[00:00:01]  Teens going on a wild rampage, ransacking a Southern California convenience store, taking whatever they can get their hands on.
[00:00:08]  Can anything be done to stop these crimes?
[00:00:10]  Eyewitness news reporter Leanne Souter is live in Lincoln Heights with a new video tonight.
[00:00:14]  Leanne Mark, that's exactly what the owner of this gas station here wants to know.
[00:00:21]  He says that takeover happened in just a matter of seconds and says there was nothing they could do as the store suddenly filled with thieves.
[00:00:30]  A sudden burst of young thieves as two dozen kids take over the chevron station in Lincoln Heights.
[00:00:37]  Just ambushed the store and ransacked it pretty much.
[00:00:39]  Owner Jerry Salib says it happened in an instant.
[00:00:42]  You can see the young boys grabbing boxes full of candy, as many chips as they could carry, even cases of beer.
[00:00:49]  Salib says they got away with more than $1,200 worth of goods.
[00:00:53]  When it's a gang of them, 24, 25 people, it's like an organized crime type of situation, you know?
[00:00:59]  Like, those 25 kids could easily overpower my cashier.
[00:01:03]  Thankfully, the cashier wasn't injured.
[00:01:04]  The drama erupting Thursday evening at Daly and Mission.
[00:01:08]  You can see the thieves ride up on their bikes and scooters and run in.
[00:01:12]  So many packing into the small store, they were running into each other in the chaos of their crime.

[00:02:01]  Adding to his frustration, he says the LAPD couldn't help.
[00:02:05]  They said there was nothing they can do about it.
[00:02:06]  They said it's considered shoplifting, and shoplifting isn't something they can really go out.
[00:02:11]  Yeah, that's not shoplifting.
[00:02:14]  That's strong-armed robbery.
[00:02:16]  Well, that's what the cops are going to tell you because everybody's ignorant to the law.

[00:02:21]  It's robbery.

[00:02:22]  You can prove intent on how just by that behavior.
[00:02:27]  You can prove intent that they didn't intend on buying anything.
[00:02:30]  Yeah, like we used to catch shoplifters.
[00:02:32]  When you arrest a shoplifter and they have no money, they don't have a bank account, they arrest them for burglary.

[00:02:41]  But anyway, they're not going to do the job because the district attorney's not going to prosecute them.

[00:02:51]  And he's hoping they'll be held accountable before they commit another calculated crime.
[00:02:57]  There's other gas stations all within the area, and these type of things happen all the time, especially nowadays.

[00:03:06]  Salib is calling on city leaders to do more about these takeovers and smash and grab robberies that have been plaguing so many businesses.

[00:03:29]  The person was caught on camera opening fire inside a West Baltimore gas station.
[00:03:34]  Box 45's Rebecca Pryor spoke with a gas station employee who claims it all started over a stolen snack cake.

[00:03:44]  Marion Kai, this Exxon employee, he tells me that this $1 snack was at the center of this shooting.
[00:03:50]  He says shopliftings happen here daily, but this time it almost turned deadly.
[00:03:57]  It happens all day.
[00:03:58]  Inside the Exxon gas station on West Mulberry Street, employees say shoplifting never seems to stop, especially when students are out on summer break.
[00:04:08]  That's the only reason why they come to the store.
[00:04:11]  But this Monday, around 9.30 p.m., a minor crime taking a terrifying turn.
[00:04:17]  Young kid came in the store, got caught staling, got caught in the act.
[00:04:21]  Surveillance video shows the suspect holding what appears to be an armful of stolen snacks.
[00:04:27]  He turns to leave the store, but then comes back brandishing a gun.
[00:04:31]  He tried to go after, and when we went after it, he turned around and started firing.
[00:04:39]  Shoot over a Lord Debbie, a zebra cake?
[00:04:45]  I don't know.

[00:06:25]  As for this suspect, police have yet to identify him or confirm his age and are asking your help in tracking him down, hopefully before he can strike again.

[00:08:31]  Unless we do something about that cadre of young people, tens of thousands of them, born out of wedlock, without parents, without supervision, without any structure, without any conscience developing, because they literally, I yield myself three more minutes, because they literally have not been socialized.

[00:09:02]  We should focus on them now.
[00:09:05]  If we don't, they will, or a portion of them will, become the predators 15 years from now.
[00:09:13]  And Madam President, we have predators on our streets that society has, in fact, in part because of its neglect, created.
[00:09:23]  Again, it does not mean because we created them that we somehow forgive them or do not take them out of society to protect my family and yours from them.
[00:09:32]  They are beyond the pale, many of those people.
