Welcome back to the War Room, second hour of our morning show. | ||
We are trying to put in perspective right now the Chinese Communist Party and President Trump, kind of the unrestricted warfare. | ||
We keep saying that the Chinese Communist Party has been in a people's war with us since May of 2019 when they declared it. | ||
We think the American people are starting to wake up to that. | ||
We know President Trump's awakened to it. | ||
That's where this fierce, fierce, fierce fight on many different fronts. | ||
Spencer Morrison is the author of Reshoring, one of the smartest guys I've ever met about trade and tariffs. | ||
There's been a firestorm over this week, but I want to go back to the centrality of this whole embargo and the whole trade deal. | ||
You know, Scott Besson kind of dropped a bomb. | ||
I felt it was coming. | ||
He said, hey, the Chinese let us know there's no real new meeting scheduled, and they're kind of slowing things down. | ||
I directly equate that to what happened in Moscow. | ||
But Spencer, from your perspective, because you know the details here, get us up to speed on where we are, because this is the deal that everything revolves around. | ||
Where we are right now, and where do you think this thing's going? | ||
Steve, thanks for having me on the program. | ||
I love coming on War Room. | ||
You guys got the best people, and we give you the best information. | ||
So right now, the tariffs negotiations, they're paused. | ||
They're paused for 90 days. | ||
The effective tariff rate right now is about 51%. | ||
That includes your 20% fentanyl rate, the 10% base rate on top of that. | ||
And then, of course, there's tariffs on aluminum, on steel, on automobile parts. | ||
There's de minimis tariffs, which are higher as well. | ||
So your effective tariff rate right now is about 50%. | ||
So it's lower than it was when the negotiations started, but it's just about where it needs to be. | ||
I'd like to see it get up to just over 60%, but we're almost where we need to be. | ||
The reality is here, from my perspective, China joined the World Trade Organization in 2001. | ||
And in doing so, they made a ton of commitments that they would play fair, that they wouldn't steal intellectual property, that they would allow access to American companies and to Chinese markets. | ||
And they didn't do any of that. | ||
They've scrapped and nixed and weaseled out of every agreement that they've ever signed in relation to trade. | ||
Because the point of trade for China has nothing to do with fair business. | ||
They don't care about American industry. | ||
They don't care about the American people. | ||
They only care about enriching the Communist Party. | ||
And part and parcel of that is their trade policy. | ||
You have to understand that China's entire economic system is geared towards ripping off America. | ||
What they've done is there's two prongs to it. | ||
The first prong is the unfair trade practices, which are netting them approximately $400 billion a year or more. | ||
In the trade deficit. | ||
And then the second part of that is the intellectual property theft. | ||
China is responsible for about 80% of all global intellectual property theft. | ||
It costs America anywhere between $225 and $600 billion every single year. | ||
Every single year. | ||
So China is stealing almost a trillion dollars worth of product every year. | ||
This is all about enriching the Communist Party of China. | ||
And President Trump is the first president to fight back against this in over 50 years. | ||
Hang on. | ||
I want people to understand. | ||
I just want to give some math because Miles used to talk about this all the time. | ||
The trade deficit since the Chinese Communist Party has come into the World Trade Organization and most favored nation status. | ||
And remember, folks, always remember. | ||
That after Tiananmen, which we're going to commemorate starting Tuesday evening at 6 p.m. on the war room, follow-up Wednesday morning, we do it Tuesday evening because it'll be dawn in Tiananmen Square, is that it was Scowcroft and Bush 41 that bailed out the Chinese Communist Party. | ||
They were on the ropes. | ||
How were they on the ropes? | ||
The Chinese people, particularly students throughout the country. | ||
This is one of the reasons. | ||
Miles was just a young man at the time. | ||
It's one of the reasons he participated and got rolled up in the arrest after, what, 10, 20, 30,000 killings. | ||
Miles actually told me he thought it was closer to 50,000 or more throughout the country. | ||
It just wasn't Tiananmen. | ||
But he would always talk about it. | ||
It's not just they've lied about everything. | ||
The trade deficit is 20. We have $36 trillion in debt. | ||
We have $25 trillion. | ||
In a trade deficit, $18 trillion directly associated with China and the Chinese Communist Party. | ||
But we have an intellectual property deficit, I think of $25 trillion, which is the accumulation of the $300 billion to $600 billion a year. | ||
And that's just not simply from industrial espionage. | ||
That is because Wall Street and the corporations have basically been kowtowed that if you want to have anything to do with mainland China, you have to put it into a joint venture. | ||
Your joint venture partner – And one of the things you have to do is like almost a license deal to the joint venture where all your intellectual property goes in and they just steal it right there and reverse engineer it. | ||
This system is sick. | ||
That's exactly what they do. | ||
Explain this to the American people. | ||
This is what President Trump is sitting there going, we're going to break this. | ||
We can't go on like this because the system is unsustainable financially, sir. | ||
Well, Steve, it's worse than that. | ||
So those numbers on the intellectual property theft, they come from the report from the U.S. Trade Commission. | ||
There's been a number of reports that have been done. | ||
The problem is that those joint ventures, I mean, that's all essentially done legally. | ||
So that's not even included in the IP theft that we're talking about. | ||
So the actual scope of the technological transfer to China is even higher than that. | ||
You have to understand, I mean, China was largely an agrarian. | ||
I mean, look at what they've done. | ||
I mean, they're producing about 40 times the concrete, 23 times the steel every year that we are. | ||
They've got supercomputing on par with us. | ||
They're producing most of the world's silicon computer chips. | ||
I mean, China is an industrial power that produces three times the raw output that the USA does. | ||
China is a technological power. | ||
I mean, they're stealing a lot of technology and they're building upon that, right? | ||
So what China has done is they've leapfrogged about two centuries in the last 40 years. | ||
And this was done through stealing technology and, like you said, Steve, forcing American companies with the promise of accessing these Chinese markets to go into joint ventures with Chinese companies. | ||
And my great-grandfather actually did this. | ||
He was an aircraft engineer, and he was one of the people who went into China and was teaching the Chinese how to build aircrafts. | ||
And, of course, what happened is China... | ||
After they learned how to build the products, they didn't allow American companies to access the Chinese markets. | ||
Instead, they stonewalled them out, and they came out with copycat products, and now they're competing with Americans and European companies all throughout the world. | ||
I mean, you look at Huawei. | ||
Huawei is one of the biggest tech companies in the world in terms of making hardware. | ||
They make smartphones, they make tablets, they make computers, all sorts of stuff. | ||
100% of that is based on stolen technology. | ||
I mean, they ripped off Apple, they ripped off their other Asian competitors, everybody. | ||
It's all stolen tech. | ||
We've only got about four or five minutes. | ||
I want to make sure where we stand right now in President Trump's strategy, although hindered by the courts, what do you see as the path forward? | ||
And what would be your recommendations if you were sitting in the Oval? | ||
Well, I would certainly encourage a president to stand strong on tariffs. | ||
He's doing all the right things. | ||
One of the big problems here is that Congress and the courts are undermining him to every turn. | ||
We saw a couple of weeks ago, Senator Rand Paul put this to a vote. | ||
He said the power to tax and do tariffs lies with Congress. | ||
Luckily, he was defeated. | ||
And now over the last couple of days, Wall Street is engaged with significant lawfare to shut the tariffs down. | ||
So we'll see what happens there. | ||
In my view, President Trump is well within his legal authority. | ||
He's been delegated the authority by Congress to impose tariffs in response to national emergencies or in response to unfair trading practices. | ||
I think he's well within the bounds of the law. | ||
But ultimately, what we have to do is Congress has to pass a bill. | ||
Congress has to pass a comprehensive trade bill that raises the tariffs. | ||
And it makes them high so that American investors and even foreign investors can invest and build capital in America with the knowledge that their investment is going to be protected. | ||
And then on top of that, there's a whole bunch of other things that need to be done. | ||
We have to focus on vocational training for workers. | ||
We need to focus on lowering the cost of energy. | ||
Allowing us to build coal plants, to invest in new oil pipelines, the cost of raw materials and rare earth minerals needs to come down, which, you know, in addition to drill baby drill, we've got to mine baby mine. | ||
If we can do that, then we can start to compete on China on a cost basis. | ||
But when you say this, it gets back to the Thucydides trap, and when I asked Graham Allison, which is, do you have the elites making more money? | ||
than ever with America in decline in their theory and China on the rise how do you How does President Trump pull this off when his biggest opponent here is not even the Chinese, his biggest opponent is the lords of easy money on Wall Street that paid for and shipped all the jobs over and the global corporations which don't mind paying Lao Beijing a buck a month. | ||
It works for them. | ||
So how does Trump do it? | ||
We got two minutes here. | ||
How does Trump do it given that His biggest problems are here domestically, sir. | ||
Yeah, the big problems are domestic. | ||
I'll just push back. | ||
It's not a Thucydides trap. | ||
A Thucydides trap, in my opinion, is when two powers, you know, you have a rising power and you have another, the older power, and they're locked into combat conflict that's inevitable because they have overlapping resource requirements. | ||
That's not the case here. | ||
America could be entirely self-sufficient. | ||
We can make everything that's needed to be made in America. | ||
All of the natural resources can be procured and mined in America. | ||
There's really no reason to actually be dealing with China other than, like you said, the fact that people are making easy money on Wall Street by arbitrage between the price of labor in China and America and then, of course, the balance of payments. | ||
The trade deficit, all that money, it comes back and it's plugged into buying stocks and real estate and bonds, right? | ||
The trade deficit creates an equal demand for American currency on the other side. | ||
So we have a trade deficit of $1.2 trillion. | ||
All that money comes back to Wall Street. | ||
And these are the guys who are funding the lawfare. | ||
So what President Trump really needs to do is he needs to focus on bringing this back to the people. | ||
And the people, we have to get involved at the local level. | ||
And push for America First candidates to actually start getting these things through Congress because the ultimate question is not whether President Trump can solve this as one man because he can't. | ||
He can't. | ||
This needs to be a movement from the bottom-up grassroots. | ||
Do you buy my thesis that ever since Xi and Putin were playing footsies like teenagers? | ||
In Moscow on the 7th and 8th, that you've seen Moscow much more reticent to bring to a conclusion or even a ceasefire, the war in Ukraine, and been very standoffish on the Russian rapprochement overall, and that the Chinese Communist Party has basically told Besson, eh, I don't know. | ||
You know, for somebody that had all their factories locked four weeks ago to now saying, hey, when we get back to you, we'll get back to you. | ||
Is that because Russia and China are more welded at the hip than ever, sir? | ||
Oh, I think Russia and China are certainly in bed together. | ||
I mean, the trade volumes between the two nations have been growing significantly year after year after year. | ||
And a big part of that is because America's trade policies have been incompetent, right? | ||
I mean, we've been driving China and Russia together. | ||
We've been wedging them together. | ||
There's really no reason to be doing that. | ||
I think what President Trump needs to do and what Congress needs to do is focus on America. | ||
But the problem is we've been giving up a lot of leverage, right? | ||
Because China knows that they have leverage over America when it comes to certain products and goods, right? | ||
If we're importing our computers from them and if we rely on Chinese steel, that's a really big problem. | ||
