[00:00:23]  He pointed out that the true wealth of a nation is the people, the human capital, not industry, companies, resources.
[00:00:30]  I served as president for 25 years in Chapman University.
[00:00:33]  Our best and brightest individuals you want to keep, not only in the state, but in Orange County, the state of California.
[00:00:39]  Invest heavily in the UC system, the Cal State system.
[00:00:43]  The state subsidizes them because those workers have great human capital.
[00:00:47]  They will generate jobs, economic prosperity, higher income for people.
[00:00:51]  They'll support more business creation.
