And we're back with our politics lead in a Republican revolt of sorts against House Speaker Kevin McCarthy. | ||
This afternoon, just a few minutes ago really, for the first time in more than two decades, the House of Representatives voted down a rule, thanks to a group of Republican hardliners. | ||
Let's get straight to CNN's Manu Raju on Capitol Hill. | ||
So Manu... The folks out there might not understand this, voting down a rule and the significance of it, but it's really a warning shot across the bow to Kevin McCarthy. | ||
Hey, bud, we don't like what you did to us, and we can bring down legislation if you don't listen to us. | ||

Yeah, this is the first time this block of hardliners has really tried to flex their muscle in the narrowly divided house. | |
They can do just that. They can derail the Republican agenda if more than four Republicans vote against any bill that moves along party lines. | ||
And they just did that on a key procedural vote. | ||
Yeah, you mentioned it. Typically, this passes. | ||
A majority party typically votes to approve the rule that sets the parameters for the floor debate for any legislation they consider. | ||
But on this case, More than five of them, in fact, a dozen of them voted against this, effectively scuttling the Republican leadership efforts to push through a couple of bills this week, all forcing Republican leaders to scramble and also causing Republican conservatives to warn that they may use this power next time to continue to derail the Speaker's plans. | ||
Yeah, today we took down the rule because we're frustrated at the way this place is operating. | ||
You know, we took a stand in January to end the era of the imperial speakership. | ||
We're concerned that the fundamental commitments that allowed Kevin McCarthy to assume the speakership have been violated as a consequence of the debt limit deal. | ||

Mr. Buck, is this agenda, is the legislative agenda essentially stalled until the president, until the speaker? | |
It's up to the speaker. What does he have to do? | ||
He has to abide by the agreements that he made at the beginning of this congress. | ||
When he was elected speaker, he made promises. | ||

We wanted to abide by those promises. | |
So what the congressmen were talking about there was the deal that the speaker cut in order to become the speaker back in January on the 15th ballot. | ||
Remember, a number of those deals that he cut actually were never written down, never publicly released, but they were verbal commitments. | ||
And some of them believed that the speaker needed to agree to cut spending even further. | ||
They were saying that he could have violated some of the other commitments when it came to raising the national debt limit. | ||
That did include some spending cuts, but did not go far enough for some number of those conservatives And Jake, as you recall, as part of that deal, too, for him to become Speaker, he allowed just one member, a single member of either party can call for a vote to oust him from the Speakership. | ||
Right now, those Conservatives are not moving in that direction, but they are planning at the moment to continue to derail things going forward until the Speaker moves closer to their demands. | ||

They want the pistol brace expedited as quickly as possible and a commitment on that. | ||
So right now, and Matt Gaetz, if we can put that tweet up, he says McCarthy and the team were supposed to hold the line. | ||
They didn't. In fact, they lied about it. | ||

They supposedly are not going to be able to move anything forward. | ||

Robert F. Kennedy Jr., this Twitter space he did with Elon Musk the other day, the New York Times headline the next morning was, Kennedy promotes right-wing ideas and misinformation. | ||
And what was he talking about? | ||

But where is Robert F. Kennedy for the last 48 hours? | ||

And that is right now, this debt ceiling is not going to go away. | ||

He had an entire, I think almost an hour with the negotiating team from the White House. | ||

Because Kevin McCarthy, not just incompetence, but also the malfeasance, when they understood that they were wrong and didn't understand the deal, and that Biden and this team and the House members were out-negotiating them, they hid it. | ||
The deal that they delivered, It's an insult to everything you've ever worked for. | ||

We're going to suddenly care about the deficit. | ||
I mean, I listen to this stuff and it's hilarious. | ||
Chris Christie's right. Donald Trump and these Republicans, these same Republicans, raised the national debt trillions of dollars during Donald Trump's time in the White House. | ||
And now suddenly they want to take it out on Kevin McCarthy because Kevin understood Republicans have to pay for the debt that Republicans ran up over the past several years. | ||
So tell us exactly what happened on the House floor and how they thought banging the Republicans' head against the wall and helping the Democrats would somehow help them. | ||
So there were 11 Republicans, far-right Republicans, mostly members of the Freedom Caucus, who, angry at the deal that Speaker McCarthy made with President Biden to raise the debt ceiling a week or so back, well, they took it out on him on the House floor yesterday, siding with all Democrats to block a pair of GOP bills to protect gas stoves. | ||
Now, the legislation itself was going to be symbolic in the first place because it has little to no chance of clearing the And this is going to be symbolic as well. | ||
There's a sense that McCarthy will eventually be able to work around this and get it to the floor for a vote. | ||
But it should be noted, this is the first rule vote, Joe, to fail since November 2002. | ||
So it does speak to Republicans, at least a faction of them, being angry at McCarthy. | ||
And of course, lastly, the backdrop to all of this is it doesn't take much for McCarthy's grip on the speakership to be threatened. | ||
And though they have not signaled they're going that route yet, they want to at least display some frustration, and maybe they will down the road. | ||

You know if they're pumping the deal, it's good for the country, it's good for MAGA, it's good for the Republican Party. | ||
If Morning Joe is saying he's a statesman, McCarthy double-crossed people. | ||
He looked people in the eye and he lied. | ||
We now know from the negotiations that he had already given up the cap in the one year. | ||
He had uncapped this and given it for two years. | ||
A monumental, something that's going to have so much hurt on our economy, it's going to be unbelievable. | ||
This summer when you're driving, it's much more expensive than driving cars. | ||
That is a direct connection to this bill that shows the world that we don't care about deficits. | ||
We don't care about printing more money. | ||
That's why the Saudis cut the million barrels. | ||
Because as I said, if you're not serious about this, we got to get this up to 80 bucks and maybe 100 bucks a barrel. | ||
This has a direct impact in your life and the impact in the rest of the inflation and interest rates going. | ||
I think the World Bank came out yesterday. | ||
The World Bank, on their assessment, took three or four of the top countries, said you're going to have under 1 % total growth. | ||
The United States, they're predicting, wait for it, wait for it, 1.1 % growth. | ||
Where have you heard that before? Hmm, maybe the war room. | ||
World Bank economist, 1.1 % for this year. | ||
You're entering the lost decades of the Japanese, and you're entering it Because Kevin McCarthy and the Republican Uniparty collapsed. | ||

And I just thought to myself, I think they're losing all credibility if they're going to take my headshot and slap it underneath the sky, because we are nothing of that same. | ||

We know very much what it is and the dangers. | ||

And now today, for the first time, they're underwater with a 45 % at least somewhat favorable and a 49 % unfavorable. | ||
And the Republican independent numbers have just absolutely collapsed, even since March. | ||
Republicans are down from 37 % to 24%, only 24 % favorability number among Republicans. | ||
And Americans like law enforcement. | ||
The FBI isn't like Congress. | ||
It's had a pretty high approval rating. | ||
You know, the whole Sean Hannity thing, the good people out there protect. | ||
Americans don't think that anymore, even independents. | ||
Only 36 % of independents have a favorable view of the FBI right now, and only 11 % are favorable. | ||
55 % have an unfavorable opinion. | ||
And the only group who's actually increased in favorability since March is Democrats. | ||
They're up from 68 % to 72%. | ||
