Honwell here at the helm, filling in for the last time for Stephen K. Bannon.
Well, one of the things that you might have spotted last week, which was slightly unusual, was Prime Minister Modi of India sitting down with President Xi of China.
I don't think those two had a sit-down with one another for about five years.
A lot of tensions between those two geopolitical rivals.
But there they were.
And who was sitting in the middle of them?
President Putin.
This is the movement forward of BRICS. We've been talking about it for some time here on The Wall.
Jim Rickards, good morning.
Thanks for coming on the show.
Tell me, BRICS is dismissed, but it does seem to be moving forward.
james rickards
That's exactly right.
Ben, I figured the war room posse is getting plenty of coverage on the US election, and rightly so.
But I thought we could turn to BRICS a little bit.
It may actually be more important in the long run, although it got very little coverage in the United States because the US actually is worried about what's going on.
So BRICS, Brazil, Russia, India, China, South Africa.
But they've added 17 additional members in the last couple years.
Four last year, Egypt, Ethiopia, UAE, and Iran.
And they added 13 new members this year, so now they're up to 22.
I'm not going to list all the names.
But some of the big ones, important ones, included Malaysia, Turkey, and Indonesia.
Of course, one of the largest oil producers in the world.
So this thing is really taking shape.
They're big announcement.
People have been waiting for the new BRICS currency.
They did not announce that.
That may be years away.
But they did something equally important.
They created a BRICS payment system, clearance and settlement of securities transactions, and a digital ledger of what one country owes to the other, etc.
So it's a payment balance of payment recording system.
Again, all using blockchain technology, which has been around a long time.
The importance of that is now they're completely outside the dollar system.
It doesn't mean they'll never do another dollar transaction.
But recall, they've been, Russia at least, and some of the other countries have been kicked out of the dollar system.
So if you kick somebody out of the club, they're going to start their own club.
And that's exactly what they've done.
Now, this is mostly trade oriented.
I don't want to suggest it's the end of the dollar.
But it's kind of the beginning of the end.
You know, sterling in 1913 was the global reserve currency, and by 1944, it was a footnote.
Well, that took 30 years.
These things play out over time.
This could move very, very quickly.
But one really important element.
So let's say Russia ships energy to China, and China pays them in Chinese yuan.
And then China ships manufactured goods to Brazil, and Brazil pays them in their local currency.
And you're keeping all this on a ledger.
The central banks in each country can pay the sellers and the buyers, but the countries then have a ledger where they owe each other a certain amount.
Well, you have two problems there.
One is you might have too much of the currency, more than you can really spend.
If you have a big yuan balance, but you don't need that much from China, what are you going to do with the excess?
The other thing is you have exchange risk.
If Russia has a big yuan balance from China and the Chinese yuan devalues, Russia could lose money on that.
So how do you solve that?
The answer, which is 5,000 years old, is gold.
In other words, if you have too much of the other guy's currency, you can just buy some gold.
Sell for dollars and buy gold.
Or just buy gold directly.
I should also mention they set up a new commodities exchange that includes gold.
So you can buy gold in local currency and then just have the gold.
And that obviously solves your foreign exchange problem.
So this is, apart from pointing to the end of the dollar, at least as a trade currency, it's extremely bullish for gold.

Jim, can I just wheel back a bit to the geostrategic aspects of this?
You mentioned Turkey in your introductory remarks.
My understanding is Turkey has applied to join, right?
I don't know if it has joined yet.
It's applied to join.
And also Venezuela applied to join, but was vetoed, interestingly enough, by Brazil.
So there are internal dynamics within the anti-America movement as it's moving forward.
Tell me, how do you think this is going forward, and how important is this?
I think it's actually huge, this manoeuvre on behalf of President Erdogan in Turkey.
Huge regional power in and of itself, controlling the Bosphorus there.
But also, as a NATO member, how important is this for Turkey as a regional hegemon, if it is able to play successfully both sides off one another?
james rickards
It's extremely important, and Turkey is a major economy.
Kind of geopolitical crossroads to the world in the geographic sense, you know, controlling the Bosporus and access to the Black Sea, etc.
But yeah, Turkey will have a foot in both camps.
A NATO member, remember, they've been rejected by the EU. They wanted to join the EU for decades and were pretty much told they couldn't.
So they're now turning in a different direction.
But they could have a foot in both camps.
And you're right, Ben, these countries have applied But what happened at the BRICS summit last week is that they were greenlighted.
They said, okay, you're in.
Now, there's a process.
It's like joining a club.
You might have to give a few references and go for an interview.
But they are now on track to join, and they will be joining very shortly.
But yeah, it's enormously significant.
And again, if you look at who's buying gold, just to kind of pivot back to gold for a minute, Russia and China have quadrupled their gold reserves in the last 12 years.
So that's pretty well known.
But recently, just recent months, net buyers of gold include Turkey, Uzbekistan, Kazakhstan and others.
In other words, the members of the BRICS or prospective members of the BRICS are out buying gold as fast as they can.
You know, people in the U.S. don't seem to really understand the role of gold and they're not really into it, etc.
That's okay.
The central banks get it.
They've been net buyers for 13 years at this point.
But the BRICS members are the biggest buyers of gold recently.
As I said, it's not a classical gold standard, but it's using gold as a way to deal with foreign exchange exposure.
But they've got to buy gold, and that's very bullish for gold.

In this last full week before the US elections, I just want to flag this up, that for the Warren Posse that's listening to us, they're seeing these countries in bricks.
You know, they have tensions between them, they have regional rivalries, right?
But what is the glue cementing this anti-American, and that's what it is, an anti-Western anti-American explicitly moving together, is the incompetence of the present regime that has forced these countries that aren't natural allies to work together.
And that's extremely dangerous.
And it's something I think people, Americans across the country, across political divides, should be contemplating very seriously over the next eight days.

You know, Ben, you're exactly...
I sat in a secure conference room doing a tabletop war game in the Pentagon with U.S. Treasury officials present, sitting, you know, one seat away from me.
I warned them about this 10 years ago, and it wasn't specific to the BRICS. I said...
Financial sanctions are powerful, but you can overuse them.
And if you use them too much, you're going to create a reaction, which is, hey, how many times can you hit the punching bag before the punching bag walks out of the room?
And that's what's happened.
We've overused our sanctions.
Russia is not some middle power.
It's the largest nuclear power in the world, second largest oil producer in the world, largest landmass in the world, et cetera, strategic metals.
You can go on and on and on.
You can't just steal $300 billion Of Russian assets in the form of U.S. Treasury securities, which we have done, by the way, and expect that there's not going to be a reaction.
So this is a very big deal for all those reasons.

Tell me a bit about the recent developments then.

Well, you know, there are eight days for us to be able to save our students as well as our state and our nation.
And I think that the left is a little bit nervous because they recognize that the majority of people want a quality education.
They want their kids to be safe and they want them to be prepared for adulthood.
And my opponent has nothing to share.
There's no solutions.
Just dump more money into it.
And if you can just vote against Michelle Morrow, everybody's going to be able to read and do math.
The voters of North Carolina are smarter than that, and I think we're going to have a red wave here in North Carolina, and we're going to be an example for the rest of the nation, hopefully.

Now, we've spoken a lot about Oklahoma, I think, Ryan Walters, what he's done there.
Would you just remind the Warren Posse, especially those who are joining us for the first time, exactly what your intentions would be as Superintendent of Public Instruction, specifically with regards to perhaps reintroducing the Bible in classrooms?

Yeah, absolutely.
So here in North Carolina, we're really in a crisis.
Only one out of every four of our students is reading or doing math at grade level.
We have some of the lowest math and reading proficiency rates ever recorded in our state.
We've had an incredible increase in violence within our classrooms, including almost 1,500 teachers assaulted in the classroom last year alone.
And we have just a political...
That is usurping our children's ability to get a quality education.
And I believe that we have got to restore the moral family values that have made not only North Carolina a great place to live, but also are the foundation of who we are as a nation.
I've often heard it stated that God chose the nation of Israel, but the United States actually chose God.
In terms of when we created the greatest government document ever written, the Constitution, it was based on his principles of right and wrong.
It was based on his breakdown of even the three branches of government.
And we have got to teach our children the truth, the truth about history.
And I think that when we look at the best historical document ever for the entire world and from creation onward is the Bible itself.
So looking at that as a historical perspective, I have been working with people that right now it's on the books, that there is an elective, that every school should be offering a Bible elective in middle and high school and that is not happening.
Here in North Carolina and it's time for us to get back to making our public schools be focused on the truth of world history as well as the truth of the United States history and teaching our kids the truth about civics and government so they understand that it's not the Constitution that gives us our rights.
It's our God-given inalienable rights and the Constitution is basically to protect us from an overreaching government, the likes of which we have seen firsthand, especially in the last four years.

That's an idea really as revolutionary today as it was when Thomas Jefferson first published it on the 4th of July.
I think that that exposition that you've just given is a revolutionary idea.
It's America that has that idea and it ought to be illuminating the countries around the world.
I very strongly believe that.
They've heard your exposition there, and they'll see the coherence between what you've been saying now when you first came on the show outlining your candidature while you're standing.
And it's actually great to see, as you've been coming on over the months, to see the momentum building up behind you.

What they know about Kamala Harris comes from the work of the newsroom of the Washington Post and other major institutions like the New York Times.

So we have Brian Kennedy now, Chairman of the Committee of the Present Danger, along with a guest he's bringing on to the war, Heather Honey, President of the Election Research Institute.

Heather, tell me a little bit about these lawsuits that you're filing in Pennsylvania.

Yeah, so we have one case in federal court in the Middle District of Pennsylvania where six members of Congress have challenged the Pennsylvania Department of State's policy to not attempt to verify the information on UOCAVA applications.
So UOCAVA voters submit their application via something called a federal postcard application.
And on there, they are required to include a driver's license number.
If they don't have a driver's license, they can include a social security number.
And the Department of State has taken the position that the counties should not attempt to verify that information, but should instead just email them in most cases or send them a ballot without any sort of verification of identity or eligibility.

Heather, could you just tell us, just break that down once again, please, about this lawsuit so that the war room posse can fully digest its significance?

Sure.
So this lawsuit is regarding the process for UOCAVA applications.
And UOCAVA is the Uniform and Overseas Citizens Absentee Voting Act.
So this is how people who are in the military, but also who are U.S. citizens who are overseas, are able to have certain privileges that make it easier for them to vote.
And so, most people believe that UOCAVA is mostly used by the military.
But in Pennsylvania, out of the 34, almost 35,000 UOCAVA ballots that have been sent so far, Only 17% of them are sent to the members of the military and their military family members.
So that's 17%.
All the rest of them have been sent to applicants who purport to be U.S. citizens who are overseas.
And in fact, about 15,500 of those, Our applicants who indicated that they are overseas and that their intent to return is uncertain or they have no intention of returning to the United States.

Let me ask Brian.
Brian, how are you involved with this?
brian t kennedy
Yeah, yeah, Ben.
Heather and I and a bunch of other folks Because we didn't see the RNC doing enough in places like Pennsylvania, just jumped in there and tried to examine what's really taking place on the ground.
One of the things was this whole UACOP issue.
The Democrats are saying that there are 8 million people abroad who should be eligible to vote.
The US Census said there's something like under 3 million people who should be eligible to vote.
And colleagues of mine were talking to Heather about how best to deal with the disparity between the 8 million and the 3 million.
We were just looking at Pennsylvania specifically.
And in Pennsylvania, I think there's going to be 32,000 ballots sent out to people living abroad.
And I think if I've got the numbers right, about 15,000 aren't even registered to vote in the state of Pennsylvania.
So the Department of State in Pennsylvania is going to send ballots out, 32,000.
15,000 of them are not even registered to vote.
Many of them say they're never going to return to the United States, but they're going to be sent a ballot, they can fill it out, put it in an envelope, mail it in, and when it gets to the Department of State, it is very likely to be counted.
And Heather's lawsuit is really designed to Push the government to examine whether or not the Department of State, I mean, under the black letter of the law, the Department of State can't actually be doing that to people who are not even registered to vote.
So this system we have in place is extremely corrupt and screwed up.
So part of this whole effort has been to simply examine whether the election can be stolen.
You look at the Madison Square Garden rally, and it was super.
I loved it.
And there's a sense of victory in the air.
But this election is not over with yet.
There are still a lot of twists and turns.
And Pennsylvania is a big battleground state.
And if in Pennsylvania they're going to be accepting ballots from people overseas who are not registered to vote, have no intention of ever living in the United States again, That could be decisive in this election if it is closed.
Now, I think, again, it could be a red wave and a blowout election.
But the Democrats are very determined to win this.
And if they have been using methods to stuff the ballot box, whether it's—we're not seeing drop boxes so much, but if it's mail-in ballots and they're pushing that, and they can combine that with these UACOMPA votes, That could be decisive.
And so, for the people of Pennsylvania, however positive you think things may be, there's a lot going on in the background that you're just not seeing.
And the need, if you're a Republican and you want Donald Trump to be president, the need in Pennsylvania to get people out to vote, to overcome this potential either theft or exploitation of the system, Is absolutely critical right now, Ben.
And that's one of the reasons I wanted Heather on the show, because she is knee-deep in the details of this, fighting every day for these kind of things.
And I thought it was important for the War Room audience to know that this was going on.

And you've done a great service in doing so, Brian.
Let me just ask you both this question.
We're dealing, seeing as we are dealing with Americans overseas.
And as you said, Brian, people who may not have any intention ever to come back to the United States.
What is their tax paying status?
Are they still paying income tax to the IRS abroad?

Well, here's the problem, right?
We're not verifying that these people are who they say they are.
So if you are a U.S. citizen and you live overseas, you have certain obligations to the IRS. But what we found in 2020 is that there were far more people who were voting via UOCAVA than there were people who filed individual tax returns from overseas.
And I think just to kind of follow up on what Brian said, Our issue isn't whether or not these people should be eligible.
Federal law says that if they are real people and if they are really U.S. citizens, that they are eligible to vote.
What we're simply saying is the Department of State is removing any guardrails on the system that would allow these county election officials to determine if these are fraudulent.
The Iranian terrorists have already shown us that they are interested in exploiting the UOCAVA vulnerabilities, and the Department of State is Is not allowing the counties to even verify if these applicants are in fact valid.
They are not allowing them to do that.
And in light of the fraud that was uncovered in Lancaster County...

Look, I've got a question for you because I'm quite familiar with the concept, as I think most people around the world are, no taxation without representation.
It's a strange inversion to have representation without taxation.
As my understanding is, Americans, wherever they are in the world, no matter what their tax paying status is in other countries, they are always and everywhere obliged to pay income tax to the IRS.
No matter how long abroad they've been living, right?
So it would seem to me to be a relatively easy thing if the political will were there.
And this is something I think we're looking forward to the next Trump administration to resolve now.
So just tee this up.
You have the IRS rules.
You know who's overboard, who's paying tax.
If people aren't paying tax, there's no reason For them to be voting in elections, despite, you know, obviously a whole range of issues that come out of this.
Brian Kennedy, can you just, thank you for bringing Heather on to the show today.
Just tell me something here.
Do you think, how feasible is this?
Because again, people following this show, this transmission, are so angry that here we are, eight days before an election, and things like this are still being teed up, that that could have been Done if the political will had been there four years ago.

Right, and we don't have that political will, Ben.
Look, I think it's important to realize that if there's a single lesson from the 2020 election, is that once ballots get into the system, meaning once they're in the mail, once they're in the drop box, once they get into the counting centers, they're going to be counted.
And the Democrats know this.
Every lawsuit they file is designed in one way or another to get us there.
And so the point about these UACAVA votes is, that's just Pennsylvania.
Maybe 15,000 people who are not registered, and it's still a week to go.
If there are people who keep on sending in ballots, they get the email to them, they print them out, send them in, and it's 10,000, 20, 30, 40, 50,000.
That can be decisive in an election.
That's just Pennsylvania.
That's not Georgia, Nevada, Arizona, Michigan, or any of the other swing states.
The Democrats have made a big play here.
It doesn't matter about the IRS. It doesn't matter about the laws.
Once you get a ballot into the system, it's going to be counted and it could be decisive.

What we've asked for in our lawsuit, the relief that we're seeking, is to have the federal judge order the Department of State to take the information they already have on all of these applications and attempt to verify it, attempt to match it to the Social Security Administration, attempt to match it to the Motor Vehicle Database.
Right now, the Department of State in Pennsylvania is not doing that, and we believe that this federal judge will see that the law requires it, and it will be invisible to the voters.
So all this talk about trying to disenfranchise any lawful voter is utter nonsense.
We are protecting the votes from dilution.
We are protecting our military voters.

Tell me about this lawsuit that your state has just presented the Department for Homeland Security with.

Yeah, thank you, Ben.
And this week in particular, of course, we're keeping our thoughts and prayers on Steve, and we all look forward to seeing our friends soon.
We had no choice but to sue Alejandro Mayorkas and the U.S. Department of Homeland Security because they have been withholding citizenship data from us.
They are required under federal law to make that available to us so that I can do my duty, my duty to the people of Ohio, of making sure that only American citizens are registered to vote.
They left us no choice, so last week we filed a lawsuit against them to get this citizenship data so that we can maintain our clean voter rolls in the Buckeye State.

Incredible.
And the lawsuit itself, that has now been formally presented, has it?

That has.
Yeah, it was filed in the federal courts here in Ohio last week.
May or may not bear fruit for this election, but regardless, I have an important election to run in 2025 in Ohio and again in 2026.
And so we need to get the U.S. Department of Homeland Security to follow the law and actually make citizenship data available, not just to me, but to other secretaries of state for the purpose of removing non-citizens from the rolls as well.

Well, Secretary LaRose, I have to say this, this whole theme on the show today seems to be the fact that non-citizens are voting and the courts are, to one degree or another, being complicit in this.

Listen, every day I check Rasmussen reports to see how the statistics are playing.
I also check polymarkets, and we've been speaking about that.
This morning, Donald Trump had a 35-point lead over Kamala Harris.
That is, she's 35 points behind, according to polymarkets.
Now, you have flagged up in the past how these betting markets can be manipulated by large singular bets.
Just give me your quick take on the fact that since you were warning the Warren Posse about this, it has since emerged that the bulk of the The movement on polymarkets has been determined by four bets placed overseas by a hedge trader in France.
Do you still give these betting markets any credibility?
mark mitchell
Yes and no.
I think they absolutely show a signal.
In fact, if you only had to pick between mainstream media and the betting markets, I think the betting markets have done a better job of interpreting the polls than the mainstream media has.
It's pretty incredible the sequence in which, I mean, all of this came crashing down on Kamala Harris.
Because you did start to see, like, everybody kind of palpably could tell that she never was going to get over the hump because the polling lead that she had was entirely fake.
But what happened is, before the polling even broke down, the betting markets started looking at the existing polling.
And Donald Trump was tied in every single swing state for, like, two months on the real third politics aggregate.

Mark Mitchell, just before the break, you were saying how you actually find these betting markets to be a more reliable indicator than a lot of people give them credit for.
Just on this point, though, on the fact that such a huge margin was added in to the odds by a particular, a presumed specific individual putting down over 45% Well, There's VPNs and there's money laundering and who knows, right?

But at the end of the day, the betting market is going to be right at the end.
It's just a matter of how long whatever whale can hold out.
And I do think early, especially in the swing states, there were people absolutely keeping those markets locked in.
But then they just couldn't anymore because they're interpreting the polls as a Trump So right now, all the signs and indications are stacking up for a Trump win.
We've been at Trump Plus 2 this entire time.
People have been watching our daily tracker.
It's had a few hiccups in the last day or two.
It's back up to a Trump plus one today.
I'm pretty sure the average is gonna be Trump plus two.
We're the only pollsters who have been saying that.
The media has been cherry-picking other pollsters to say that Trump is winning.
But right now, the betting markets show that Trump's gonna have a massive win.
All of the election prediction models, Nate Silver, Decision Desk, 538, all show possible Trump win.
And I think our polling does as well.
With Trump plus two nationally, he's probably gonna pick up almost all the swing states.
And our polling in the swing states has been favorable to Trump, too.
We actually just ran Virginia last night, and the results are coming out today.
And we have Trump only down two points in that state.
And everybody's watching the early returns and saying, well, you know, of course, MAGA is cannibalizing their votes with early in person.
But we asked, how do you plan to vote this year?
And people in Virginia who say that they're going to vote in person on Election Day, they go Trump 51 to 44.
So all the signs are really starting to add up.
There's going to be a Trump outperformance of the poll, something I've been saying for weeks I think is going to happen.
And I think Polly Markets is wise to it, and you're not going to hear it on MSNBC, CNN, or any of the networks because they still want to give Kamala Harris this fake narrative that she could win.

You've got Polymarkets predicting this.
I tell you who else thinks that Donald Trump is going to win.
