If it works, I would expect this to mark a new era in U.S. foreign policy, one in which a broader set of economic tools are on the table.

I just want to go back to the first term because I think we all familiarized ourselves with Section 232, National Security, 301, Unfair Trade Practices.
This was new over the weekend.
They used the International Emergency Economic Powers Act.
Kellyanne, what do people need to know about the use of that tool and whether it's Yeah, thank you so much for having me back on this morning.

It's certainly an interesting Monday for any company who's operating in the United States, Canada, Mexico, and China where I have supply chains in any one of those economies.
So, AIPA, right, this is the first time that a president has invoked tariffs on the basis of a national emergency.
And AIPA is a national security authority.
It is different than 232 or Section 301, which supported the steel and aluminum tariffs and the China tariffs.
Those had an investigation that made findings about the threat of imports or discrimination or unfair trade practices.
This is about a pure emergency and national security issue.
Which the president has identified as fentanyl and illegal immigration.
So, Kelly, when the national security threat is resolved, what happens next?
Do the tariffs get lifted?
Well, presumably.
And if you look at the three executive orders that the president issued on Saturday, the legal basis for expanding the national emergency is the illicit flow of fentanyl and migration.
So when those issues are addressed, presumably the legal basis for sustaining the tariffs would no longer be there.
So my expectation is that these are tariffs that are targeted towards this national security issue, and that as soon as Canada, Mexico, and China, and the United States are able to agree on a resolution, All right, Kevin, this is really interesting.
Just the idea that maybe there's something that could be negotiated.
Let me just make sure that I'm understanding this correctly from you.
There's something that could be negotiated in the next 24 hours, in the next several days.
Would mean the tariffs would either not be put on or would come back if it were to satisfy President Trump's concerns about what's happening at the border and the protections there that are taking this.
We're calling it a trade war because Canada has already said that they're going to retaliate across the board with...
You know, tariffs on alcohol, coffee, clothing and shoes, furniture, household appliances, whiskeys, fruit from Florida, all of these issues.
You're saying that this is really more of a negotiation to try and say, no, we want more focus on the border, and if you give that to us, these go away?
President Trump has said this is about the fentanyl crisis, right?
So I don't know how somebody reads the executive order, if you're Canada, and then comes back and says, oh, we're going to start a trade war.
We're saying we're really, really serious about going after fentanyl, and President Trump means it.
And so there's all this fentanyl shipping across the borders.
There, in the past, have been caravans of people parading across our border, carrying drugs and other things.
And the response of our neighbors has not been, hey, we're going to help you stop this problem.
It's go ahead and build a wall.
So imagine, Becky, if I had all this stuff going on in my house next to yours and all this stuff was leaking into your property, and then you say, Kevin, you've got to stop all that crime in your place.
And I'm like, hey, you know what?
Becky, build a wall.
That's disrespectful.
And this is the attitude the president has towards what's going on right now.
He wants them to be respectful of the United States and help solve the problem rather than feed it.

What is the chances that this gets resolved today and there's an 11-hour agreement before midnight?
Well, there's always a chance, right?
I mean, this is a negotiation.
The United States is requesting something from all three countries.
And we have a call set up with Prime Minister Trudeau, President Steinbaum today, with the president directly, which I do think is a good sign.
These conversations have progressed to the top.
And what was striking to me on Saturday, following the president's announcement and the issuance of these executive orders, was President Trudeau's press conference in which he said he had not had conversations with the president all week about this specific issue.
So I do think that a call is trending in the right direction.
But whether or not what Canada and Mexico offer the United States is enough will be a decision by the president and the president alone.
I haven't seen these figures myself say that something like only 40 pounds of fentanyl was found.
At the Canadian border versus a much huger position down in the south part of this border.
This is a way to get people to the table to say, we are going to attack this and work with you, and that would call off all of these tariffs that are going to be put in place?
And, you know, the amount of organized crime in the fentanyl space in Canada is also very disturbing.
And so it's not just a measure of, like, 40 pounds here and there.
The fact is the president has set a very clear guideline for people to work with him collaboratively.
These are some of our best trading partners and our best friends to solve this incredible problem that has been spinning out of control, you know, and that they've not really been addressing.
And again, in Edmonton last summer, I walked out of my hotel and they had an ambulance there helping somebody who had OD'd sadly on fentanyl.
And then as I'm walking to my restaurant, two people get in a fight with the cops over drugs.
Right there, just in downtown Edmonton.
And this is just my one day when I'm staying there.
And the fact is that Canada is like San Francisco.
And it's spreading to the U.S. And it needs to stop.
And that's what the Canadian people want.
And it's what the American people want, too.
So you think this goes on for only a couple of weeks?
Tell me why.

Because it's going to be very painful for all sides, right?
These tariffs have potential to knock off about 3% to 5% of U.S. earnings, right?
You're only looking about 9.5% to 10% earnings worth this year.
So at the worst-case scenario, you're cutting those in half.
Meaning you think the companies are going to pay for this?
It's not going to get passed on to consumers?
No.
So it's going to hit both sides, right?
So it raises import costs, and then also it's going to hit consumers as well.
Consumers necessarily are going to start to try to think about how they can get around these things.
But when you're thinking about auto exports and, you know, company cars that people drive, that's an issue.
You know, we're working on getting the final numbers for the president's budget as we speak.
But I can tell you that the growth that we saw in President Trump's first term pre-COVID is looking like it's going to be a low number compared to what we get when we run all of president policies through the president's budget.
And again, I would ask people to do this.
And I've been very public about this on your show last fall, that if you want to analyze the policy effect of the Trump administration, you need to look at all of them.
And not just take like a couple of papers that say that tariffs are bad and say that's the whole thing that's going to happen.
But if we model the whole thing, that we're definitely getting growth that, as President said, looks like a golden age to us.

I think it's very important now for the war room posse, because we do have a lot of work to do.

And I want to get to that in a second since obviously we're very – we're pro the American system from Alexander Hamilton, which is protectionist and tariffs are part of it.
President Trump's philosophy is that this is a premium market and you got to get through the golden door.
where you got to pay a premium price.
Now he used, in this effort, he used what's called the emergency authorization.
It was put in back in the time of Nixon.
After Nixon, remember we talked about Nixon, the gold standard.
Nixon started throwing tariffs around, and they wanted a little bit to control him.
So they had a set of criteria you had to have to call an emergency.
This is not the 301s and the 302s we used in the first term as they laid it there to get to basically, remember, Alcoa and particularly U.S. Steel, to get the steel and aluminum tariffs.
This is much more of a national emergency measure.
Now, so President Trump is doing that.
I use this term geoeconomic and geostrategic.
Take your number two pencil out and write those down.
Geoeconomic and geostrategic.
And they're inextricably linked.
This is combining geopolitics with obviously national security and military strategy, national strategy with economic strategy.
Right now we have Pete Hegseth is going to the border to make sure the U.S. Army and the Marine Corps are all deployed along the border so we can shut down and seal the border.
Tom Homan's reporting that I think 93% drop in folks coming across the border.
We're almost sealed.
That part of it is Mexico, you know, understanding what's going on here.
That President Trump is playing hardball, the hardest ball you can play.
Which is really to put up a moat or to put a toll to get into this lucrative market in the United States because, to be brutally frank, Canada and Mexico cannot exist.
They will go into a depression immediately if they can't get access to the U.S. market.
Marco Rubio's in Panama.
Marco Rubio goes to Panama, has, I don't know, a 30-minute meeting in the Panamanian.
President says, okay, we're at a One Belt, One Road.
Remember One Belt, One Road?
This is the Chinese networking system of using predatory capitalism, like the British East India Company, to basically encircle the Eurasian landmass, also to encircle the United States in the Western Hemisphere.
President Trump's strategy, his initial strategy, is a hemispheric defense.

You throw Canada in there and it makes total logic for the Canadians to partner up with us and their alignment with the British Dominions and to partner with us because of the Arctic, the new great game of the 21st century.

Not a whole lot of difference between the western part of Canada and I don't know, places like Montana, Wyoming, Idaho, North Dakota, Colorado, Utah, the American West.

At the same time, he's taking down the administrative in the deep state.

Elon Musk, on the other hand, is out, I don't know, monitoring, or it's very uncertain how close he is to having his hands on the checkbook at Treasury, but somehow they have some sort of involvement, at least some monitoring, and somebody in the government, I don't know who it is, but somebody at a pretty high level, I think is monitoring either okaying the checks.
I don't know if the Secretary of Treasury or somebody at the White House.
But they've gone to both the OMB memo the other day to find out where the cash is and to halt payments.
That didn't last too long.
Just to find out in the system where the money is, where the cash is, where it's going.
Then you go back to the railhead.
Treasury actually cuts the checks.
Elon Musk also overnight has taken out or said to take out with Trump's permission.
They may have to get a statutory change here.
With President Trump's permission, USAID, which you know on this show we've had Mike Benz on for years.
That's a cutout for the Central Intelligence Agency, and not just international bad actions, right?
Spread money all over with hell's half acre to who knows what, but also use here domestically.
Flood the zone.
You go down any vertical, national security, immigration, ending the wars in the Middle East, BB's en route.

This is from a guy named Donald J. Trump.
The tariff, as a setting this up, Paul Gijo in the Wall Street Journal, which you know, if you mention War Room or Steve Bannon, they will spit right on the floor.
Worse than the Financial Times, if you can believe that.
They wrote a brutal takedown of President Trump about the tariff plan.
Brutal takedown.
It kind of got nasty and a little personal.
Which, as you know, sits real well with Trump, right?
The tariff lobby headed by the globalists and always wrong, and I'm quoting here, from President Trump.
The tariff lobby, headed by the globalist and always wrong Wall Street Journal, is working hard to justify countries like Canada, Mexico, China, and too many others to name, continue the decades-long rip-off of America, all cap.
Both with regard to trade, crime, and poisonous drugs that are allowed to so freely flow into America.
Those days are over.
The USA has major deficits with Canada, Mexico, and China, and almost all countries, owes $36 trillion, and we're not going to be the stupid country any longer.

The $36 trillion is our national debt.
It's not what he's saying other countries owe us.
There's been a misreading of that.
But President Trump there is saying $36 trillion, $37 trillion.

This will be the golden age of America, where there will be some pain, yes, and maybe, and maybe not.
But we will make America great again, and it will all be worth the price that must be paid.
We are a country that is now being run with common sense, and the results will be spectacular.

We pay hundreds of billions of dollars to subsidize Canada.
Should we make our own cars and have more lumber that we never use?
Without these massive subsidies, Canada ceases to exist as a viable country.
Let me repeat this from President Trump.
Without these massive subsidies, The mechanism to do this, the national emergency called, was about drugs, was about fentanyl, which is chemical warfare, and it is a national emergency, and this has to be done.
The Chinese Communist Party are using this as the reverse opium war, where we lose, I don't know, 100,000 people a year.
And the cost of the zombies that are left because of this heinous drug, the costs are going to be in the trillions of dollars of taking care of people.
And it's gutting our community.
So it is a national emergency.
But there's something also deeper here.
This is President Trump's idea, his concept of economic nationalism.
The external revenue service to take the burden off American corporations and the American people.
It's just not all internal revenue that you can have substantial external revenue.
And if people are not going to work with us, there's going to be a penalty to pay.
And in addition to everybody, this is a premium market.
It's like buying a skybox at a sporting event or going the first road at concert.
There's a premium.
And you, the common man and woman, labor in the vineyard like Burke's little platoons to provide the substrate of civic society, of which you have the stability of the United States.
This is a major reorientation of our country, of the model of national security, all of it.
And things will flow from this.
This is how you cut the defense budget.
This is how you make other things happen.
This is how you get wages up.
This is how you take down the administrative state and shatter the deep state.
With the brilliance of it, it's happening simultaneously.
This is why it's been years in the making.
This didn't happen after November 5th.

As part of pausing terrorists, Mexico will deploy 10,000 National Guard troops to help secure the border, work with the U.S. on security and business.
