We're going to go back to Rubio talking about Ukraine.
Let's hit it.

Unless both sides have leverage.
Putin's goal now is to have maximum leverage so that he can basically impose neutrality on Ukraine, retrofit and come back and do this again in four or five years.
And that's not an outcome I think any of us would favor.
By the same token, I think it's important that the Ukrainians have leverage, but they also will have to make concessions to reach this agreement.
It's going to be very difficult.
This will not be easy.
Conflicts of this nature that have historical underpinnings to it are going to require a lot of hard diplomacy and tough work, but that's something that needs to happen.
This conflict needs to end.

I appreciate your last comment about the importance of leverage, and it's important for the United States to do what we can to help provide that leverage to Ukraine so that they can be in the best negotiating position possible with Russia.

Well, Senator Rubio, congratulations on your nomination to this very, very difficult job.
I want to thank you for your previous service in the U.S. Senate and your willingness to take on this job should you be confirmed.
And I also want to thank your family as well for their support for you to be able to be a U.S. Senator and to apply for this job as Secretary of State.
And I want also to express my gratitude to all the members of the State Department.
We have a lot of people who choose to serve our country overseas, spend time away from their friends and family, and I can't think of a more noble calling.
You're taking over a department that's very, very important to us.
On Sunday, Jake Sullivan, President Biden's National Security Advisor, said, quote, the American people are safer and the country is better off than we were four years ago.
Let me repeat, the American people are safer and the country is better off than four years ago.
I don't know who believes that.
I don't believe that.
I think the election results demonstrate the vast majority of Americans don't believe that.
We don't believe it at home.
Inflation has hurt average Americans' pocketbooks.
Open border policies have put Americans at risk.
And I don't believe we see it overseas.
In fact, Senator Rubio, should you be confirmed, you're being handed a job at a time when this country is in the most danger we've been in since World War II. It's a very dangerous time in the world, and your opening remarks demonstrate that you know that.
We're not better off, and we're not safer.
President Biden started this with a disaster withdrawal from Afghanistan.
That projected weakness and an incomprehension of what it means to have a policy of deterrence.
Vladimir Putin invaded Ukraine and started the largest war in Europe since World War II after that withdrawal.
I believe it's because he saw weakness in this Biden administration.
It's been the president's fear of helping Ukraine that has...
Contributed to putting them in the untenable position they are today by slow-rolling the weapons that Ukraine needs to be able to defend themselves.
His incomprehensible and incoherent policy has caused them to handcuff American liquid natural gas exports while delaying tough sanctions on the Russian oil and gas industry, which, as you know, is the lifeblood of the Russian war machine.
The Middle East is equally disastrous.
Instead of enforcing sanctions on Iran, Biden naively tried to resurrect the Iran nuclear deal, enabling the regime to generate $100 billion in oil revenue.
And I want to point out that during the Trump administration, because of sanctions, Iran's foreign reserves fell from $122 billion to less than $14 billion.
That hampered their ability to be able to fund terrorist groups like Hamas and Hezbollah and the Houthis.
What the Biden administration has done is allowed the Iranian regime to enrich enough weapons-grade uranium to be a week or two away from having a nuclear weapon.
And since October 7th, President Biden has not supported Israel in the way he's needed.
And because of the previous mentioned money that he's allowed the Iranians to have that has funded the terrorist groups like Hamas and Hezbollah, our allies like Israel have been attacked.
And we've been attacked directly.
Thankfully, Israel's had the courage to stand up to these terrorists and take matters into its own hand.
And it's led to the decimation of Hamas and Hezbollah.
Okay, here we go.

...private communications that have been intercepted and stored through incidental collection have been searched without those safeguards being met, including instances where people just wanted to check on, to cite one example, whether his father was cheating on his mother, or in other whether his father was cheating on his mother, or in other instances, doing background checks on someone looking to lease an apartment that he owned and was looking to rent This is unacceptable, and we've got to fix it.
Speaking of unacceptable, we have seen over the last few years the weaponization of government, specifically within the Department of Justice.
Against law-abiding Americans.
Law-abiding Americans whose offense was something along the lines of, you know, them exercising their constitutional rights, ranging from Catholics attempting to practice their faith to parents showing up to school board meetings to people showing up to engage in peaceful protesting outside of abortion clinics.
As Attorney General, how will you prevent the weaponization of the Department of Justice against Americans?

Going after parents at a school board meeting has got to stop.
For practicing your religion, sending informants in to Catholic churches must stop.

I have a simple three-factor test when considering the executive branch nominees before us.
Do you have the qualifications and experience to do the job, policy views to do the job in the best interest of the American people, and the character and integrity to conduct your job, and yours in particular, with the independence that the role requires?
You demonstrably have the relevant experience.
I understand we will not see eye to eye on some or even many policies, but we had a constructive conversation last week about our shared interest in fighting the opioid epidemic, countering human trafficking, criminal justice reform, and supporting law enforcement.
But I need to know that you share a core value, ensuring the Department of Justice remains free from partisan or political influence, in particular by the White House.
So I look forward to our discussion about that today.
As Attorney General, if confirmed, Who would be your client?
My oath would be to support and defend the Constitution of the United States of America.
The people of America would be my client.
And it is also my job to advise the president.
My client are the people of America.
A simple question of constitutional interpretation.
Is President-elect Trump eligible to run for another term as president in 2028?

Not unless they change the Constitution.

One of the concerns I've raised with you is safeguarding the Department of Justice's independence in the face of some promises on the campaign trail by then-candidate Trump that he would use the department to target his political adversaries or that he might interfere with prosecution.
What would you do if your career DOJ prosecutors came to you with a case to prosecute, grounded in the facts and law, but the White House directs you to drop the case?
Senator, if I thought that would happen, I would not be sitting here today.
That will not happen.
Will not happen.
Every case will be prosecuted based on the facts and the law that is applied.

Okay, let's go back to Marco Rubio.

Against Uyghur Muslims is an example.
One of the most horrifying things happening on the planet.
And for years no one talked about it.
Which, by the way, not just has a human rights component to it.
It allows them to use slave labor to produce goods at the expense of the rest of the world.
Talk about not just a horrific humanitarian crisis, but an unfair trade practice as well.
We've allowed them to get away with things.
And frankly, the Chinese did what...
Any country in the world would do given these opportunities.
They took advantage of it.
And so I think now we're dealing with the ramifications of it.
I agree 100% what you said, but I remind you, and I remind everyone, I guess I want to make this point, that much of what we need to do to confront China is here at home.
It's not just abroad.
It's also here at home.
We have to rebuild our domestic industrial capacity, and we have to make sure that the United States is not reliant on any single other nation for any of our critical supply chains.

How are you going to explain that to your average American, that we need this all-size society approach, and to your point exactly, that it needs to begin here at home, so that people from my state, Nebraska, will understand and get on board?

If we stay on the road we're on right now, in less than 10 years, virtually everything that matters to us in life will depend on whether China will allow us to have it or not.
Everything from the blood pressure medicine we take...
To what movies we get to watch and everything in between.
We will depend on China for it.
They have come to dominate the critical mineral industry supplies throughout the world.
Everywhere in the world they've now established critical mineral rights.
Even those who want to see more electric cars, no matter where you make them, those batteries are almost entirely dependent on the ability of the Chinese and the willingness of the Chinese Communist Party to produce it and export it to you.
So if we don't change course, we are going to live in a world where much of what matters to us on a daily basis, from our security to our health, will be dependent on whether the Chinese allow us to have it or not.
That's an unacceptable outcome.

Next is Senator Merklin.
Thank you, Mr. Chair, and thank you, Senator Rubio.
And I've enjoyed working with you on the Congressional Executive Commission on China, which engages in many issues related to their treatment of folks from the Tibetans to the Uyghurs to their position regarding Hong Kong and Taiwan.
But let's talk about Taiwan.
I had the chance to go to Taiwan in 2020. Well, the year 2000. It was the second presidential election there, and it was the first one where people were becoming convinced that they actually might be able to hold a democracy.
I believe they've earned the right to have a voice in international affairs, and I also believe that they are at great risk right now with mainland China Xi's plan to be aggressive militarily towards them, as my colleague Senator Ricketts just noted.
Will you support your role as Secretary of State?
Taiwan's right to have a voice in international affairs, participate in international forums.
And will you support the porcupine strategy, providing that we will supply them with defense articles and defense services in such quantity as may be necessary to enable Taiwan to maintain a sufficient self-defense capability?
By the way, that phrase is from the 1979 Taiwan Relations Act.
It's in our current law.

Yeah, let me just point out that on the Taiwan Relations Act, and I believe in the year 2016, I was the lead Republican sponsor in reauthorizing and reinvigorating it.
I think that the multiple or consecutive presidential administrations of both parties are made clear that the policy of the United States towards Taiwan is encapsulated not just in the Taiwan Relations Act, but in the six assurances.
That multiple administrations, including the Trump administration and now the Biden administration, have made clear our policies.
With regards to your second point about international forums, ASEAN is a great example of one in which that's being tested.
Last year at their conference, the Chinese were able to prevent participation by the Any mention of Taiwan in the memorandum.
And then this year they're working very hard to make sure that no one associated with Taiwan is anywhere near it.
So this is just one more example of how they're being excluded.
I would also point to the Western Hemisphere.
I know that sounds like half a world away, but you understand this issue.
The majority of nations on Earth that continue to recognize and have relations with Taiwan, the vast bulk of them, or the plurality, are within the Western Hemisphere.
They've undertaken a very aggressive action.
In just the last seven, eight years, to get these countries to flip.
They got Panama to flip, and they got Panama to convince the Dominican Republic to flip.
They've targeted multiple other nations, and Nicaragua most recently, to flip.
So I think that's an important thing for us to keep in mind and make a priority.
And I also think it's important to recognize allies in the region, like Paraguay, that have not flipped, and others who have stayed strong in that regard.
Because I know it may sound weird to people or if anyone's watching this.
I know what the ratings are, but hopefully not high.
But let me just say that when the porcupine strategy, what it really means is you want to make the cost of invading Taiwan higher than the benefit.
We want to discourage that by the Chinese believing that, yes, could they ultimately win an invasion of Taiwan, but the price would be too high to pay.
It's basically deterrence.
And I think that's critical, not just to defending Taiwan.
To preventing a cataclysmic military intervention in the Indo-Pacific.
And that's what it would be.
And I would make one more point, and again, I don't mean to want to be alarmist about it, but if you listen to Xi Jinping, and it's important when you listen to him, and I say, listen, read, don't read the English translation that they put out, because the English translation is never right.
You have to read the real translation on what they actually said in their native tongue.
What they're basically...
Saying is that this is a foundational and definitional issue for Xi Jinping personally.
And as a result, I think we need to wrap our head around the fact that unless something dramatic changes, like an equilibrium where they conclude that the costs of intervening in Taiwan are too high, we're going to have to deal with this before the end of this decade.

You know, when I went to Taiwan in November and met with the president and other leaders, they are extremely nervous right now.
And part of the reason they're nervous is they're concerned about how things play out in Ukraine as possibly creating an incentive for China.
And I take your point about the current stalemate and the fact that there is a range of objectives that are out of reach for other side.
But I do feel like our partnership with NATO and our continued supply of war material that enable Ukrainians to keep fighting until that resolution is done is extremely important because if Ukraine collapses, it will say a lot.
To China about whether we will stay the course in assisting Taiwan.
Not to mention it will be a catastrophe for democracy and a catastrophe for the Ukrainians.
I don't know if you share that view.

Well, I think first of all our goal as President Trump has stated is he wants the dying to stop.
He wants the killing to stop.
So it's very difficult to reach an accord or an agreement that begins with a ceasefire and ends with a peace agreement unless both sides have some leverage.
Now, there is some leverage that exists beyond military capabilities as well.
We have a significant number of sanctions on the Russian Federation, and they continue to grow and expand, and other nations do as well.
And that will have to be part of this conversation in terms of bringing about a peaceful resolution.
And then there's the question of the long-term security and stability of Ukraine beyond the...
Even if the conflict were to end, there needs to be the capability of Ukraine to defend itself.
And it's a point that I made back as far as 2014, when the United States, under the Obama administration, chose not to provide weapon capabilities, and I think we lost deterrent in that period.

I'm going to keep rolling here for a few other questions.
One of the things China is doing is deeply engaged in transnational repression, which means threatening people here in the United States that they will disappear or kill or harm their family members back in China if they exercise their free rights here in our country.
And also they're seeking to repatriate Uyghurs who have escaped China.
And right now there are 48 Uyghurs that are in...
And Thailand is on the verge of repatriating them back to China.
Will you lobby for Thailand to not send these Uyghurs back?

Yes, and the good news is that Thailand is actually a very strong U.S. partner, a strong historical ally as well, and so that is an area where I think diplomacy could really achieve results because of how important that relationship and how close it is.
I think it's also one more opportunity for us to remind the world of what exactly we're talking about here.
This is not some obscure issue.
These are people who are basically being rounded up because of their ethnicity and religion, and they are being put into They're being put into what they call re-education centers.
They're being stripped of their identity.
Their children's names are being changed.
It's one of the most horrifying things that's ever happened, and they're being put into forced labor, literally slave labor.

And I will say our work together on the Forced Labor Prevention Act, the Uyghur Forced Labor, was tremendous.

Members of the audience were very upset about how people in Appalachia, in these states, the backbone of the MAGA movement, have been forgotten.

The geographic area of this disaster that happened almost four months ago is really hard to...
It's really hard to really wrap your brain around until you get down here.
And I'm telling you, Steve, it is shocking.

He runs M&T Imports.
He's a small business owner down here and who's created this.
He's basically, for the last four months, has turned his business into helping the people of his community here in Irwin.
Now, we've got Irwin, Tennessee.
We've got where we were at last night in Waynesville, North Carolina.
We've got a couple other groups.
There are groups like this, hubs like this all over down here that have been completely abandoned by Joe Biden, by FEMA, by this administration.
I just want to hand it over to Tyler and then the others.

So, like he said, four months into this, it still looks like the flood happened yesterday.
We don't have any assistance from any federal government, any entity at all, and it's just kind of left up to us to fend for ourselves and help our communities.
We're doing everything that we can from toiletries to food and trying to put people in campers and get their houses repaired and every other thing that you can think of with cars.
It's left up to us.
No administration has helped us.
No local government has helped.
They're just fending for ourselves.

I think the audience is confused too.
We can understand, or we can't understand, but it's reprehensible that the Biden regime hasn't done what they should do, the basic stuff with FEMA. That's unforgivable.
But what's confusing is that the parts of Georgia, North Carolina, and Tennessee are MAGA strongholds, and we would assume that local officials, county officials, state officials would be all over this.
Why is even at the local level, because President Trump will take care of the federal, and he's going to, I believe, move very quickly.
But what about the rest of the chain of command?
Why has there been no movement there when there's obviously these massive problems?

We're still open for distribution, for families to come in and get what they need.
There's not any other organization down here doing what we're doing.

There were places right down the road where they came in two, three weeks later and said, we're not doing any more airdrops if you want to get out, because their roads were cut off.
They couldn't access the rest of the world.
They were just isolated.
We're not going to drop any more food.
We're not going to pick you up.
If you want to get out, get out now.
This is your last chance.
You're kind of left up the creek without a paddle.
It's going to be two years before you get water.
It's going to be two years before you get a road.
I can't tell you why they're not helping.
We're not a Democratic state.
We're a Republican state.
We really don't know why they're not helping, why they're not sticking their neck out for us, and it's people like us that are sticking our necks out and trying to help as many people as we can.

Current status, it still looks like it and feels like it happened yesterday.
Nothing has really changed since it happened.
Other than just individuals coming in to help assist clear debris, other than individual churches, smaller organizations coming in to help, you know, the families clear their properties so that they can possibly get their permits for their septic permits and their septic letters that they have to have before they can even do any rebuilding.
You know, if the water came in and even touched an electrical outlet, they've got to have an inspection completed before they can move forward, and there's been individuals on the ground doing that.
It's not been large organizations.

This was a showroom for high-end vehicles.
I just want to show you.
This one company here, Tyler and his team, this was a showroom with Ferraris and Lambos and high-end vehicles that now has diapers and toiletries and clothing because the federal government...
Wouldn't do its job.
And just like here, we've got Mandy down there with Haven on the Hill and we've got Jason Ward and we've got Jason Seidel and we've got all these groups like this that have come together, American citizens, because the federal government will not do their job.

I mean, FEMA should be taking a lead here, but it seems like any government.

I mean, what's shocking is that in these Republican states, you don't have the governor all over the state.
They have state disaster coordinators, it seems.
But why do you think they've abandoned you?
I mean, there has to be some reason.
There's not enough economic growth there.
They've just forgotten about you guys.
There has to be some reason that even the local officials are not down there.

Well, FEMA came in.
And they said they didn't have any money to give us.
We can offer you $750.
That's all they offered.
So they spent all their money elsewhere, legal immigrants or whatever they spent their money on.

Because we haven't audited them yet.
So who knows where that money went?
And they sent National Guard down here to help out.
They rescued some people during the flood, but they didn't really do anything else.
They had equipment down here, but...
It just kind of sat idle.
The soldiers were sitting in the machines just idling fuel away and not doing anything, not getting any work done because they were waiting on orders from their higher-ups to tell them what to do.
When they know what to do, you can kind of look around, and it's the National Guard, the Army Corps of Engineers.
We've got bridges down.
We've got debris everywhere.
It's kind of common sense that you...
When you're trained to do things like this, you should know what to do when you come in.
You shouldn't have to wait on higher-ups to come in and say, hey, this is what you've got to do.
Start cleaning up.
They act like they don't know what they're doing.

Any reason why you guys think even the locals that should be on your side aren't doing it?

Well, I want to say something on the FEMA thing.
We had a meeting last week with FEMA here locally, and I sat down and was like, what is your process?
If somebody wants to get rental assistance, or they want to get displacement coverage, or what are the steps?
And the first thing they said was they had to submit an application, and then they had to have an inspector come out and actually inspect their property, and then within 7 to 10 days, they should have their benefits.
We have people...
Hand over fist that have done all the steps that they've asked them to do and they've never heard back from anybody.
We have a gentleman that came in here earlier that has done everything he could possibly do.
He's been to the FEMA office multiple times and he has a legitimate, a tree fell in the middle of his house, split his house in two.
He's done all the steps, he's sent all the pictures, he's done everything he's supposed to do.
The inspector came out and inspected and then he's heard nothing, nothing from them after that.
We have FEMA trailers on the Bristol Highway over here sitting at a car lot not being placed on people's properties.
We have people down in...
Bumpus Cove right now that were eligible for the longer term FEMA housing and haven't gotten it.
And so I can't really answer why they're not helping.
Every single thing that's been done on the Tennessee side I can speak for.
And that has been from churches, from organizations from all over the country that have came.
It's been from mom and pops.
It's been from neighbors helping neighbors, neighbors rolling up their sleeve and saying, okay, we're going to clear my house today.
We're going to clear your house tomorrow.
That is what's made the biggest difference for as far as the debris, even down in Bumpus Cove.
The debris that was cleared out there, the county gave them a certain amount of time to get that debris cleared or they were going to start charging them.
So when you take away somebody's home, you take away their income, you take away their vehicle, you take away the ability to help themselves, they have to run the equipment.
They have to have fuel.
They have to have money to run that equipment.
They don't have anything.
And then you've got county officials saying, we're going to clear the debris now, but we don't know how long we can clear it for you for free.
I mean, I don't know how to respond to that.
I don't know why that is the way that it is.
What I was saying before is like, you know, we have, for example, the California fires right now.
And we have people that are desperately needing aid and needing care.
And we're seeing that on the news every single day.
And those people need that help.
And our prayers go out to them.
But we needed that same recognition here in Tennessee, here in North Carolina, here in the flood area.
We needed that same media coverage so that we could get the support that we needed here.
And I don't know why our government hasn't stepped into our area, but I will tell you that there's some ulterior motives that we think are happening behind the scenes.
We have land that's valuable.
We have uranium.
We have all kinds of mineral, lithium sources here.
And even if that's not the case...
Because we've had no response and no help and no answers to the questions that we've asked, we want to know why they're not helping.
But because they've not answered those questions, it leaves a lot open for interpretation.
It leaves a lot for your imagination to run with a story and say, well, maybe they are trying to land grab.
Maybe they are trying to take advantage of our situation because we're a lower income community or a lower income area.
We don't know.
We really don't.

I mean, that's the reality.

In this California situation, you know, Newsom's got money set aside for illegal aliens.
He's got a big fund he set aside to fight the sanctuary cities.

We've got to get things right there about what this deal is going to be going forward before they should get a penny of federal funds.
You see those people in North Carolina, in Georgia, in Tennessee?
That's what they think of MAGA. You're deplorables.
You're just garbage.

It's going to be 6 degrees this weekend down here.
It's been below 20 for the past 7 or 8 days.
We've had, not in this past, but we've had kids die.
People are freezing to death because it's cold.
They don't have anywhere to go.
They don't have the FEMA campers that we're supposed to be giving out.
We need FEMA campers down here.
We need shelters for people.
A way to keep people warm and keep people fed.
We need fuel for generators because you can only run a generator for so long on a gallon of gasoline.
We need kerosene for heaters.
We need literally everything that we needed when it first happened.
It hasn't gotten any better since it started.
We thought it was going to slow down.
We thought it was going to taper off a little bit, four months into it.
We're still serving 60 to 120 people a day.
And that's just this center.
That's just our organization that's helping that many people.
There's hundreds of thousands of more people out there that need it.
I mean, we've lost between 140,000 to 180,000 houses between North Carolina and Tennessee.
So we need rebuilding efforts.
We need money to rebuild houses.
If you apply for FEMA and you even get money, you're getting $40,000.
They have a cap of $43,000.
$43,000 is a slap in the face for a total lost house that would cost you $250,000 plus to rebuild it.
So those are the type of things that we need.

Priority one, two, three is vehicles, replacing vehicles so people can stand on their own two feet and get transportation to work.
Priority number two is housing.
We have 418 people right now just on our list on the Tennessee side alone that need some sort of repair, some sort of rebuild.
Maybe we have 125 that are just complete rebuilds that are completely demolished and cannot repair.
And then...
Probably long-term care for finances to be able to get on their feet.
When you lose everything, it's more than just like a shot in the arm for an injection.
You need support for 90 days.
You need support to be able to get back on your feet.
Helping with utilities, money for groceries, things like that.
People don't take into consideration what it costs to live if you have to start from scratch.
And when you take away somebody's employment, you take away their vehicle, you take away their house.
And already you're in a lower-income area.
People can't pull their bootstraps up from that.
They have to have additional assistance.
And most of these people, because we're going into our four-month, even the people that had complete devastation that took the buyout for the $40,000, they've had to live on that money for the last, you know, going into our fourth month now.
They're not going to have enough money to put a deposit down on another house to buy a house.
We have a lack of houses to buy in our area to begin with.
And when you have a housing, you lose 300 jobs in an area.
We have over 1,000 homes just on the Tennessee side, I think, that were damaged or lost.
And so you've got to have something more than just putting a Band-Aid on something.
You've got to have some care come in, and you've got to have people that are skilled to do this.
We were not meant to be long-term care.
We were meant to be a hand-up and an injection into the community to help the larger organizations to pick up where they should have picked up at and we should have left off at.
We've got to get your help.
We've got to get people in here.

But ultimately, it's replacement housing.
We talked about, you know, a 12 by 16 structure that when you get up in the middle of the night to use the restroom and you open the door and all the heat escapes and you have to start all over again with your wood stove or whatever your heating source is before you can even go back to bed.
If you have children in the home and you have to use the facilities, let's say, for something a little more serious, you know, one, two, and are you doing that in a bucket in front of your family in a shed?

Replacement housing that is sufficient for families to live in.
Not one room sheds.
This is difficult.
This is just very difficult.
And the campers, again, are great.
But in James' situation up here at Haven on the Hill, you know, they're boondocking.

You got two gentlemen at 55-gallon drums hand-pumping fuel into gas cans to go put in their neighbor's camper so that they can start the generator to start their coffee.
That's how they start their day.

There's been no pickup hardly other than just by independent sources.
