The Cause of America, the Election Crime Bureau, Vocal.com, everything we're doing, they're very much afraid that any things they're trying to do out there or have already done, that they're caught.
And they never brought up the Crime Bureau before, and now they're bringing it up, and So I think it's a good thing.
I was able to say in the article that they wrote that, hey, I'm all about saving our country.
And when we get through this, get to paper ballots, hand counted, the best elections.
132 countries have banned computers in their elections.
And I'm going to keep pushing this long after this election to get to secure elections so we don't have to worry about all this deviations going on.

You're fine because it's just going to be you and I. When I first heard about this, I said, this is another one of these fantasy things.
And then I heard, no, Jeff Clark's actually working on analysis over at CRA. Then I knew it seriously, because you don't waste your time.
If Denver can put this up on the screen, and maybe it's supposed to be Clark, walk me through what this is about military intelligence, because it is probably the most shocking thing I've heard in a while.

Sure.
So at the end of September, Steve, the Pentagon issued a guidance document, which is now up on screen, 5240.01.
And it revises a prior directive that the Pentagon had out from 2016.
And that 2016 directive had all kinds of civil liberties protections in it in a section 3 of that document.
That's been removed and it's been replaced by an authorization to use a bunch of measures including lethal force on the American people.

This document titled What Group in the Pentagon Put It Out, because we have the same posse comitatus, right?
You can't even call out the military.
How can you possibly, the Pentagon, give a directive who's supposed to be under civilian control that military intelligence, I take it that's DIA, naval intelligence, all this, can actually use lethal force Against citizens of this country?

And in particular, Steve, it's given the nature of this directive, it's using lethal force in anticipated protest activity that's occurring by the citizenry.
And I'll get to you our separate paper that was put out by Cuccinelli and Adam Turner about the use of military at the border, where we have an extensive analysis of both The Posse Comitatus Act and the Insurrection Act and how they fit together.

They'll never deploy the military to the border, but they will.

Military intelligence is authorized in certain situations to use lethal force against American citizens.

From the Deputy Secretary.
But it's, you know, it's binding on, well, I should say it's a guidance document.
So it's an order functionally.
It's a military order.
And there's an exception, which I cover in the Administrative Procedure Act, where if you're engaged in military affairs, you don't have to go through notice and comment rulemaking.
But if this were not the Pentagon and you tried to do something even roughly equivalent to this, it would have to go through notice and comment rulemaking.

How do they justify this in the report?
jeffrey clark
There's not a rationale.
That's another thing.
If the APA applied, the Administrative Procedure Act, you need to provide an explanation of what you're doing in a regulatory preamble.
But you don't have to do that here.
It just gives a series of instructions and it doesn't have to explain why this change is being made.
So at that point, right, we'd be going to what is the Pentagon telling the press?
What are they especially telling the leftist press?
What they're telling them is, oh, the right wing is going crazy about this, but you shouldn't be concerned about it, American people, because it doesn't say that military troops can be used.
Well, that's about the most cynical attempt to sort of play games and use spin that I can imagine because it does say that military intelligence can do it.
So a subset of the military can do it.
And this ties to an important article that William Arkin, and you might want to have him on again, Steve.
I know he's been on the program before.
excellent intelligence sources.
He did this article in, I think, roughly May of 2021, which I cover in my piece for the Center for Renewing America, that explains that the Pentagon at that time, based on his analysis and information, had assembled a secret army of 60,000 individuals engaged in military had assembled a secret army of 60,000 individuals engaged in military Maybe half of them are foreign, but the other half are focused inside.
And this is one of the reasons why, at the theoretical level, I cover in the paper that what is the theory of intelligence in the Constitution?
There's not an express intelligence clause in the Constitution, but what there is is there is a Federalist paper that was written by John Jay, who was probably their most foreign-facing member of the Key Three of Hamilton, Madison, and Jay, And Jay basically says, look, you need intelligence in order to be able to exercise the treaty power because you need to exercise it with dispatch and sometimes you need to exercise it with secrecy.
So that's externally focused.
But this is internally focused, Steve.
We shouldn't be using military intelligence assets to spy on the American people.
I mean, that's so contrary.

So Arkin says in his piece, he thinks there's a 60,000 man intelligence army that's out there and half of those may be here domestically and looking at people domestically.

And his article, at the end, it covers a lot of spycraft things, which, you know, are interesting, but maybe not so relevant to this directive.
But the first part of it ties directly to a piece of the directive because what he covers is they have entire cover operations, right?
They give them a secret identity, a different identity.
They set up social media accounts for them that are fake with fake friends that interact with them.
This must be quite the operation, Steve.
Fake credit card reports.
They work with the banks because the banks kind of would look at some of this activity and be like, oh, that looks like fraud.
And so they call them and they say, as Arkin explains, no, this isn't fraud.
This is undercover classified stuff.
Don't mess with it.
And there's a whole section of this new directive from the end of September of this year, just a few weeks, five weeks or so before the election, that has provisions about, you know, you're authorized to work for credit cards with credit card companies to give supplies to the contractors.
And the contractor, Steve, this is one of the things I also think is very alarming, but also very illuminating, which is that The Pentagon can contract with companies and the companies don't even know that they're contracting with the Pentagon.

A 60,000 man or 30,000 man intelligence army that actually has guidance that they can use lethal force against American citizens?

The one thing I do know, though, from Arkin's research is that Congress has never held any oversight of this 60,000-man secret army.

The linchpin of the film is about secret bases run by, wait for it, military intelligence that does not come up anywhere.
Senators actually break this or the president of the time breaks it because senators go, hey...
This was never appropriated.
Who actually gave money for this series of bases is going to take down communications called EXCOMM, I think.
It's going to take down communications.
And they tie it back to the Armed Services Committee never allocated money.
This thing has to be paid for.
It had to go through some process or it's being hidden.
So how come guys in the house, when the guidance is issued, are going, hang on.
I don't remember us appropriating money for this.

They should be because we're not talking – while the directive is new in terms of the specific authorization to use lethal force and to use, as we'll get into, drones and to use these contractors, there's never been any oversight.
And this article from Arkin came out in May of 2021.
So we're talking about more than three years ago.

So this directive also authorizes the use of unmanned aircraft and they could also be used to deliver lethal force.

It's a common law concept that we received into U.S. law and then back in – No, earlier than that, in Reconstruction, it underwent some changes and created a lot of controversies because they were using the posse comitatus to call out the military to protect voters in the South as part of Reconstruction, right?
So we cover all that history.
But what is the original tool?
The original tool is to be able to call out for law enforcement purposes all of the able-bodied men in the jurisdiction.

And eventually there's an AG opinion, Attorney General Cushing.
He says that you can use that power to call out members of the military.
And weirdly, and this is one of the reasons why the Posse Comitatus Act was put in place, They were able to call out members of the military and then second them to the marshals.

Yes, so they're pulled out of the military line of chain of command and put into law enforcement.
So these people are not being used...

If you told me then, down the weekend beforehand, they would have failed to build a firewall with mail-in ballots and all this, you know, vote for the whole month of October, and particularly in Pennsylvania, instead of having a 1.1 million advantage, they have under 400,000 votes, I think 387,000.
And they know they needed 500,000 or 600,000 at the most.
This is the position.
This is like putting your armies in place.
This is what we always wanted.
She's backed up to the blue wall.
North Carolina, Georgia, and particularly the magnificent job in Arizona and in Nevada, where now the two Senate candidates, Carrie Lake and, what is it, brother Sam Brown out in Nevada, are competitive because of Trump's numbers moving with us.
She's got to run the tables on the blue wall.
We know what it is, and it's going to take a massive, you know, mass mobilization.
We need two and a half to three million votes on Tuesday, but they're all there.
That's registered.
It's just folks showing up.
We have to do that.

A lot of us think the same thing.
President Biden and Kamala Harris do not have the Catholic vote.
We are pushing so hard on the ground.
We are the coalition partners with Turning Point Action.
Just a lot of credit to Charlie Kirk and what they've done and just understanding the power of coalitions.
Like, we know how to operate in our own space, us being the Catholics in this instance.
So we partnered with them back in June at the People's Convention.
They said, here's the Catholic data.
Swing States, you guys do your thing.
So we've assembled a team of volunteers, like many other groups, and it's just super localized.
That's the beauty of it.
We're not asking people to call thousands of thousands of people.
It's here are your 20 people.
They are close to your house.
You have to stick with them.
You've got to make sure that once you make contact with them, that they actually end up voting.
It's having tremendous success.
We're primarily operating in seven states, like everybody else.
But it's Pennsylvania, it's Wisconsin, and it's Michigan.
Those three traditionally Catholic states which are going to bring it home.

It's super, super easy.
I mean, it's not like you've got to learn a new system, get to do a training, You're on there, you get your names, you get your texts, and you're off to the races.
We absolutely have to do this.
This is the spirits of war.
We know what this is.
This is atheistic Marxism coming in a different way.
You were just talking about how the Pentagon is targeting its own citizens.
We're aware of this so our Catholic people understand.
And that's why this is from today.
Turning Point Admin broke that the early votes out of Wisconsin in terms of Catholic voting is definitely pulling our way.
It's 56-32% in favor of Catholics.
Wow.
And then even with Gen Z, it's 35-32%.
So we're even winning on the Gen Z generation among Catholic voters, which is huge for Wisconsin, which is awesome.
It's having an effect.
And kudos to President Trump for all he's done.

I mean, this is a grassroots movement like we've not really seen in presidential politics in a long time.

Tell me about, you've got a particularly bone to pick with what's happening out in Wisconsin.
You're actually physically in Pennsylvania right now.
Give me Wisconsin.

Look, I give all these people credit that are putting a lot of resources into getting people to vote early.
For me, I'm snake-bit on all the fraud that we saw in 2020.
And I was on the ground in Nevada with Kurt Schlichter and Rick Grinnell and a bunch of other great people.
And what we realized is we were chasing our tail after the fact.
And what we want to do is be ahead of this thing.
So what CPAC is committed to doing is to have a seven-figure effort to have monitors on these drop boxes.
And we've had special attention in Milwaukee.
And we've now filed two complaints with the state of Wisconsin.
We just filed a second one literally a few minutes ago.
Steve, you're the first person to get this.
And what we saw on the ground in Milwaukee, what's been reported to us, is another example of potential illegal ballot harvesting, jamming multiple ballots into the box in Wisconsin.
You cannot do that.
As we know, the states all have different rules.
In Wisconsin, they're more prescriptive.
So we have a legal affidavit that's been filed.
We have our second one.
And, you know, I think this has two important impacts.
The first one is we're building the legal case for what we know they did last time.
The second thing is that this is having a signal effect on others who think that they, in the middle of the night, can just walk up to a Dropbox and drop 10, 50, 100, 200 ballots into a Dropbox, which you cannot do.
In the state of Wisconsin.
So we're on this until the last moment, and we will be making filings at every step along the way in every state where we find this wrongdoing.

Do you like where we're positioned that, you know, you and I have grinded on this for a long time.
If you had told me the weekend before it would come down to us having to have a mass mobilization for Tuesday, for actually game day, but that on either mail-in ballots or early voting or whatever you want to call the voting month, voting season, that they would have failed to build a firewall?
Would you say, hey Steve, I think that's pretty good work and we can win this thing?

Well, I think the first three things here.
The first thing is we've won the argument amongst Republicans as to whether or not there's really fraud.
Even the establishment Republicans can see they opened up the southern border.
By their own count, they let 15 million people in.
We think it's a good 10 million more than that, obviously.
And now Mark Elias is being paid by Kamala Harris in courtrooms all over this country to keep the illegals on the rolls, to say you don't need to have a valid ID to vote.
To say people overseas who aren't really citizens have the right to vote.
They're doing everything they can to have all this illegal voting.
So I think Republicans get it, which is why Republicans are saying, if I vote early, I think I kind of foil the fraudsters.
What I worry about, Steve, in all candor, is that in the state of Nevada and other jurisdictions, what they did to Adam Laxalt is the Thursday before the Tuesday election day, they knew exactly what they had to make up between the last day of early voting, because it's all public, And what they had to make up between that and Tuesday.
And then in Nevada, you can even vote after Tuesday because they don't require a postmark.
And other states have other crappy laws.
So we cannot take our eye off the ball just because the early vote numbers look solid.
These people will take these numbers, they'll figure out what the deficit is, and I don't think we can put anything past them to try to make up that deficit.
So it's incredibly important that we run through the finish line.

Give that example again, because this ought to be burned into people's minds, why we've got to power through this and put up major numbers.

I called Laxalt and said, hey, what gives here?
Like, what happened?
This was like the moments after it looked like he lost.
I was like, you know, what happened?
He said, well, you know, the downside with early voting and doing so well in early voting, if you're in a corrupt place like Clark County, Is they know exactly the deficit they have to make up.
So in some of these states, early voting will stop.
And some states will stop today.
And the R and D numbers will be posted on the Secretary of State website.
And if we've had a great effort in getting the early vote, they'll know the deficit.
And we have to be awfully careful because they've got a hell of a good track record of making it up between Now in Election Day.
So this is critically important.
There's so many people slapping each other on the back, and people deserve great credit.
Don't get me wrong.
Great credit for what they're doing.
But it can still be foiled.
So you've got to keep going.

Well, I think he was up 20,000.
We've got to put up bigger numbers than that.
Also in Arizona.
I think it was 13,000.
Yeah.
It was a big number.
It was a big enough.
Yeah.
The Culinary Union had to work overtime.
600,000 ballots of Republicans still out in Arizona.
But it's extended through Monday.
We've got to drop those off.
Fill them out and drop them off.
Take the pressure.
Take the pressure, because remember, in the industrial process they did to set up the things, it was supposed to take 8 to 10 minutes.
The ballots four pages long are quite complicated.
They're now saying take 18 to 22 minutes.
They expect long eyes, but they're doing it as a psyop to depress our vote.
That's not going to work.
The one way not to have it work is the 600,000 Republican ballots are outstanding.
Folks, fill them out and go drop them off.
Fill them out and drop them off.
This is what you need.
And then you're freed up on Tuesday to be a force multiplier.
Give me your sense of Pennsylvania.
They don't have the million-one firewall they have.
They got under 400,000.

Yeah, well, you know, our big thing has been working Hispanic voters, which play a big role in Pennsylvania, Puerto Ricans and others.
And also hitting the Catholics hard.
And as I've said, we've made a big effort into this idea of having people observing these boxes.
It takes a lot of manpower to do it.
I'm not going to go into a lot of details about how we've been able to man up, but it's been great.
And I want the other guys to know that we're watching the boxes.
I mean, they shouldn't be sitting out there in the middle of the night on street corners In some of these states where they're just open to anybody stuffing them or, quite frankly, torturing them or whatever else.
Steve, this is something that's very important for your listeners to understand, which is we are the only country that votes this way.
Nobody does drop boxes on streets.
Nobody.
Nobody in the civilized world does this.
America has become a version of a banana republic with the way we vote, 30 days of voting, illegals coming across the border, getting on the rolls because they get benefits from the federal or state government.
This has to end, but in the meantime, we got to play by their rules.
So we got to vote early.
We got to get these ballots back.
And look, I think Pennsylvania is the state that breaks the blue wall.
I really believe I've been saying this from the beginning, and I think there's a couple of reasons for it.
I think the main reason for it is Kamala Harris can't close the deal.
She can't explain to anyone why her policies would make one single aspect of their life better.
And this is the state, the Commonwealth of Pennsylvania, That's going to deny her the presidency.
That's why Mercy and I were in Pittsburgh tonight with Cash Fatale and Rick Grinnell and others to bring the message home.
And you know what?
I was in an Uber, and he saw my Maha hat, Make America Healthy Again.
Steve, you look skinny, by the way.

So, you know, when the Uber drivers who aren't that political are asking for your Trump merchandise, things are looking good.
