| You know, in the months that we were gone, in the weeks, House Republicans have uncovered serious and credible allegations into President Biden's conduct. | ||
| Taken together, these allegations paint a picture of a culture of corruption. | ||
| Now, here's what we know so far. | ||
| Through our investigations, we have found that President Biden did lie. | ||
| to American people about his own knowledge of his family's foreign business dealings. | ||
| Eyewitnesses have testified that the president joined on multiple phone calls and had multiple interactions. | ||
| Dinners resulted in cars and millions of dollars into his son's and his son's business partners. | ||
| We know that bank records show that nearly $20 million in payments were directed to the Biden family members and associates through various shale companies. | ||
| The Treasury Department alone has more than 150 transactions involving the Biden family and other business associates that were flagged as suspicious activity by U.S. | ||
| banks. | ||
| Even a trusted FBI informant has alleged a bribe to the Biden family. | ||
| Biden used his official office to coordinate with Hunter Biden's business partners about Hunter's role in Burisma, a Ukrainian energy company. | ||
| Despite these serious allegations, it appears that the President's family has been offered special treatment by Biden's own administration. | ||
| Treatment that not otherwise would have received if they were not related to the President. | ||
| These are allegations of abuse of power, obstruction, and corruption. | ||
| And they warrant further investigation by the House of Representatives. | ||
| That's why today, I am directing our House Committee to open a formal impeachment inquiry into President Joe Biden. | ||
| This logical next step will give our committees the full power to gather all the facts and answers for the American public. | ||
| That's exactly what we want to know. | ||
| The answers. | ||
| I believe the President would want to answer these questions and allegations as well. | ||
| This effort will be led by Chairman James Comer of the Committee on Oversight, in coordination with Chairman Jim Jordan for Judiciary Committee, and Chairman Jason Smith on Ways and Means. | ||
| I do not make this decision lightly. | ||
| Regardless of your party or who you voted for, These facts should concern all Americans. | ||
| The American people deserve to know that the public offices are not for sale, and that the federal government is not being used to cover up the actions of a politically associated family. | ||
| Now, I would encourage the President and his team to fully cooperate with this investigation in the interests of transparency. | ||
| We are committed to getting the answers for the American public. | ||
| Nothing more, nothing less. | ||
| We will go wherever the evidence takes us. | ||

| On this very floor in January, the whole world witnessed a historic contest for House Speaker. | ||
| I rise today to serve notice. | ||
| Mr. Speaker, you are out of compliance with the agreement that allowed you to assume this role. | ||
| The path forward for the House of Representatives is to either bring you into immediate total compliance or remove you pursuant to a motion to vacate the chair. | ||
| We have had no vote on term limits or on balanced budgets as the agreement demanded and required. | ||
| There's been no full release of the January 6th tapes. | ||
| As you promised, there has been insufficient accountability for the Biden crime family. | ||
| And instead of cutting spending to raise the debt limit, you relied on budgetary gimmicks and rescissions. | ||
| So that you ultimately ended up serving as the valet to underwrite Biden's debt and advance his spending agenda. | ||
| Mr. Speaker, you boasted in January that we would use the power of the subpoena and the power of the purse. | ||
| But here we are, eight months later, and we haven't even sent the first subpoena to Hunter Biden! | ||
| That's how you know that the rushed and, you know, somewhat rattled performance you just saw from the Speaker isn't real. | ||
| At this point during Democrat control over the House of Representatives, they had already brought in Don Jr. | ||
| three times! | ||
| And we haven't even sent the first subpoena to Hunter Biden. | ||
| Power of the subpoena and power of the purse. | ||
| Only thing the 118th Congress is known for at this point is electing Kevin McCarthy's speaker and underwriting Biden's debt. | ||
| And unfortunately, there's only one of those things we can remediate at this time. | ||
| Power of the purse. | ||
| Our leadership right now is asking us to vote for a continuing resolution. | ||
| A vote for a continuing resolution is a vote to continue the Green New Deal, a vote to continue inflationary spending, and in the most troubling of fashions, a vote for a continuing resolution is a vote to continue the election interference of Jack Smith. | ||
| Mr. Speaker, we told you how to use the power of the purse. | ||
| Individual, single-subject spending bills that would allow us to have specific review, programmatic analysis, and it would allow us to zero out the salaries of the bureaucrats who have broken bad, targeted President Trump, or cut sweetheart deals for Hunter Biden. | ||
| September 30th is rapidly approaching and you have not put us in a position to succeed. | ||
| There is no way to pass all the individual appropriations bills now. | ||
| And it's not like we didn't know when September 30th was going to show up on the calendar. | ||
| I must be better, you must be better, and this House must be better, for it is the last best hope for tens of millions of Republicans. | ||
| We demand real oversight against this weaponized government. | ||
| Just look at the bribery. | ||
| If tens of millions of dollars flowing from foreign corrupt people into the bank accounts of the Biden family wasn't enough for actual impeachment, why were we even looking? | ||
| Joe Biden deserves impeachment for converting the vice presidency into an ATM machine for virtually his entire family. | ||
| We all see it. | ||
| We all know it. | ||
| Now, moments ago, Speaker McCarthy endorsed an impeachment inquiry. | ||
| This is a baby step following weeks of pressure from House conservatives to do more. | ||
| We must move faster. | ||
| Now I will concede that the votes I have called for will likely fail. | ||
| Term limits, balanced budgets, maybe even impeachment. | ||
| I am prepared for that eventuality because at least if we take votes, the American people get to see who's fighting for them and who's willing to tolerate more corruption and business as usual. | ||
| Mr. Speaker, dust off our written January agreement. | ||
| You have a copy. | ||
| Reflect on the spirit of that agreement and build on the start that we had moments ago. | ||
| Begin to comply. | ||
| No continuing resolutions. | ||
| Individual spending bills are bussed. | ||
| Votes on balanced budgets and term limits. | ||
| Subpoenas for Hunter Biden and the members of the Biden family who've been grifting off of this country. | ||
| And the impeachment for Joe Biden. | ||
| that he so richly deserves. | ||
| Do these things, or face a motion to vacate the chair. | ||
| And let me alert the country, a motion to vacate might not pass at first, but it might before the 15th vote. | ||
| And if Democrats bail out McCarthy, as they may do, then I will lead the resistance to this uniparty and the Biden-McCarthy-Jeffries government that they are attempting to build. | ||
| I know that Washington isn't a town where people are known for keeping their word. | ||
| Well, Speaker McCarthy, I'm here to hold you to yours. | ||

| I want to go to the War Room and Congressman Matt Gaetz. | ||
| We had a hostage video. | ||
| By Speaker McCarthy, and then one of the most powerful throwdowns of the gauntlet I think people have seen in living memory in the well of the House by Congressman Matt Gaetz. | ||
| Congressman Gaetz, at the beginning of the impeachment inquiry, you clearly rattled McCarthy. | ||
| They came back and they ran out and did this thing at 11 o'clock. | ||
| Is that not good enough for you? | ||
| Is that not going to buy him some time? | ||
| My goal is not to rattle Kevin McCarthy, but to motivate him to do what he said he was going to do during the speaker contest in January. | ||
| And I think what I showcased today is that I was really serious about those commitments. | ||
| I'm not willing to just let those go by the Wade side, like all the other Washington commitments that get made and broken in this town. | ||
| That's why Kevin McCarthy fought so hard against the one member motion to vacate. | ||
| Because he knew then that he would be held to account for those things that he had promised. | ||
| Now, as for the inquiry itself, Steve, we could go back and watch the videos in January of this year when Kevin McCarthy was gaslighting the Dickens out of an impeachment of Alejandro Mayorkas. | ||
| He'd run down there to Texas and say, boy, he was going to get that impeachment inquiry rolling on the border and on Mayorkas, and if any Republicans stood in his way, well, that would mean that they were an impediment to impeachment. | ||
| You know, one of the things I've learned watching the war room is pattern recognition. | ||
| So here's the pattern. | ||
| Kevin McCarthy sees his power challenged, he gaslights an impeachment inquiry, and then the actual work goes undone. | ||
| If we were serious about holding the Biden crime family to account, why have we not sent the first subpoena to Hunter Biden? | ||
| Why have we not engaged in the vertically integrated subpoena strategy that I have laid out multiple times on The War Room? | ||
| That you don't just go after the principal, you go after their assistant, their Uber driver, their emails, their internet service provider. | ||
| That's what the January 6th Committee did, and I'm not too good to learn a little bit from some of their tactics. | ||
| But we didn't deploy those tactics because what we saw was fundamentally unserious. | ||
| Joe Biden deserves impeachment. | ||
| And if Kevin McCarthy puts that on some protracted, you know, sort of, you know, a wandering endeavor, then we will have to bring it into focus. | ||
| But impeachment, while impeachment is critically important for the rule of law and for fairness, I do not want to lose sight of The commitments that were made on spending. | ||
| The only real way you attack the administrative state, it's not with press releases, and it's not with tweets, and it's not even with grandiose speeches. | ||
| The way you attack the administrative state is to line by line, tweeze through, at a programmatic level, the budgetary requests that come in. | ||
| And if we did that with each individual agency and set weeks and months aside to do it, we would actually probably be shamed into putting the interests of the American people above the interests of the lobbyists and the political action committees who run this town and for far too long have run Kevin McCarthy. | ||
| The center of gravity of your speech was about spending and about the CR. | ||
| Are you foreshadowing a showdown that's going to take place before midnight on the 30th of September about the spending and about the appropriations? | ||
| We were promised that all the cuts would come to appropriations. | ||
| Are you foreshadowing right now that you are going to single-handedly, with your colleagues, 20, 30, 40, force the Biden regime to shut down the government? | ||
| Well, Steve, you know, my grandfather was a prairie populist in North Dakota. | ||
| And he always used to say, don't tell me about your values. | ||
| Show me your checkbook and your calendar and I can tell you what your values are. | ||
| So right now, if you were to look at the calendar of the house, we've spent a lot of time on post offices. | ||
| We've had days where the only thing we voted on are the rules for the next vote on a subsequent day. | ||
| And now here we are backed up against the government funding deal running out, and they're trying to fast roll a bunch of these appropriations to the floor. | ||
| I just think that is so indicative of how this place has worked. | ||
| And it's not a bug of the system. | ||
| It's a feature. | ||
| So yes, I showed it. | ||
| Look, what I would prefer ...is for Speaker McCarthy to reflect on the agreement he made in January, observe the political conditions that we have, and come into compliance with this agreement. | ||
| That is my preference. | ||
| My preference is not to file a motion to vacate. | ||
| You know why? | ||
| As I sit here and talk to you, I don't really know how that ends. | ||
| And it's not guaranteed that it won't get worse before it has to get better. | ||
| But one thing I do know is that you get treated in this town exactly like you allow yourself to get treated. | ||
| And if House conservatives are willing to be McCarthy's coalition partner on the frivolous and then watch him Partner up with Hakeem Jeffries on the spending and the substantive? | ||
| Then we are clowns. | ||
| And that is not what we fought in January for. | ||
| Now, you know, you said back then that that was the five, six days that changed the world. | ||
| And I admonished you that that was false. | ||
| Because the only thing we had done in January was develop a toolkit. | ||
| And if we spend our time admiring those tools and saying how shiny and pretty they are, and if we don't use them, then people will suffer and it will be our fault. | ||
| So I'm ready to pick up some of these tools and to put them to work for the American people on exactly the same thing I've been saying since January. | ||
| Congressman, I remember when you said that it was right when you won the first big battle here. | ||
| I tell you what, we're gonna take a short break. | ||

| You've got all these Republicans on TV saying there's no there, there, and yet I don't know that anyone doubts that this is where the Speaker McCarthy is heading. And I wonder. | ||
| If that still requires, and I guess your presence here today suggests the White House is taking it seriously, but I wonder what you sort of need the President's allies to be girding for in this sort of post-fact, post-reality-based Republican caucus. | ||

You know, I think it's really critical in a moment like this for the truth to get out. | |
| I think it's why it's so important that what you're doing on this show, showing the truth, that House Republicans themselves have said there's no evidence to pursue an impeachment of the president. | ||
| You see that with what Speaker McCarthy did today. | ||
| Just 10 days ago, he promised that he would hold a vote, a full vote of the House, before he opened any impeachment inquiry. | ||
| Well, what happened? | ||
| A bunch of Republicans came out and said, I can't support that. | ||
| We're not ready to move to that because there is no evidence. | ||
| And so he declares it by fiat that there's going to be an impeachment inquiry. | ||
| I think that it really puts the onus on the independent press to scrutinize the lies and the false claims the Republicans in the House are making, the same ones that they've relied on for four years to attack this president baselessly over and over again, their own witnesses, their own documents coming out and saying the president didn't do anything wrong. | ||
| These are the things that the press needs to cover. | ||
| It can't just be about, oh, Speaker McCarthy is threatening an impeachment or MTG said this today. | ||
| It needs to be a full investigation of their claims and to hold them accountable for the truth. | ||
| Because the truth is that the president did nothing wrong, that the Republicans in the House are wasting millions and millions of taxpayer dollars. | ||
| Okay, let me have it. | ||
| Congressman Gates, I can tell you from my sources around Washington, D.C., they're blaming you. | ||
| They're saying McCarthy was rattled by you. | ||
| He knew you were going to make this speech today. | ||
| He knew it was going to be powerful. | ||
| He knew you would put him on notice and put him on the clock, and that this is why he ran out and made the hostage video. | ||
| Your response and observation, sir? | ||
| First of all, that is the best-dressed we have ever seen John Fetterman. | ||
| His shirt had both buttons, and the entire pant was not elastic. | ||
| There were elastic features, but it was not exclusively elastic. | ||
| And so, I don't know what tent store he bought that muumuu at, but it appears to be new, and I am grateful that he's really upping his game in that regard. | ||
| And to hear Nicole Wallace talk about the post-fact environment that we live in, I'm just wondering if when she was out there as George W. Bush's shill, lying about weapons of mass destruction in Iraq, whether that was the post-fact world or whether that was the pre-fact world that Nicole Wallace was living in. | ||
| As it relates to the work ahead, we can call it whatever we want, but Joe Biden was involved in Hunter's business deals. | ||
| And then when the evidence became overwhelming as a consequence of the bank records, you had the Department of Justice attempt a sweetheart deal that functioned less as an admission and more as an inoculation for Hunter Biden. | ||
| So they were corrupt. | ||
| They got rich off of it. | ||

| They dissolved the China policy at the Department of Justice established by President Trump to go after the malign influence of the Chinese Communist Party. | ||

| And you saw that prosecutor get fired. | ||
| Not as a consequence of true policy objectives of the United States. | ||
| In 2015, there was an interagency review saying that Shulkin was doing enough to warrant continued aid. | ||
| And then you have Joe Biden use that as leverage, that very aid, so that the people paying Hunter and supporting the lifestyle of the entire Biden family could get rich. | ||
| Like, this is not a hard story to tell. | ||
| A first-year law student could win this case before a fair jury. | ||
| Now, the United States Senate isn't a fair jury. | ||
| It's full of great fashion icons like John Fetterman. | ||
| But I think that the Senate will be the platform and the American people will be the jury when we put that case on before them. | ||
| Congressman, you went throughout, during the break, you went throughout the country. | ||
| I know you visited with various colleagues and met with a lot of the Republican base and Republican Party folks throughout the country. | ||
| You made your speech, The Center of Gravity of Spending. | ||
| Where are the heads right now of the folks throughout the country that you met on this whole issue of getting spending under control and focusing on what they promised to do back in January? | ||
| There is such a deep resentment out in the country over what Washington has done to the American economy. | ||
| Because people who have worn their names on their shirts, who have worked for a living, who have saved a little money, have watched our poor decisions diminish what they have. | ||
| Limit when they can retire and fundamentally alter their quality of life everywhere from the grocery store to the gas station to whether or not they could take a vacation with their loved ones. | ||
| And as that's going on, you have Republicans and Democrats lining up to hold hands to send another $28 billion over to Ukraine, even seeking to lash that money to what we would all agree to do to support our fellow Americans in Hawaii. | ||
| And so there is an anxiousness and an anxiety. | ||
| And there were moments that were not comfortable for me. | ||
| Because I saw people come up to me and really take measure of whether or not I was serious about the work I have been doing to change Washington, or whether or not I'm going to allow this place to continue to do what it's always done, burning away the future of our fellow Americans, making decisions for foreign elites abroad and special interests here at home. | ||
| And I know that my future, that the way I'm remembered here, will not be lashed to Kevin McCarthy if he chooses failure theater over action. | ||
| I will take action because we've had eight months of the failure theater, and the American people have seen through it. | ||
| I've been in California, Arizona, Florida. | ||
| I've been in small group settings, in large rallies and arenas. | ||
| And what I can tell you is people want to see a Republican team in the House of Representatives that is unified, but unified around a theory of effectiveness and action, not just sending out tweets and press releases and talking about how aggrieved we are as they go and push 91 charges against Trump, weaponize the government, and cover up for the corrupt Bidens. | ||
| Congressman, you have your force multipliers in this audience. | ||
| Walk us through, in your mind, what's the process over the next couple of days as we roll out towards September 30th. | ||
| Walk us through the process, what you see happening, and then I want your call to action for this audience. | ||
| Well, the best thing to happen would be McCarthy immediately steps into compliance with this deal. | ||
| My plea to the posse, contact your members of Congress and say you want a term limits vote. | ||
| You want a balanced budget vote. | ||
| You don't understand why there's not individual bills being voted on regarding our spending. | ||
| And if Joe Biden hasn't committed impeachable offenses, then who has? | ||
| Turning the vice presidency into an ATM machine for his own family. | ||
| So I really believe that the Posse can be active and engaged. | ||
| I appreciate all their support. | ||
| But I also know we all have to be held to account. | ||
| Myself included. | ||
| And I've done a lot of personal reflection. | ||
| And I know I can do better. | ||
| And today was the beginning of that for me. | ||
| And I'm committed to continuing to give my best effort going forward. | ||

| Congressman Gates, there's talk in Washington that they're going to try to force through a clean CR, just for the edification of our audience. | ||
| Would that mean, if that is what they're trying to do, the spending levels of Nancy Pelosi, would there have been any change at all if Nancy Pelosi was still Speaker in that regard? | ||
| No, in the words of Congressman Matt Rosendale, Nancy Pelosi could have gotten us a clean CR. | ||
| What was the point of Republican control if it wasn't to obtain wins for our ideas and our values and our constituents? | ||
| Here we've used leverage poorly. | ||
| And that started when Kevin McCarthy gave up the game on the debt limit deal. | ||
| And now we're in a situation where, you know, Schumer and Biden are out there saying McCarthy is committed up to the highest limits of this. | ||
| So I think that a clean CR is agreeing that we're going to continue to fund the election interference of Jack Smith. | ||
| It means we're going to continue to fund the deal that McConnell and Pelosi made that House conservatives derided in its time. | ||
| So let's be consistent Let's be honest with the American people about the fact that the government grew 40% during COVID and Republicans saying that a 1% cut even off of that is a win is insulting in how de minimis and frivolous it is and look if we don't do this It's not going to be sustainable. | ||
| The greatest country in the world cannot operate with annual $2 trillion deficits. | ||
| It's so obvious, I can't even believe I have to say that out loud. | ||
| And this is not occurring in a vacuum. | ||
| We're seeing the BRICS system pull away from the dollar. | ||
| We're seeing Iran and Saudi Arabia work with China to sell more energy in the yuan. | ||
| We're seeing the African Union come together and seek a central currency where fewer resources out of Africa are moved in the U.S. | ||
| dollar. | ||
| So in this time of global infrastructure and the economy building up to de-dollarize, we certainly need to be making more prudent, responsible, and conservative decisions here at home before there is an austerity that's going to hurt people a great deal more. | ||
| You had a hard six at the end. | ||
| You started with 20. | ||
| On the debt ceiling deal, you got to 70. | ||
| You forced McCarthy to get, I don't know, 80 or 90 votes from Majority Leader Hakeem Jeffries. | ||
| Right now, as you do your soft head count, where do you think you are in this fight? | ||
| No, I think it's going to be a lot of the usual suspects that you've seen. | ||
| But I'll be honest with you, Steve. | ||
| I am not engaged in a political maneuver here. | ||
| This is existential to me. | ||
| I promised the American people that this was going to change this Congress because of what we did in January. | ||
| And it hasn't. | ||
| And if I don't make it change, then I was either ineffective or dishonest. | ||
| And I'm not willing to be either. | ||
| And so at times, it'll be a group that looks a lot like the 20 or the 6 in different coalitions. | ||
| But even if it's one or two, we have to force these votes. | ||
| We have to show the American people where their lawmakers stand on these difficult questions. | ||
| And then we have to hope that the generations that come well beyond my time in Congress will demand that that be how the institution operates. | ||
| That we don't revert back to the old ways of lobbyists and special interests writing up how they're going to carve up everybody's money in some offshore bank account in Doha or Dubai or in Kyiv. | ||
| That's happened too frequently. | ||

| The Senate, people in the White House, they're all blaming Gates for the beginning of this inquiry. | ||
| You know, because obviously McCarthy looked like he had a couple of bayonets to his back, and he did. | ||
| They were not prepared. | ||
| His bluff got called. | ||

| They were prepared to take that long recess and to come back here and do nothing. | ||
| He was going to get a clean CR. | ||
| And what happened is he got back here and he had people like Matt Gaetz and others prepared to go punch him in the mouth and say, OK, let's go. | ||
| We're not going to do this. | ||
| And that's why he jumped out at 11 o'clock this morning. | ||
| Of course, he was 20 minutes late for that because they were still putting it together. | ||
| He took no questions from the press. | ||
| He was not prepared. | ||
| He had to scramble. | ||
| Remember, they came here and they bifurcated the conference meeting. | ||
| Supposed to be conference meeting, I think it's supposed to be tonight, actually. | ||
| Right? | ||
| They're going to get back on Tuesday. | ||
| It was going to be the it was going to be tonight. | ||
| And then they said, oh, we're going to bifurcate. | ||
| We're going to have one Wednesday morning, one Thursday. | ||
| They're scrambling around because they didn't think Like Gates said, that when people want to own a country, people are furious. | ||
| And I think this is what's so smart about what Matt Gates did. | ||
| The center of gravity of that speech all gets back to spending and de-weaponizing, getting the woke out. | ||
| Which is just, this thing is insane, the seven trillion dollars, and Matt Gaetz has said nobody's come forward with any kind of alternative plan about what's going to happen here, about the sustainability of it. | ||
| I'm glad Matt mentioned at the end, the BRICS, the big announcement by India and Saudi Arabia that comes off the UAE and India trade in rupees, the de-dollarization movement, that is picking up steam. | ||
