine explained by rational principles the reason why these small colonies felt the necessity to separate from the gigantic Kingdom of England and the King of England.
He explained their inherent desire for liberty, freedom, freedom of religion, freedom of speech, and he explained it in ways that were understandable to the people, to all the people, not just to the educated upper class.
Because the desire for freedom is classless.
The desire for freedom adheres in the human mind and in the human soul.
Today we face another time of turmoil, of anger, Very, very serious partisan division.
This is exactly the time we should consult our history.
Look at what we've done best in the past and see if we can't use some of that to help us now.
We understand that they created the greatest country in the history of the world, the greatest democracy.
A country that has taken more people out of poverty than any other country on earth.
They weren't perfect men and women, and neither were we.
But a great deal of the reason for America's constant ability to self-improve is because we're able to reason.
We're able to talk.
We're able to analyze.
We are able to apply our God-given common sense.
So let's do it.
Welcome to Rudy Giuliani's Common Sense.
This episode is, for me, a very frustrating one, because it indicates that our government doesn't seem to care about taxpayer money and large amounts of it.
A couple of months ago, and then a few weeks ago again, I emphasized that there is altogether $5 billion in unaccounted-for foreign aid that went to the Ukraine In a three-year period during the Obama administration, $3 billion at least of that money, at least, is American money.
Well, the Obamas covered it up for a couple of years.
Finally, it was given to me in December of last year, and I put it out immediately.
That was the response of our deep state, or non-state, or whatever you want to call it.
And then, a week or two ago, we did an episode—two episodes, one with Mr. Derkush and one with Mr. Seleshenko, indicating that that money was unaccounted for.
Some of it was just unaccounted for.
Some of it was stolen.
Some of it was laundered.
Some of it was part of kickbacks.
Some of it was for political purposes.
In fact, most of it was for political purposes, going to solely left-wing groups directed by the embassy.
And so far, nobody has asked questions about it.
They are covering up.
They're covering up like they're covering up Biden and the enormous crimes that he committed there.
And the tremendous millions he took out of there.
Because if you just let one piece of this open up, Mr. Teleshenko testified recently, this whole thing is going to blow up on the Democratic Party.
Because what they were doing in Ukraine is shameful!
an indication of just how corrupt the party has become.
Listen to Teleshchenko, just so you're reminded of it.
There's a lot of people. If this case gets uncovered the real way, a lot of people are going to go down.
So what does this all go to? This all goes back to a report that was issued by the Accounts Chamber.
The Accounts Chamber is a semi-independent arm of the Ukrainian government that
looks at waste and fraud and abuse in Ukrainian government.
I guess they have a big job because $5.3 billion was found unaccounted for.
Of which at least $3 billion was American money.
There are a whole host of reasons for the unaccounted for.
I mentioned them earlier—theft, laundering, just no records ever submitted, no evidence of the money ever reaching the place it was supposed to go to, the money being kept by an NGO and not turned over—many, just many reasons.
There are lots of reasons.
There are lots of allegations.
There's lots of proof.
And there's no investigation.
Not the fault of the Ukrainians, and this is the most shocking part of all.
So I was told directly by the head of the investigation that when this report appeared, which was a shock, the Ukrainian government was nervous.
The United States government might crack down on them.
They began an investigation to find out, well, how much is stolen, how much is laundered, how much is unaccounted for.
And in the course of that investigation, they just began it when representatives of the U.S.
Embassy came to see them and said, no need to investigate.
And they were backed by Ambassador Jovanovich.
And then they came back a second time and they got the message up to the top of the government, which is still the crooked Poroshenko, and the investigation was closed down.
The chief investigator has told me he is ready, willing, and able to come here and testify about that before Congress or in a court of law, but nobody has asked him.
Nobody has asked him.
And there are two other witnesses who you have heard on tape Testifying to me, Mr. Derkash, and Mr. Talishenko about exactly the same thing.
This report being issued, this report being shocking, and then this report being covered up, and covered up at the instance and request of the United States government, in particular, the embassy.
I think Mr. Derkash is the one who testifies that if anyone revealed anything about this, they'd have been in terrible trouble with the embassy.
Your government did try to make an attempt to determine the accountability of this spending.
Is that correct?
What was established?
The police?
Yes, it is.
So they tried to investigate this case during the Ukrainian police.
Yes, it is.
So they tried to investigate this case during the Ukrainian police.
When he and other members of parliament are asking this question, nobody wants to look
into any response.
Nobody wants to be involved in this investigation.
Because everybody declared, we're going to have some problem with the visa issue, we're going to have some huge pressure from the United States Embassy.
And did the United States Embassy interfere in this process?
Yeah, this is public information.
How often did the embassy interfere and prevent any kind of investigation?
Was that pretty regular?
I have to say they blocked any information, any leaks, any published anything what would not be approved previously by the U.S.
Embassy.
And who started this investigation immediately was attacked by U.S.
Embassy, was attacked by NGO and by the civil activists.
So you say to yourself with these three witnesses who are willing to come here and testify under
oath and with all the phony hearings we've had with hearsay witnesses, I heard this and
then I heard that, then I heard this, I heard that and heard this, but I never really heard
We've got three witnesses who heard it.
who heard the American embassy and American representatives oddly, strangely, corruptly trying to obstruct an investigation of $3 billion of your money being wasted!
And that doesn't belong in an American court?
That doesn't belong before committees of the Congress instead of this made-up impeachment coup nonsense?
What is wrong with the Democratic Party?
How bad has it become?
Well, they're ready, willing, and able to come here.
This is money U.S.
taxpayers' money.
Three billion of this.
Three billion.
Right.
I can't even comprehend the amount.
Three billion of this is American taxpayer dollars.
Yeah.
And other European taxpayers' money.
But you didn't even know about this until recently.
This document?
No.
It's kept private, even though it should be a public document.
This is a devastating document.
Nobody talks about it.
The big question in the United States always is, how effective is our foreign aid?
President Trump ran on straightening out foreign aid.
I imagine had this document been known before the election, Trump would have won by three more percent or four more percent.
I mean, because it would prove what Trump had always been saying, that our foreign aid, we've got to be careful about it because it isn't going to help the people.
A lot of it is being diverted for private purposes.
Yes.
So there are many, many cases here to be investigated.
But when it came out, it wasn't investigated, right?
It was covered up.
The police covered it up because they were pressured by the U.S.
Embassy in Kiev.
Yes, I spoke to one very, very distinguished gentleman, Mr. Kulyuk, I can say that, who says that they were pressured twice not to go forward with this, and then finally the president said, drop it.
Even though this is an official document from a body, which is part of the government, which is a constitutional body, which controls basically all the budgets, Yes.
in Ukraine and coordinates how the funding is being spent and nobody talks about it.
So they didn't want it to go forward, the embassy didn't, because they're implicated
in this, aren't they?
They're the ones who decide which NGOs get the money.
Yes.
And they give it to their pals.
Yes.
And their pals are all left-wing.
Liberal, left-wing, pro-Soros, pro-Democrats.
Not a penny to a moderate or conservative group.
If you're conservative, you're not even welcome in the U.S.
Embassy in Kiev right now.
I used to help the U.S.
Embassy a lot during Maidan, prior Maidan, when we were opposition to Yanukovych.
And after my down, and when Trump was going for president, I showed my views to support President Donald Trump.
And you were blocked from the embassy saying we don't want to deal with you.
And many other people.
There's a lot of them.
And in some cases, visas denied by the ambassador.
Yeah, hundreds of people were blocked, and that's how the relationship between our countries start to soar.
Why, you would ask yourself, why would the embassy be so...
Well, it doesn't take a genius to figure out why.
people leftovers so intent on covering this up. Why? Well it doesn't take a
genius to figure out why. Because they're implicated in the wrongdoing. Because
they're implicated in the corruption.
Because they know how a lot of that $3 billion got misspent.
You see, the money didn't come, as you might think, from the Ukrainian government, or to the Ukrainian government, from the U.S.
government.
I did a little chart here, excuse the fact that it's not very professional, but this is what I used to do when I was a prosecutor, and just a very young child.
So, I go back to it, it makes me feel good.
Here's the U.S.
government.
Here's how it's supposed to go.
See the red lines here?
It's supposed to go $4 million—this is a particular project.
We're using one as an example, a relatively small one.
So U.S.
government, $4 million is supposed to go to help with computers in the general prosecutor's office in Ukraine.
Worthy cause.
You would think it would go to the Ukrainian government, the Ukrainian government would give it to the general prosecutor, and then would do an accounting that the $4 million was used for improving computers, not for holiday trips, vodka, dates, or maybe just some money kind of missing, and we don't know where it went.
Ah!
But that isn't the way it happens.
It doesn't happen that way.
The money doesn't go, that $4 million doesn't go like this.
The money goes like this.
Four million dollars.
The American embassy takes it.
The embassy should really be right here.
The embassy should be right at that point right there.
The embassy takes it, right, and gives it to its selected friendly NGO.
Right here.
The NGO.
N-G-O.
And the NGO takes two million dollars out for itself and then sends two million dollars to the general prosecutor's office.
So what happened?
Two million dollars disappeared!
In this example, you know where that NGO was?
It was in Italy.
What the heck is an NGO in Italy going to do to help the special prosecutor in Ukraine?
Special prosecutor in Ukraine says they did nothing They were being paid off.
They're being paid off because they're political allies of the left-wingers who are part of this network.
They're political allies of Soros and what was described by another Ukrainian as sons of Soros.
There's a common denominator with all these NGOs.
They are all left-wing.
They're all left-wing of left-wing.
They're all so left-wing, they've fallen off the cliff.
Because when you're left-wing in these parts of Europe, boy, you are crazy.
They are described as either Soros-owned or children of Soros, but even further left.
These are people who believe in one government.
No America, no England, no Ukraine.
Just one government.
Soros, I guess, could be the prime minister, or Obama could be the president, but we'd all be one happy government.
And those of us who Aren't happy when you have a one government like that, usually they find some way to eliminate us.
So, that's the purpose of the embassy, obstructing justice and covering it up.
It's clear, it's provable by witnesses, it's provable by documents, and it hasn't been investigated by our government, and that is a disgrace.
So, before I get too upset, why don't we take a short break and then we'll be right back.
For those of you who know me, in addition to law and politics, I'm passionate about the Yankees, baseball, football, all sports to watch, golf to play, history to read, opera, classical music to listen to and watch, and cigars to relax and socialize.
And I have definite opinions on the best cigars for the right time and the right place.
And you'll hear about that, too.
But the revolution in cigars took place in the 1990s.
Most cigars then were machine-made with foreign ingredients.
Now it's just the opposite.
Most are hetero-mono man-made.
All organic, natural, and pure.
The revolution was led by one man, and one man alone, Marvin Shankin and Cigar Aficionado magazine.
Marvin had been rating wines quite successfully for Wine Spectator magazine, and he brought the rating system to cigars.
The first cigars rated in the 90s were gone in a flash.
Even now, the first thing I do when I get my magazine is I go right to the ratings page.
There it is.
Hmm, 93.
91.
Oh yeah, I'll go for that one.
Then there'll be 94.
92.
Problem is you gotta get there fast, because they go fast.
This revolutionized the cigar industry.
If you like wine, if you like scotch, if you like bourbon, if you like rye, if you like vodka, if you like gin, They're the magazines for you.
You know what?

Welcome back on our trail of corruption in the Ukraine, which
Um...
I'm afraid we're not going to be able to cover in the remaining time or in any amount of time, but we're going to give you an example.
And the way we're going to give you an example is we're going to go—we're going to go to the report.
that we just mentioned about the $5.3 billion that's missing, particularly the $3 billion of
American money, we're going to pick out the one case that so far has resulted in criminal charges.
So yes, this was covered up for three years, covered up by the American government who told
the Ukrainians not to advertise it, but now we have a new American government, an honest one
under Donald Trump rather than under Obama, who covered it up.
And we have a president of the Ukraine, not the crook Poroshenko, Biden's good friend, but we have a new president who's trying, trying to straighten things out.
So he begins an investigation of this obvious fraud, and he begins with one of the more horrendous cases.
And interestingly, it involves Associates of George Soros and two organizations in which George Soros has invested about half the money, along with the U.S., his partner, the U.S., and George Soros has a great deal of control.
So very, very simply, because we went through this in more detail in an earlier episode, I just want to remind you of it because it leads to the other ones.
This organization to help people with AIDS was established.
It was called the Ukrainian Network for People with AIDS.
The idea was for it to advertise, publicize, and to help buy medicines.
It didn't actually do treatment of people with HIV-AIDS, but it bought the medicine.
Very, very convenient.
A person put in charge of it, so you can get an idea of what the intent was from the beginning, was a gentleman named Dimitri Sherembai.
Dimitri Sherembai had qualifications for the job.
He had been imprisoned four times for larceny.
So I guess, you know, if you want to get a good price for medicines and you want to do it honestly and you pick somebody with no criminal record with a background of austerity in the way he handled things.
If you want to cheat, steal as much as you possibly can, you go get an ex-convict.
Who's demonstrated in the past that he's very good at it?
Well, that's what Soros got for this phony charity that was supposed to help people with AIDS.
No, no it didn't.
What it did was, it conspired with the crooked pharmaceutical companies in Ukraine and Europe, got the price for the drugs doubled and tripled.
This happens in the U.S.
I've seen cases in the U.S.
just like this, but this was blatant.
Double or triple the price.
And then, that difference, the delta, got split.
And it got split in different ways.
Some of it came to Sharanbi, some of it went to Oligarchs, some of it went back to the pharmaceutical company, and some of it was used to fund what I would regard as significantly anti-American political causes.
But certainly left-of-left-of-left-of-left-wing political causes that would like to see the American government subsumed within the world government.
Good luck with that.
And would like to see socialism, if not communism, replace capitalism.
So that was going on for some time.
And it became a bit of a scandal.
Ah, but the boys came up with a solution.
The crooks came up with a solution.
They decided, let's have another NGO.
Because all the liberals love NGOs.
It sounds great.
Non-government organization.
I belong to an NGO.
No.
In the case of Sherembe, I belong to a crime organization.
That's what it really is.
So now they established something called ANTAC, the Center for Anti-Corruption.
The idea of ANTAC is, privately, they're going to do audits, they're going to look at corruption, they're going to help with corruption, and they put a guy named Vitaly Sabunin to run it.
Vitaly is Dmitry's best friend!
So Dmitry the crook is going to get overlooked by his best friend.
That's pretty convenient, right?
And it's pretty crooked, isn't it?
But it's worse than that.
Follow this now.
Dmitry Shremby, who runs the crooked AIDS organization, doing the kickbacks in millions, is put on the board and is a founding member of the organization that's going to oversee him, called ANTAC.
You got it?
Shremby's running the scheme and then they make him the overseer of it.
And then when the government decides to create, by Soros again.
All of this is funded by Soros, by the way.
All of it.
Half of it is funded by Soros, the other half by the sucker U.S.
And then when they established NABU, which was done by George Kent of our State Department, and by Soros' people.
NABU is the Special Investigator's Office.
They're going to be the government unit that overlooks the crook Sherembe.
They put him on the board of NABU to help select the people who are going to be in NABU.
I mean, isn't this like just throwing it in your face?
Like, you're all too stupid to figure it out?
Or too lazy?
Or too crooked?
Because you're making your own money, so you ignore all this.
So that's this case.
Thank goodness, this case has actually been brought to a several criminal complaints.
I have them here.
Lays it right out.
Two of them are Repeatedly convicted of a severe crime, Sherembe Dimitro Oliyevich, which I guess is his official name, and his close friend Shabunin Vitaly Viktorovich, who jointly founded the Center for Anti-Corruption.
Basically, Young goes on to point out that it didn't do much about corruption, that it never wrote a report critical of the AIDS organization, even though there were many, many cases brought for embezzlement of money.
And then it comes to the conclusion, according to the information which needs to be investigated, Sherembe Dio and Shabunin Vivi organized a scheme For embezzlement of internal technical assistance funds through the All-Ukrainian Network for People Living with AIDS.
Did you read about this in an American newspaper?
It was in the period 2015 to 2017.
They give a list of the people who contributed, and then they give a list of how the money
was laundered, and then they point out that this results in a charge that carries with
it a seven- to ten-year prison sentence for Soros's good friends and associates.
Did you read about this in an American newspaper?
No.
More American media covering it up, even though it involves significant American money, and
one of the biggest donors to the Democratic Party, George Soros.
Yes, they are covering it up.
Does that indicate they're corrupt?
Comes pretty darn close to indicating that.
This is a very serious case.
There's a second complaint that points out that Sherembe, who was running this AIDS operation and was on the board of the Overseers, has been repeatedly convicted of severe crimes, and he and his close friend Sabunin jointly founded these organizations, and that he embezzled, organized, the two of them organized a scheme for embezzlement of international technical assistance.
The amount?
$133,881,757 million.
Okay, let's round it off.
$831,757 million.
Okay, let's round it off.
$134 million unaccounted for by these crooks who never had any accountability because they
were in bed with the Obama administration and the Obama administration's chief funder,
George Soros, and Hillary Clinton's chief funder, George Soros, who has done everything
he can to corrupt Ukraine for his own purposes so he can get cases on Antac dismissed, cases
on his friends dismissed.
There's also right here a chart of approximately 20 cases.
I can't go into them in detail, not only because we don't have time, but because they're in various stages of being investigated.
But they show $3 million being paid to something called Policemen of the United Territorial Community, and that's run by the brother of a Democratic United States congressman.
Then there's another one called Internews Network.
Which involves many, many Democratic journalists and operatives.
The amount of money they get paid—they don't even produce a newspaper.
They don't even produce anything.
I'm going to give you the monies.
$35 million, $20.7 million, $17.9 million.
That was support for leadership organizations.
Then they have—this one is fabulous—$51.6 million.
This is to give people more confidence.
Generally, you go to psychiatrists for this, not a bunch of, you know, hack politicians.
But we paid $51.6 million.
I wonder if we ever went back and tested whether anybody got more confident as a result of this money being spent by the Chemonix International Corporation.
Community engagement program, $22 million.
Program in Ukraine, they don't describe what it's for.
Well, that's OK.
It's only $1.1 million.
Why describe what it's for?
The America House, again, not describe what it's for, but run by a lot of Democrats.
But somehow, no Republicans ever get into any of these—any of these programs.
And this one here, this one here called Eurasia, at $20 million, they've got a big group of Dems, Thomas Stein, Jan Kaliki, Let's not forget the amount of money they got in a very short period of time.
Remember Lee Hamilton?
Democrats, Democrats, Democrats, millions unaccounted for.
And one of the business partners, Thomas Fiala of George Soros.
They all got, let's not forget the amount of money they got in a very short period of time.
Oh, gee, only $20 million.
And then $9 million for another Democrat-run organization called the National Democratic Institute for International
Affairs.
And Walter Mondale is involved with that.
And then there's a lot of funding for the Atlantic Council, which is a very anti-Trump, anti-Republican organization, and I went through this carefully.
And a couple of other people who work for Ann Esho of California and used to work for Pat Schroeder.
You go on and on, and you find Democrats.
And we got about $200 million here that was distributed, including to make people happy, to improve their morale.
With no—no test of whether their morale was improved or not.
This is a joke.
This is—when they investigate this, and they see all this money going just to Democrats and former Democrats and employees of Democrats for useless, useless projects about which there never was any, any report, hopefully—hopefully—hopefully they will be held—hopefully they will be held accountable.
So, here's my plea.
Here's my plea.
My plea is that this get investigated.
This is real.
This isn't a Russian plot.
The Russians didn't steal this money.
The Americans and the Ukrainians did.
There's plenty of corruption in Russia, plenty to investigate there, but that doesn't mean you ignore the theft of our money.
And let's face it, the Ukrainians who brought this to me are outraged.
This was supposed to go to help people with AIDS.
Half of it, if not more, went engraft.
That's a sin.
That's not just a crime.
That's a sin.
A sin that you would think Democrats would care about as much as Republicans, with all the things they'd say about HIV and AIDS.
But isn't it true they've always been hypocrites?
Wasn't it President Bush who gave Africa more assistance for AIDS than anyone?
I can go on with a lot of other examples.
This isn't an example.
This is proof.
One case on its way to a seven- to ten-year conviction for Soros' pals.
Twenty more right behind it.
And as they become appropriate to discuss publicly, we will do so.
And then we have one other blockbuster case that we're working on, and we'll bring that to you as soon as we can.
This one, I think, will really shock you, and it's going to shake up the Democratic Party like this.
Bunch of weasels.
They are.
When you fool around with the public trust, when you fool around with the public trust, you're not worth anything.
So, thank you very much, and we'll be back very shortly.
