[00:00:43] Unfortunately, we had one incident, one incident, late Friday night into Saturday morning that is getting all the attention and undoing the good stuff that happened this weekend. [00:01:02] And those incidents that happened prior to this incident has nothing to do with what happened. [00:01:08] I don't even know why you brought it up. [00:02:16] I'm not saying all women can't become a police chief or have leadership, but a vast majority, a vast majority of women shouldn't be in the positions they're in. [00:02:32] That's the incident that you're well aware of that occurred at Forth and Elm. [00:02:40] I, like many, woke up Saturday morning to the video. [00:02:46] The incident occurred. [00:02:49] We got our first call at 3.06 a.m. [00:02:54] First officers were on the scene at 3.12 a.m. [00:03:00] Based on the body cam footage that I've watched, that response time is completely acceptable because the downtown area still had traffic congestion from all of the events. [00:03:15] All right, we get that. [00:03:16] Nobody's denying that. [00:03:18] What happened? [00:03:19] Upon arrival, the fight was over with. [00:03:23] That was not a fight. [00:03:25] That was an attack. [00:03:27] It's a fight when both sides is... [00:03:30] Both of them participate. [00:03:32] Both of them got their hands up. [00:03:33] Yeah. [00:03:34] Those people are trying to flee. [00:03:37] The fight was over with when the officers arrived. [00:03:40] Fight. [00:03:41] And the majority of the participants were gone. [00:03:46] The officers did exactly what they are trained to do. [00:03:50] They gathered information from the victims that were still at the scene. [00:03:54] Yeah, because they were knocked out. [00:03:57] They were brutalized. [00:03:58] Yeah. [00:03:59] Automatically, if these people that got brutalized who are black, automatically, this would be a hate crime. [00:10:00] However, for us to have 100 or so people down there involved in or watching this event recording with their cell phones and for us to get only one phone call of this incident is unacceptable in this city. [00:10:32] Another point I want to make about this: you have heard me for over a year now talk about holding our juveniles in this city accountable for their behavior. [00:10:42] Yeah, it's so dangerous in Cincinnati to have those curfews. [00:10:45] You know, those teen takeovers? [00:10:46] So they said curfews. [00:10:48] That's how screwed up Cincinnati is because of one demographic. [00:10:52] Yeah. [00:10:54] And trying to hold their parents accountable for knowing how their kids are behaving. [00:11:01] What should we expect from our youth if this is the kind of adult behavior that is setting an example for them? [00:11:10] That is unacceptable by the adults in our community. [00:11:15] How about, you know what's worse when you don't hold them accountable? [00:11:18] Like how you're approaching this entire press conference. [00:11:21] They're not releasing their names. [00:12:41] At times, social media and mainstream media and their commentaries are a misrepresentation of the circumstances surrounding any given event. [00:12:57] What that does, that causes us some difficulties in thoroughly investigating the activity and enforcing the law. [00:13:07] Because what happens, that social media post and your coverage of it distorts the content of what actually happened. [00:13:18] And it makes our job more difficult. [00:13:20] Really? [00:13:22] My absolute gratitude for the investigators who came in on Saturday as soon as this video was posted and rolled their sleeves up and got to work. [00:18:19] I will encourage my family members to go downtown and patronize. [00:18:23] What I won't do is tell them to overconsume alcohol. [00:18:54] There are certain things that we intentionally do not want to say publicly until they can get a good foothold on the investigation.
