When Blacks Won’t Follow the Rules

Hello, I'm Jared Taylor with American Renaissance.
What do you do when certain groups of people won't follow the rules?
You just change the rules?
Here's an example.
This year, Philip Murphy took office as governor of New Jersey.
One of his campaign promises was to legalize marijuana.
His reason?
Blacks are being arrested for possession at three times the white rate.
We're doing it for social justice, said Mr. Murphy.
Now, legalizing marijuana may or may not be a good idea, but changing the law only because blacks are more likely to break it is crazy.
There is an area, however, where it's standard procedure to change the law because blacks, and sometimes Hispanics, keep breaking it.
That's beating the fare in a transit system.
The latest system to do this is the Washington, D.C. Metro.
Last month, the D.C. City Council voted 11-2 to decriminalize fare evasion because a study found that 91% of the people who got caught beating the fare were black.
As Councilmember Robert C. White explained, and I quote, An overwhelming number of black people were being arrested unnecessarily.
Unnecessarily? That must be one of those black things that white people just don't understand.
Well, D.C. Metro figures it loses $25 million a year because of deadbeats.
I think from now on, it can count on losing a lot more.
Well, New York City did the same thing, and for the same reason.
In February this year, the Manhattan District Attorney announced he would no longer prosecute turnstile jumping.
Why? 90% of farebeaters were black or Hispanic.
In 2015, Seattle decriminalized fare evasion for young people after a study found that blacks were more likely than whites to be jumping turnstiles.
Black grown-ups are expected to pay.
But these cities are late to the game.
The BART system, San Francisco Bay Area Rapid Transit, decriminalized fare evasion back in 2008 for the usual reasons.
It seems to me that if you let riders get away with small crimes, they might move on to bigger crimes.
And maybe that's why, just last year, the Daily Mail ran this headline:"Transport bosses refuse to release surveillance footage of a rash of train robberies on the BART to avoid racist stereotyping of suspects." I guess the suspects in those videos must have been Norwegian tourists.
In 2016, California decriminalized fare evasion in the whole state for anyone under age 18. And the reason was, well, you know what the reason was.
So it's a pretty clear pattern here.
If blacks can't follow the rules, change the rules.
Let me give you another example.
For years, it's been well known that black students are far more likely than white students to be suspended or expelled from school.
But you see, it's unthinkable that blacks could behave any differently from whites, so these differences must reflect systemic racism.
And that is why...
In 2014, the Obama administration sent a letter to every school district in the country threatening them with investigations, consent decrees, and funding cutoffs if they didn't even out suspension rates.
The eight-page letter used the word discrimination 61 times, and it stated baldly that race differences in discipline rates were, and I quote, Or more serious behavior by students of color.
This is the kind of bunk we got from our first president of color.
The fact is, every year the federal government puts out a very detailed report that demolishes this crazy idea.
It's called Indicators of School Crime and Safety.
And this is the cover of the report for the very year the Obama administration made that ridiculous claim.
The report...
Classified schools by the number of whites and non-whites in the student body.
And guess what?
The more non-whites, the more trouble.
Schools where whites were the minority, where fewer than half of the students were white, were 19 times more likely to report gang activity than schools that were at least 95% white.
Schools that were less than half white were 11 times more likely to report Now, widespread disorder was so rare at schools that were 95% or more white that you couldn't even make a comparison.
Schools that were less than half white were five times more likely to have a problem with students swearing at teachers than schools that were at least 80% white.
And once again, this was so seldom a problem at schools that were 95% white or more that they couldn't make a comparison.
Oh, and by the way, black teenagers between the ages of 14 and 17 commit murder at about 10 times the white rate.
But the Obama administration said that racist teachers better stop suspending black students.
Well, they did.
All over the country, they cut way back on discipline for blacks, and the result was chaos.
In New York City, the Manhattan Institute's Max Eden found that student violence and teacher abuse shot up.
As Mr. Eden explained, rules had changed and the students knew it.
Oklahoma City and Syracuse, New York, had so much violence and disruption that they decided they would go back to suspending blacks when they deserved it and risk federal wrath rather than wreck their schools.
And one of the most dramatic cases was in St. Paul, Minnesota.
When Valeria Silva started as superintendent, black students were being suspended at...
Five times the white rate and 15 times the Asian rate.
Miss Silva said this was all due to white privilege.
She gave everybody, from janitors to principals, cultural competency training and ordered the black suspension rate to be cut to one-seventh.
The result?
A huge increase in chaos, fights, attacks on teachers.
If anyone complained, Ms. Silva said it was racism.
Thousands of students left the system, but Ms. Silva hung on until the city finally bought out her contract for $800,000.
Now, there was a different way to get around the Obama administration's order to the schools.
Just lie to the feds so as to keep the money coming.
As Judy Kidd, president of the Classroom Teachers Association of North Carolina, explained, schools were, and I quote, Well, this is the crazy sort of thing that happens when people believe,
or at least pretend to believe, nonsense.
So blacks break marijuana laws?
Make weed legal.
Blacks ride the trains without paying?
Stop arresting fair beaters.
Blacks get suspended?
Stop suspending them.
Well, why not stop enforcing any rules that blacks are more likely than whites to break?
Why not stop arresting people for murder or forgery?
This kind of foolishness springs from two profoundly stupid assumptions that we must never dare question.
That the races are equal in every way.
And that if Blacks or Hispanics fall short, it's because we, white people, were bad to them.
Wake up, white people.
The races are different.
And when they fail, it's not your fault.
