I thank the Speaker, and I do rise in opposition to the legislation that was just sent to the United States House of Representatives from the United States Senate. | ||
I just spent a good deal of time going around the country, traveling to Iowa, New Hampshire, South Carolina. | ||
You might imagine why. | ||
Spoke to thousands of Americans. | ||
Not one of them, not one American said, please, Congressman Roy, add more money to the debt. | ||
Please, Congressman Roy, keep spending money we don't have. | ||
Keep spending deficit spending every year bankrupting our kids and grandkids. | ||
But that is precisely what we're doing yet again. | ||
Kicking the can down the road. | ||
That's what we do. | ||
It's what we do best in this chamber. | ||
It's what we do best in Congress. | ||
It is why the American people are so frustrated with this town, with the swamp. | ||
Because it is a swamp that is entirely not drained. | ||
Donald Trump has surrounded himself now and people around him have surrounded himself with people who know how to implement policy and know how to implement his most authoritarian instincts. | ||
And he's not, when he's elected, he's not going to bumble through the four years. | ||
Dangerously like he did in his first term. | ||
If he's elected again, he's going to have people in there who have already said they're going after his political opponents. | ||
Already said. | ||
They're going after networks. | ||
I've already said they're going after producers on shows. | ||
I've already said they're going after all of their political enemies. | ||
And it's going to make, I think, probably going to make Orban look like Thomas Jefferson. | ||
We recall that first week of the Trump term in January of 2017 when they tried to institute the Muslim ban, but they didn't know what they were doing, and it was so sloppy that it fell apart very quickly in the courts. | ||
That's probably not going to happen this time around. | ||
They've had now years to prepare and to practice, and Trump is surrounded not only by professionals, but by true believers. | ||
There aren't going to be any guardrails in the White House this time around. | ||
There's not going to be a General Mattis or Kelly. | ||
A few of these I feel like can be linked, and they're all related to the idea Joe was starting to get to, of the idea of punishing foes. | ||
That can be regulatory retaliation, bringing up the IRS or whatever it might be, and sticking them on an opponent. | ||
That could mean federal law enforcement overreach. | ||
And in a grander scale, if there were, let's say, protests against Trump on America's streets, deployment of the military in a domestic fashion, something that his team has already suggested they might do by invoking the Insurrection Act. | ||
Just walk us through these here, which paint a very scary picture. | ||

Yeah, I guess, you know, the broad picture is that this is what the retribution agenda looks like. | |
And the hardest thing, and I think you guys can sympathize, in covering Donald Trump, trying to analyze, explain him, is this, there's just so much. | ||
So how do you tell that story and how do you separate just, you know, the politics as usual stuff, the stuff that isn't really real, and the stuff you should really pay attention to, right? | ||
And so that's what I really tried to do with this report with my wonderful colleagues at Protect Democracy who are, you know, liberals, progressives, conservatives like me, but all really dedicated to this mission. | ||
And what we tried to look at is like, okay, these are the things that he is saying on the campaign trail. | ||
How could they become a reality? | ||
Who are the groups supporting these? | ||
Who's helping him develop these plans? | ||
And what are the powers that he will draw upon to act them out? | ||
And that's really how we landed on this list. | ||
And thank you for putting that graphic up. | ||
I really appreciate that. | ||
So, you know, it starts with the pardon power because that is how everything else happens. | ||
And then once you have that pardon power and you can start directing investigations against your opponents, the regulatory retaliation that will happen across the federal government and things like revoking broadcast licenses for an outlet like MSNBC, which he has threatened many times. | ||
And then it keeps going. | ||
And so, you know, it's really hard because there's great reporting coming from the Atlantic and New York Times, you know, one issue at a time. | ||
But painting the picture about what it looks like to have an authoritarian president and how the threats are not cabined to one issue or one agency, it all comes down to his massive control over the federal government and what he can tell people working for the government to do to enact that retribution agenda against his perceived enemies and I don't like saying enemies because a lot of people are targeted for no reason. | ||
We talk about these massive deportation sweeps that he is vowing to enact, you know, the Operation Wetback times two. It's going to be chaotic. | ||
It's going to be cruel. And even if you support tough immigration enforcement, which I count myself among those, there are going to be people swept up in this. It's happened before. It is certain. | ||
It's not going to happen again. | ||
It will not be limited. | ||
Even if you like Trump, it's not going to be limited to the outgroups that you dislike. | ||
It is coming for everyone. | ||
And Republicans more than anyone should understand that because the people being targeted for investigations top of the list are people who work for him. | ||
This is the primal scream of a dying regime. | ||

The warning signs of the removal, potential removal for Johnson, particularly if Speaker Johnson does not take the hard line here. | ||
does not take the hard line on this fiasco they're going to put forward on Ukraine. | ||
And now the borders attach that, right? So he didn't attach it to the CR, which he should have. | ||
But Peter, let me just tell you who didn't vote for him yesterday. This is probably the one of the most extraordinary votes of any importance in, I think, congressional history for his leadership. | ||
Elise Stefanik, I think the number three in leadership, did not vote for it. | ||
Also, Jody Arrington, the budget chair, voted no. | ||
The Veterans Affair, Mike Boast, voted no. | ||
Mike Gallagher of Wisconsin chairs the China Select Committee. | ||
Mark Green, the Homeland Security Chair. | ||
Mike Katz, the Ethics Chair. | ||
Jim Jordan, the Judiciary Chair. | ||
Brian Stell, the Administrative, Natural Resource Chair. | ||
Bruce Westerman, Small Business Chair. | ||
Roger Williams. | ||
They've never had a revolt at a leadership. | ||
And then a bunch of second tier, you know, sub-chairmen underneath that, including Warren Davidson, a close ally of Jordan, actually went to the floor. | ||
He told people internally, this is important for the audience to understand. | ||
That day, Emmers and these guys said, we need a show of force. | ||
We can't have any more than 15 or 20 defections. | ||
We think we've kept to that. | ||
It was 108, including almost 15 chairmen of committees in senior leadership or sub-chairmen of committees. | ||

Yesterday was a debacle as far as continuing this fiasco. | ||
It's hard to tell the difference, Steve, between Mike Johnson as speaker. | ||
McCarthy is speaker and Pelosi is speaker. | ||
I mean, they're all governing with a Democrat majority. | ||

And why do we have... Okay, so we got a hundred Republicans voting no, but that means we had a hundred others vote yes. | ||
Who are these people? | ||

Roy's speech was magnificent. | ||
I think that one should be in the history books, because he makes the point that every Republican who voted for that abomination yesterday voted against what it stood for earlier. | ||

We've got, the American economy is effectively a methadrine addict. | ||

You are magnificent in terms of mobilizing opposition and informing people why that opposition is necessary. | ||

And two things are coming. | ||
They're coming with another $100 billion because they've got to get $60 billion to the money laundering operation in Ukraine. | ||
And then they're working on the side. | ||
Folks, this is what you're going to see next week. | ||
They've got another $80 billion Keynesian, another stimulus of child tax credit, where they've thrown on some temporary tax relief for entrepreneurs, which is, I love that, but not in this situation. | ||
And you've got with these deficits, And you've got a Keynesian stimulus coming from the child tax credit, which is just going to targeting Biden's specific demographic groups to get them out to vote. | ||
Cause there's no enthusiasm. | ||
Tell people right now with, with where we are with now hitting 35 trillion by the end of March, what's going to happen here. | ||
If you continue to pile in these Keynesian massive hundred billion dollars every couple of weeks, stimulus over the seven trillion, we're already spending with the $2 trillion deficit, brother. | ||
Well, let me start by saying the more than 100 Republicans who voted for this abomination effectively were helping Joe Biden In his attempt to get reelected, because the whole Biden-Yellen-Bernstein strategy is to hyper-stimulate the economy and hope that people will start feeling better by the time the election day rolls around. | ||
Of course, that's an abysmal failure, and here's why, Steve. | ||
We have what is building now a rerun of the 1970s in a classic stagflation scenario, meaning simultaneous inflation and slow or no growth. | ||
Yes, inflation rates are going down now. | ||
But the inflation has gone up so high that they're baked in, inflation is baked into the economy, killing poor people, middle class people, and the percentage increases we're seeing are from a bigger base, right? | ||
So you got, here's the way the stagflation scenario unfolds and unravels. | ||
You have a massive Keynesian fiscal stimulus, meaning way too much money chasing too few goods that puts pressure on prices at a time when it was unnecessary to provide any kind of stimulus. | ||
Now, then the stag part of the equation comes in, just as it did in the 1970s, is that the Federal Reserve Is the only one that can maybe come to the rescue by jacking up interest rates substantially. | ||
Now, what does that do as the rates go up and we get into this massive debt, Steve, that you've outlined? | ||
I mean, the levels are beyond scary and they're difficult to wrap your head around. | ||
What happens is that fiscal cliff is very simple. | ||
Interest rates on the debt. | ||
The rollover debt of the existing debt and the debt you have to finance for the new expenditures takes a bigger and bigger bite out of taxpayer revenues going in to fund the government budget. | ||
You have more money going to bondholders, many of whom are outside this country, and less money going to everything you need for the government, education, transportation, defense, you name it, Medicare, Social Security, right? | ||
And that's where we're headed. | ||
That's where we're headed because the Congress Will not wrap its head around the realities and the abomination of this, Steve, is Republicans Helping Republican speakers govern from a middle, which is Democrats. | ||
And it's not even a middle. | ||
It's a radical, crazy kind of Democrat spending, which is taking us all down. | ||
And it's just like the 70s, Steve. | ||
Higher, high for longer. | ||
High for longer. | ||
Remember that phrase, everyone out there in posse land. | ||
Interest rates will remain high for longer. | ||
Because of the overspending and the inflation that's getting baked in to the economy. | ||
And eventually, that push has got to come to shove. | ||
And we're seeing it! | ||
Yeah, retail sales, consumers are still spending, they still got a little cushion. | ||
But businesses out there, okay? | ||
The only thing, Steve, holding up the stock market right now, the only thing, is this artificial intelligence, secular wave, Which at its root is going to make corporations a lot of money. | ||
How? | ||
By laying people off. | ||
So all of this is coming at us. | ||
And you know what, Steve? | ||
The American people understand every bit Of this. | ||
They understand that it's harder for them to live and feed their family. | ||
They understand that their jobs increasingly at risk and they understand that the swamp is still a swamp. | ||
Congress is the uniparty and the Republicans have, they missed, the train has left the station now. | ||
They have missed a golden opportunity in the two years leading up to the November election. | ||
To actually make meaningful change. | ||

We know and we knew going into the Iowa caucus that that was going to be wired for Donald Trump. | ||
And it is, I'll say, just a caucus. | ||
And it's not even predictive of who the Republican nominee is going to be if passed his prologue. | ||
Um, so it's great. | ||
Uh, the strong showing was unprecedented. | ||
Donald Trump broke a record there. | ||
Um, I think it's really interesting that, uh, DeSantis held on by the skin of his teeth to finish second over Haley, cause Haley would be even more unbearable than she already is if she had, uh, come in in that second spot. | ||
But, uh, what's, what's been laid now is a very clever trap. | ||
For Donald Trump over the next two primaries, the first one on Tuesday in New Hampshire. | ||
And then a month later, the next primary on the calendar, besides Nevada, which I think is also a caucus, South Carolina. | ||
Okay. | ||
And so the reason why South Carolina may be problematic. | ||
is that that's where Nikki Haley hails from, so she's going to try to play the favorite daughter card, okay? | ||
But let's talk first about New Hampshire, right? | ||
So, first of all, I mean, look, I love that state. | ||
When I was a kid, My father was a professional musician, and we used to go up and gig up at the Mount Washington Hotel, which was the one that hosted the Bretton Woods conferences that established the dollar standard. | ||
So it's a very historical place, beautiful place. | ||
At least the upcountry grandestators really well, and the slogan on the license plate, live free or die, is legitimate when you get north of Portsmouth. | ||
But New Hampshire itself has become a very schizophrenic state because people, it's kind of ironic in a way, the Democrats who work along the Beltway in Boston, Love to drive back over the border into New Hampshire for tax reasons and others. | ||
But they've established a very large base of Democrat support in the southern part of the state. | ||
So you got that kind of traditional battle now between the MAGA deplorables, the live free or die folks, the real American patriots. | ||
The places in New Hampshire where sons and daughters have actually gone to Iraq and Afghanistan and other endless wars to serve this country versus the middle to upper middle class elites in the Portsmouth area who commute to Boston and have embraced kind of radical Democrat politics. | ||
So, not surprisingly, you may be surprised to hear this, but New Hampshire really hasn't gone Republican for the president in many cycles. | ||
You think of it as a Republican state, but it's not. | ||
So that's the first thing that Donald Trump is walking into. | ||
Now, the trap that's been set by Haley, And the money behind her, which is all that dark money, whether it's the Koch network or some of these Wall Street billionaires or anything in between, right? | ||
The trap which has been set is that this is not a true Republican primary, which is to say that it's not just Republicans who are going to cast ballots in New Hampshire. | ||
And the math is scary here, okay? | ||
30% of the electorate in New Hampshire is indeed registered Republican, okay? | ||
But, 40%, 40% independents. | ||
And in this so-called Republican primary in New Hampshire, those independents are allowed to vote in the Republican primary. | ||
Primary. | ||
And all that dark money that's funneling through Nikki Haley's mouth? | ||
That's designed to get independents to back her instead of Trump. | ||
Now, that's not the only problem. | ||
It's also true that New Hampshire has very lax rules about Democrats re-registering as independents or Republicans prior to the primary voting As Republicans or as independents voting in the Republican primary and then after it's over they re-register and then they vote for their Democrat, right? | ||
Okay, now those numbers are equally scary. | ||
In 2016, when there was a contested primary there, there were 200,000 votes cast in the Republican primary. | ||
There may be as many as 10,000 Democrat crossover votes voting in this particular race, okay? | ||
So if you do the math, you've got 40% Independents eligible to vote, you've got 10,000 Democrats In a race where there's only going to be a couple hundred thousand votes, it's like what it's going to do is inflate Haley's numbers more than it otherwise would by a large margin. | ||
And the other thing, the next thing, okay, this is not a winner-take-all state. | ||
Not a winner-take-all state. | ||
Meaning that there's 22 electoral votes there to be had. | ||
And because of how weird the whole math there is, whoever finishes and isn't the name Donald Trump will take some of those electoral votes. | ||
So what Haley's strategy is, it's very simple. | ||
Once you understand this math, it's very simple. | ||
She wants to have a strong showing in New Hampshire in this fake Republican primary and grab enough electoral College votes, or votes to elect the Republican nominee so that at a minimum she'll have leverage to put her sweet sorry ass, is what it is, on the ticket as Vice President. | ||
I can tell you, having been in the White House with her, she is a snake. | ||
A snake. | ||
And she's not even in the grass because grass doesn't grow between that snake. | ||
And then what she's hoping to do is then take that momentum, whatever it is she's got, swing into South Carolina, try to argue that Trump has feet of clay, and then leverage her favorite daughter. | ||
Now the problem she has, of course, First of all, Super Tuesday is on March 5th, and Trump's going to blow her out of the water, so forget about that strategy. | ||
The second thing is that people don't love her in that state. | ||
People have figured out that she's not a MAGA Republican, and South Carolina has no shortage of MAGA Republicans. | ||
So, I want you to go into New Hampshire, With eyes wide open and manage your expectations, okay? | ||
Manage your expectations. | ||
If Trump doesn't get the blowout win you might be expecting based on the national polls, it's because These people have cleverly stacked a deck against Trump. | ||
And by the way, the Republican National Committee, which is a bunch of never Trump, Rhino, Koch brother, dark money, just, just scum of the earth, have allowed all of that. | ||
Okay. | ||
They have allowed all of that. | ||
So. | ||
Tuesday night, let's see what happens. | ||
But know this, come March 5th, Trump's the nominee. | ||
Come the convention, and probably well before, the one name that will not be, will not be on that ticket with Donald John Trump will be Nikki Haley. | ||
That dog, and it is a dog, won't hunt. | ||
That would be the worst possible human being to put in the West Wing, in the same old office that Pence sat in, down the hall from Donald Trump's Oval Office. | ||
And Donald Trump knows this. | ||

The other thing, then, I think that's worth talking about with respect to New Hampshire is The Dark Knight, otherwise known as Chris Sununu. | ||
See, I knew his daddy back in the day. | ||
I was getting my doctorate at Harvard working on energy issues, and John Sununu, when he was governor, he and I had a common bond because we were both concerned about the integrity of the electricity grid way back then in the 1970s. | ||
And we saw the electricity shortages coming. | ||
We were, we were working on stuff. | ||
Um, and I had some measure of respect for the man at the time. | ||
Okay. | ||
But here's the thing you got to know about Sununu and he's, he's now, um, endorsed Nikki Haley and he's trying to kind of have her ride his coattails short as they are turning out to be. | ||
John Sununu went from the Governor's Mansion in New Hampshire to the West Wing as the Chief of Staff to George Bush. | ||
And I'm not talking about W, I'm talking about HW. | ||
But see, the Sununu clan is of the Bush-Cheney tree, and you've already had Chris Sununu Supporting the war in Ukraine with both feet there. | ||
And his feet aren't the ones boots on the ground that he wants to send to Ukraine. | ||
It's Americans who he wants to go die there. | ||
So, Sununu is not credible to MAGA. | ||
Sununu will have small, if any, coattails. | ||
And the only reason why people like Sununu are helping Nikki Haley is because he wants to get rescued from the smaller stage of the New Hampshire governor's mansion. | ||
To have some kind of cabinet office in a Haley administration. | ||
