[00:00:33] ABC 13's Jessica Willey live after talking to the man who had that gun pulled on him and his family. [00:00:40] She's live tonight, Jessica. [00:00:43] Yeah, I can tell you this video is being shared among law enforcement circles with strong criticism of this deputy's actions. [00:00:51] Tonight, Harris County Constable Alan Rosen says she has been reassigned to desk duty. [00:00:57] An investigation is underway. [00:00:59] Michael Evans did not want to talk on camera. [00:01:02] He says he was not armed at his family's urging. [00:01:07] He started recording. [00:01:10] Explosive video of a Harris County Precinct 1 deputy constable not on her best day. [00:01:16] We are blurring her face because the agency hasn't named her and she hasn't been charged with a crime. [00:01:23] Her gun is unmistakable. [00:01:26] They blurred her face because she's black. [00:01:28] Yeah. [00:01:28] Yeah, got a new show for y'all. [00:01:30] Got a damn good show. [00:01:31] Before we get today's video, don't forget about our giveaway. [00:01:34] 4250 King Ranch in Camper. [00:01:36] 10,000 in cash. [00:01:56] The encounter happening this afternoon, the man recording in a fight he tells ABC 13 with the mother of his child took off with her phone. [00:02:04] He says her sister, the deputy, chased him down in her own car. [00:02:08] I couldn't believe it. [00:02:08] And that's when he called his cousin. [00:02:11] Even though he might have not been in the right, at that time, it still doesn't make it right for her to take actions upon herself. [00:02:19] It's not how things go. [00:02:20] You can't take the law in your own hand because you got a badge. [00:02:23] That's my right. [00:02:24] Keisha Ross did not want to show her face, but she feels strongly about how the deputy responded. [00:02:30] In full uniform with threats, the video shows. [00:02:33] And all because she wanted her sister's phone back. [00:02:38] She should be fired on the spot. [00:02:40] Yeah. [00:02:41] That guy policing union has got to go through a process. [00:02:44] Yeah, that's crazy. [00:02:45] That should have been... [00:02:46] She went... [00:02:47] I mean, she just trampled the law. [00:02:49] You use your badge and your uniform to stop someone over a personal dispute, a civil dispute. [00:02:55] That's because it's your family member. [00:02:57] That's, I think you should be automatically fired for that. [00:03:00] They put on desk duty. [00:03:02] No, she should be fired. [00:03:03] Could have called the police to get the phone back. [00:03:05] Harris County Precinct 1 Constable Alan Rosen confirms he has seen the video. [00:03:10] Ross believes that she should speak for itself. [00:03:13] There's nothing to figure out. [00:03:14] You see, you know exactly who it is. [00:03:16] They need to go be knocking on her door like they knock on anybody else, though. [00:03:19] That's just how with a daily weapon is she's in uniform. [00:03:22] It's just, it's scary. [00:03:24] And the people that we look up to and the people that we talk 911 to, you pulling the gun on him. [00:03:30] That's crazy to me. [00:03:35] Michael Evans is in a relationship with a deputy sister. [00:03:38] He says it's not the first time he has been a victim of this tactic by this family. [00:03:42] So when things were escalating, he called his cousin Keisha, who immediately told him to end the video call and start recording. [00:03:48] I told him to record it. [00:03:50] But at that time, she was already chasing him with the window down with a gun out the window. [00:03:56] So it wasn't no, she just was chasing behind him. [00:03:59] She literally followed him in circles until he just pulled over, which is crazy. [00:04:07] Fox 26 reached out to Precinct 1 for a statement on this incident, and they said, What we understand at this point is that this was a family dispute that involved our off-duty deputy. [00:04:15] She has been reassigned to death duty pending the outcome of an internal affairs investigation. [00:04:19] The public can be assured that an investigation is underway, and we will be transparent with the outcome. [00:04:24] Do you feel like that's an adequate response from the constable's office? [00:04:29] No, I don't, I don't. [00:04:31] No. [00:04:32] In this case, personally, I don't think females should be cops. [00:04:36] No, because women are wicked. [00:04:39] Well, men could be wicked too. [00:04:40] It's just that they don't have the physicality to do the job and they're more emotional than men. [00:04:45] And when you give somebody this emotional power, this is the kind of stuff that happens. [00:04:50] Yeah, men are wicked, but I think women, when you put them in a position of power, and it was on full display, she pulled a weapon out on an unarmed man. [00:04:59] She did an unconstitutional stop on him. [00:05:04] I mean, I'm sure men have done things like this, but I don't trust women when shit hits the fan. [00:05:10] They overreact. [00:05:11] Like I'm in a car with my wife and a deer runs out. [00:05:16] I do not trust her. [00:05:17] She will freeze. [00:05:18] She will abort that deer to save that deer and kill her whole family. [00:05:24] I remember I got in a huge argument with my wife. [00:05:25] I said, Next time it ever happens again, if you try to save that deer, I want a divorce. [00:05:32] I said, next time it happens, you see a deer, you speed up and you take that deer out. [00:05:36] Because if you stop, swerve, you're going to cause a huge accident. [00:05:40] And chances are, you're going to end up losing your life because that stupid deer ran in the freeway or ran across the road. [00:05:47] All that deer is going to do is this. [00:05:50] You're going to stop and look back at you. [00:05:52] Yeah, you're going to nibble some grass. [00:05:53] They're going to run off in the bush. [00:05:54] Yep. [00:05:55] Take him out. [00:05:56] What do you think should be done to her? [00:05:58] I think she should be charged like anybody else. [00:06:00] And I'm not understanding why she don't have an aggravated salt with a deadly weapon worn out now. [00:06:04] If it was anybody else, they'd have put a warrant out before without us even happening to go to the police department. [00:06:10] Evans didn't want to talk on camera as he fears for his safety. [00:06:13] You just feel like you're going to take the law in your own hand. [00:06:16] They got her just blurred. [00:06:18] Everybody knows who you are. [00:06:19] Yeah. [00:06:20] That's in the family. [00:06:21] Everybody knows who this is. [00:06:22] Talk here. [00:06:23] And you know, cops have what is it called? [00:06:26] Qualified immunity? [00:06:27] Yeah. [00:06:28] Qualified immunity. [00:06:29] Qualified immunity doesn't protect you from doing stupid stuff like that. [00:06:33] Yeah. [00:06:35] You're going to do what you want to do. [00:06:37] But because you got a uniform, you feel like it's okay. [00:06:40] But that uniform and the bags don't make you do things to people like that. [00:06:44] Because what if the gun would have accidentally went out? [00:06:47] Yeah, she, uh, I know. [00:06:49] Her fingers on the trigger. === Acting Outside Law Parameters (01:24) === [00:06:51] You know, it's even worse. [00:06:52] The thing she was saying when the video first started, the original video, the stuff she said, it's enough to be fired. [00:06:59] Yeah. [00:06:59] What she was saying. [00:07:00] The stop alone is enough for her to be fired. [00:07:03] Yeah. [00:07:04] Just forget about the loaded fire on with your finger on the trigger. [00:07:10] That should be the icing on the cake. [00:07:12] Yeah. [00:07:13] She should already be fired. [00:07:15] Well, Kim. [00:07:15] You don't need to do an investigation because she acted outside of the parameters of the law. [00:07:20] She was off duty. [00:07:21] Yeah. [00:07:22] Still in uniform. [00:07:23] You see the car she ran back to? [00:07:25] Yeah. [00:07:25] Well, she was in her own car when she did this. [00:07:28] Oh, really? [00:07:28] Yeah, watch the car. [00:07:30] See a car right there? [00:07:31] That's not a police car. [00:07:33] I think that's a Nissan Altima. [00:07:36] That's crazy. [00:07:39] So that lady was trying to personal car. [00:07:42] Yeah, that lady was saying, said she was driving down the road, made him pull over because she was waving her gun outside the car. [00:07:46] Yeah. [00:07:47] She should already be fired. [00:07:48] She actually should be in handcuffs. [00:07:50] Yeah. [00:07:50] She should be. [00:07:52] I don't like. [00:07:53] If that was a white person, his face would be all over TV, TikTok. [00:07:58] They'd be already doxed the person. [00:08:00] You know, they got a bunch of DEI in Houston, Texas. [00:08:03] Yeah. [00:08:03] How did that woman pass the Psyche Valve? [00:08:08] I tell you how. [00:08:09] I'm skid going. [00:08:11] That's like you valve. [00:08:13] That's crazy, man. [00:08:14] Yeah, that is nuts.
