[00:05:19] And in order to find them, since they weren't easily identifiable, they said people could log on to the app, which was really beautiful and cost hundreds of millions of dollars, allegedly, to design. [00:05:29] The only problem is nobody has internet. [00:05:31] They said, well, you can also apply for disaster relief by going to where? [00:05:35] To their website, but nobody has internet. [00:25:39] Hurricane Helene has reached 190, making it the worst killer since Hurricane Katrina nearly 20 years ago. [00:25:47] Floods devastated Asheville and other towns in North Carolina, where the elevation usually keeps people safe. [00:25:55] Georgia and Florida also suffered terrible damage. [00:25:59] FEMA, the federal emergency management agency, will get Asheville back on its feet, along with all the other places that were wrecked, right? [00:26:08] Well, according to FEMA's guidelines, white people are last in line for relief. [00:26:14] Take a look at this 144-page handbook, Achieving Equitable Recovery. [00:26:20] The very first page says, instilling equity as a foundation of emergency management is goal one of the 2022-2026 FEMA strategic plan. [00:26:33] Equity means underserved groups come first because they have been systematically denied a full opportunity to participate in aspects of economic, social, and civic life. [00:26:45] They are black, Latino, and indigenous and Native American persons, Asian Americans and Pacific Islanders, and other persons of color, members of religious minorities, lesbian, gay, bisexual, transgender, and queer persons, persons with disability, persons who live in rural areas. [00:27:03] The only persons not included are Christian white heterosexuals who systematically deny opportunity to everyone else. [00:27:12] FEMA explains that the higher the number of isms you face, i.e. racism, sexism, ageism, the higher your risks before, during, and after a disaster. [00:27:23] This shows how different isms pile up to an alarming degree. [00:27:27] One-legged Muslim African lesbians are first in line for disaster relief. [00:27:33] I'm only half joking. [00:27:34] FEMA explains that equity means you have to generate a data-informed picture of recovery needs before disaster strikes. [00:27:43] That's because inequities that existed prior to a disaster are often exacerbated by the disaster, e.g., disparities caused by racism or poverty. [00:27:54] FEMA urges you to go to the Agency for Toxic Substances and Disease Registry, which has already done some of the work for you. [00:28:02] It calculates a social vulnerability index for every American county based on socioeconomic status, household characteristics, housing type and transport access, and of course, race. [00:28:15] This is Bunkham County, North Carolina, where flood-stricken Asheville is located. [00:28:21] Here's the vulnerability of all counties. [00:28:23] Dark is bad, light is good. [00:28:26] It is critical for local officials and leaders to advance equity and recovery by leveraging available data to inform the recovery process, says FEMA. [00:28:37] The top two goals of equitable recovery are to address long-standing recovery issues and to correct any prior underinvestment and pre-existing inequities.
