According to Director of Central Intelligence, Richard Helms Engleton was recognized as the most dominant counterintelligence figure in the non-communist world.
He served in the OSS.
Remember guys where we got our name from?

This is where, this is what the CIA used to be called, the Office of Strategic Services, OSS, okay?
We're the new OSS now.
Wartime predecessor to the CIA in Italy and London during World War II.
After the war, he returned to Washington, D.C. to become one of the founding officers of the CIA.
Now, the big thing that you guys need to know is that this guy oversaw all of the operations we did with Israeli intelligence.
That's the big thing that you guys need to know.

And what ended up happening was after this failure, they realized that they needed the nuclear bomb.
The Suez Canal Crisis basically established like, holy crap, we need the nuclear bomb.

In the way of background, the control file was created to give us the opportunity of closely monitoring our liaison with Engleton on a variety of matters which were not reported through normal CIA channels.
CIA directors permitted Engleton to run certain activities and projects, many of them with the Israeli intelligence service.
So basically, he was able to kind of do whatever the hell he wanted with very little oversight.
He went through a different chain, chat.

He was given authority by the CIA to handle these projects and report only to the director of the CIA.

He was the American lawyer who was the first civilian director of the CIA and his longest serving director as head of the Central Intelligence Agency during the early Cold War.
He oversaw numerous illegal activities such as the 1953 Iranian coup, the 1954 Guatemalan coup, and Project MK Ultra Mind Control Program and the Bay of Pigs invasion in 1961.
So this guy actually ended up getting fired by John F. Kennedy.
Okay.
He was fired by him after the Bay of Pigs.
So obviously Alan Dulles had an axe of grind with John F. Kennedy.
And the funny part is, guess what?
Alan Dulles sat on the fucking Warren Commission.
So let me ask you guys a question for common sense.
If your boss fired you, then all of a sudden your boss got assassinated by the agency that you used to work for, do you think you would go hard with trying to figure out who actually killed him?

So he was given authority to disseminate to the FBI on all matters of interest to us.

This field, the field was given appropriate instructions regarding the handling and reporting of the information procedure.
It's still in existence and is operating satisfactorily.
The information disseminated by Engleton is filed in a case file to an individual file of an individual or an organization.
The control file consists of copies of communications already recorded in separate case files.
There has been little or no occasion to use the control file, and its usefulness at this point can be characterized as being obsolete.
Recommendation: it is recommended that it no longer be necessary to place copies of Bureau of Informant material in the control file.
The file will continue to be used for the retention of mail of a policy nature.

In 1954, a procedure was approved by hereby attributes certain information received from James Engleton, CIA, under the symbol Bureau Formant 100.

By SAC Letter 5427, data 52554, we inform the field regarding Bureau Inform 100 issued instructions that the informant information from this source can be described under an appropriate T symbol and characterization.
Because of passage of time, and since some offices have had rare occasions to receive Bureau Informer 100 information, it is believed desirable to reiterate instructions to the field.
This should be done since the informant has been developing information in recent months regarding the travel of a U.S. of U.S. citizens to Russia via Israel.
Such travelers come from various parts of the world, okay, or of the U.S. here, I think.

Also, that this Cuban group is endeavoring to purchase through Mosley a variety of automatic weapons and explosives.
So this is the synopsis of the report.

So this number right here, guys, is when you have a confidential informant, you don't use their name.
You obviously give them a control number.
So reference is made to the office memorandum to the chief from acting special agent in charge, Maurice G. Marteño, Chicago, dated November 26, 1963, under file number 21611.
That memorandum confirming a long-distance telephone call to Deputy Chief Paul J. Paterney, Washington, D.C., verified that this matter had been discussed with Deputy Chief Peterney, who had directed that inasmuch as, okay, whatever that says, as this information related to the assassination of the late President Kenny,
and that this information also could involve the production, the protection of President Linda B. Johnson, as you guys know, that was the vice president that took over after, that all information developed by the U.S. Secret Service should be made available to the Federal Bureau of Investigation and that a joint investigation should be conducted with an exchange of reports and a free flow of information.
For the information of all offices concerned, 21266 advised, and remember, this is the informant, right?
He advised on November 26, 1963, so four days after Kenny was killed, guys, that he had heard that one Mosley allegedly had been attempting to negotiate a sale of machine guns to one Homer S. Eshivardo and that Eshivaria, his name is Eshivaria.
