The Biden-McCarthy debt ceiling bill on a bipartisan basis last night, the final vote was 314 to 117, with members from centrist groups like the House Problem Solvers Caucus, the Republican Governance Group, and the new Democrat coalition providing the critical votes needed for the bill to pass.
Most of the votes against the legislation came from members on the ideological ends of both parties, the House Progressive Caucus and the House Freedom Caucus.
While both groups were vocal in the lead-up to the vote, moderate congressional members quietly ended up with a win, showcasing the reshuffled power structure in this new era of divided government.

I mean, Willie, it's fascinating, isn't it?
We hear from the extremes on both sides talking about all of the problems with this bill.
We hear this may be the end for Kevin McCarthy.
Man, I got to say, 314 to 117.
I mean, whenever I'd be on the House floor and look up at a vote that was supposed to be close, I mean, you rarely got into the 300s.
This was a route. And it really does show that sometimes the people that control the house are the ones in the middle who don't run in front of television cameras every time they have something to say with their hair on fire.

Right. That's exactly right.
And in this time of our crazy wild politics where the loudest extremes get a lot of attention and make all the noise, President Biden, his team at the White House, Speaker McCarthy and his team in the House went ahead responsibly and negotiated this thing pretty quietly.
And they listened to the right and they listened to the left.
Remember, there were calls from progressives for the president to invoke the 14th Amendment to take that huge step and just go ahead and raise it unilaterally, the debt ceiling.
He rejected that. He resisted that.
He said, no, we're going to do this the right way.
And Kevin McCarthy, for all the flaws we've talked about now for years, He did the job and as you say that vote total I think even surprised some people who had been counting the votes even 24 hours ago that yes there is a group on the right and there is a group on the left who rejected this but by and large the center held here and the responsible thing happened so now that bill heads to the Senate where both Majority Leader Chuck Schumer And Minority Leader Mitch McConnell have already endorsed the measure.
During a news conference yesterday, Schumer stressed senators cannot afford to amend the bill and send it back to the House, saying, quote, that would risk default, plain and simple, Joe.
So it does look like, senators we've talked to on this show and off the air, that this will get done by the end of the week.
Remember that X date comes June the 5th now, according to Treasury Secretary Janet Yellen.

A Democratic bill, the humiliation of Kevin McCarthy, and if we can put up my getter from last night, Axios got the scoop.
As we reported live here during the rules vote, when he needed 50-some votes, there was a revolt on the floor then.
Hakeem Jeffries came down, and they cut a deal.
And the side deal is going to be about earmarks and more giveaways to the Democrats.
Because Hakeem Jeffries understands how things roll.
Okay? You would never see Nancy Pelosi down there.
As much as you hate Nancy Pelosi, she's a gangster.
Okay? She runs things with an iron fist.
Right there is Kevin McCarthy.
Begging and pleading on his knees to Hakeem Jeffries and then lied about it.
He came out and said, there's no deals.
That's absolutely a stone-cold lie.
He was caught in it. Axios has got the reporting because the Democrats are so gleeful.
They're gloating. This is their bill.
Russ, vote. It's responsible.
It's that things work. If this bill had a scintilla, a scintilla of what MAGA and what the base of the Republican Party stand for, would they all be high-fiving this morning how responsible Kevin McCarthy is and this is the responsible way and this is knowing how things work, sir? No, of course not.

This is cartel government.
This is the Morning Joe coalition.
300 votes is the cartel, and larger, when you factor in the Democrats that wanted to look good on their scorecards.
But this is a huge route against the Republican establishment in terms of what they got, in terms of trying to negotiate a deal anywhere similar to the House-passed bill.
This thing has no cuts.
It is a freeze.
And it is a freeze with no cap on the debt limit for two years.
And upwards of at least $4 trillion, in terms of what that equals to.
And so this is an enormous fail for Kevin McCarthy.
The Democrats passed this, and the $20 trillion turned into $30 trillion.
So in terms of the coalition that is against him, that he discarded his coalition of House conservatives in exchange for Hakeem Jeffries.
We should start calling him Majority Leader Hakeem Jeffries.
He has discarded the House conservatives, and now he's going to have a significant problem on a bill-by-bill basis, because why on earth would you vote for procedural rules for this cartel?
Kevin McCarthy and Hakeem Jeffries, you want to govern?
Fine. You pass your rules.
And now they have 30 Republicans that said, I want to be part of the 20.
They have 10 new ones.
I want to be part of the 20.
And the ranks are growing.
And this is going to be a very, very difficult two years for Kevin McCarthy because he has no ability now To govern with any sort of unanimity because of what he did in discarding coalition government at the negotiating table with Biden because he believed a lie that default was going to occur.

There's no default. It's not going to be a default on Monday.

Anybody, also the shiny toys and J6 and all this stuff, it's all irrelevant.

Okay? You're not going to jump on shiny toys.
So the 30, what Russ is talking about, on the floor for the rules vote, Give you some inside baseball.
Another 10 joined the 20 coalition.
That's what he means by 30.
The difference between that and 73, because Banks and Boebert got there late but registered no votes.
Of the 73, that difference in the 43 additional, people saying, well, they went and got permission from Kevin McCarthy.
No. They understood.
They didn't need permission from Kevin McCarthy.
They understood in those districts.
If they had voted for the uncapped two-year deal to take basically the power away from the war room audience, because that's what this is about, to take that second year, they would have been turfed out in a primary.
They would have been turfed out in a primary.
And that's what you're going to see in these red districts, that these guys are going to get turfed out.
There is absolutely no justification.
Zero. There is no argument to be made.
Oh, we're going to get in appropriations.
This is, you know, the IRS. There's nothing.
There's nothing in the tissue of lies of this deal.
Nothing that makes up for the one central thing.
You voted to give the Biden regime, not just keep all the programs in place.
Let's even leave that aside.
You voted to give them uncapped, unlimited deficits that have to be paid for by the American people, right?
More printing of money because the wealthy are not going to pay the taxes to do it.
They have to do it, and because of the economy dropping, tax revenues dropping, it could go five, six trillion dollars, whatever it is.
It could be 73. You've basically given them a blank check.
That is the center-beating heart of this, Russ.
Russ, but you see in the 30 to the 73, you see the beginning of the anti-cartel party.

Absolutely. The power in the grassroots is infused into the 20 and to now the 30.
And that is growing. There are more members that are part of that 70 that have just never defied leadership on a speaker vote or a procedural vote.
And they treat procedural votes like speaker votes in the House, which is why there was some drama there yesterday.
And so it's a big deal when Eric Burleson from Missouri joins, goes to the combine, and goes against leadership.
It's a big deal when Barry Moore does it.
It is a big deal when Tim Burchett does it.
And it is a big deal when Tom Tiffany does it.
Diana Hershberger, these are new members that just went through the combine against leadership and defied them and grew the ranks of the 20, and now they're going to be ready for the next fight.
And there are going to be more members of that 70 that say, you know what, I want to be part of the 30, and I'm going to defy leadership on the next one.
So leadership's out beating their chest this morning.
They say, bring it. Okay.
Let's see how that plays out.
But my suggestion would be that he needs to think critically about the coalition government that he ripped up and about how to get back to that as soon as possible and what's necessary to be able to do that.
And I think your point, Steve, is that he can't do that because he's ruined the trust with the American people.

It's mortal. In fact, we're going to work with Russ and the great team over at the center and put together some projections and treat you like the CEOs you are.

Okay, what is it going to look like for Donald Trump when he comes back to the presidency or any Republican that will win?

The more people that are not aligned with you right now, the more that they understand the scam and the con that this is and how it's burying working class and middle class people, more people come with saying, hey, we need significant cuts before there's any more borrowing.

I think for McCarthy, and by the way, do you vacate the motion to vacate today?

Why is these rules votes like speaker votes?
Give us why the procedure votes are so important, and you'll see more and more of these as we go forward, sir.

It gets to why we've cared so much about the Rules Committee.
John Dingell, the longest serving House member in history, says, if I give you the ability to set policy and I get to set procedure, I'll screw you every time.
He didn't say screw. And so the procedural votes that the Rules Committee comes up with, and then they send them to the floor.
They vote on a rule before they vote on every piece of major bill.
And that's why the rules can be so important.
But the leadership says that those are leadership votes.
Those are party. Those are about whether you're Republican or Democrat.
Totally false. But that's what they do.
That's the line that they have used.
That has been shattered as a result of yesterday.
And they're going to continue to try to legislate.
And they're going to come up with shiny objects like you just mentioned.
They're going to put the RAINS bill out, which is not in this bill.
And they're going to say, okay, let's give them that vote.
Well, should Republicans who are part of that 30 give them the vote?
I would argue not. That's how they should be thinking about it and thinking through.
Okay, you don't want our votes in coalition government?
Fine, go get them from Majority Leader Hakeem Jeffries.

The only question about this now is who brought that up?
Was it McCarthy's team that brought it up to Biden or Biden's team?

They wanted to go two years uncapped.
Today is an important day for you.

You've also got Rand Paul says he's going to force a vote to have a combined, I think, $545 billion of cuts in the first two years.

And people say, oh, Bannon, they got permission, you know, these 43 got permission from McCarthy.
No. They knew that if they voted in their districts, it'd be the end of them.
They knew that. They didn't want to go back and face that.
I've talked to many, many of these people.
And they're prepared to do more.
Trust me. You've got to give them an attaboy today for the ones that voted no, the patriots and heroes that voted no.
And you also should put on notice, this is unforgivable.
It's unforgivable.
You've just got to ask them. You gave the most radical regime, a regime that is allowing an invasion of the southern border, a regime that is kowtowing to the Chinese Communist Party every second of every day.
A regime that is illegitimately, with the War Powers Act, funding this escalation in Ukraine, where now the Ukrainians, with our money, are dropping massive drone attacks into Moscow.
Which, hey, if I'm a Ukrainian and I'm getting hit in Kiev, hey, I'm going to give tick for tack.
But they're doing that. The people that are radically invading the schools with this poison.
Everything the Biden regime has done, the illegitimate Biden regime has done, they gave them, with all the other happy talk, appropriation, licensing, and all that nonsense, that tissue of lies, just say, I don't have time for that, you're boring me.
And Russ Vogt and the team, we're going to put up there, they've got the definitive go down, it's a tissue of lies, it's not worthy of my time to even discuss it with you.
Because if it had been anything cut at all, these Democrats would have fought you like a knife fight.

We can't never talk about tax increases for the wealthy.
Can't do that. Cannot possibly do that.

And then when Trump takes over, and not just that, he's shackled.

How'd you get that number? Where's that number?

So let's go ahead and play his morning minute and we'll bring Frank in.

Kevin McCarthy won a prohibitively costly victory yesterday by pushing through the House of Representatives a debt ceiling hike supported by more Democrats than Republicans.
After the vote, the Speaker boasted that it was easier to do than he had anticipated.
Here's why. Surrendering generally takes less effort than fighting.
And prevailing over your partisan foes.
In this case, as a White House official made clear, the so-called bipartisan compromise, quote, locked in, unquote, rather than defunded democratic priorities like hiring 87,000 armed IRS agents and radical leftist energy and climate change priorities.
And there's no limit to how much additional national debt can be incurred over the next two years.
Mr. McCarthy's Pyrrhic victory will have another cost.
It profoundly alienates Republicans who voted for a real opposition to the Biden-Marxists, not a controlled one that merely enables their takedown of America.

You know, I was just struck by his boasting about this whole thing really just being a piece of cake, kind of.
Well, if you do the wrong thing, you know what they say about the road to health.
It's easy downhill, but it's not doing your job.
And I think, again, that last point is the key one for me, Steve.
To the extent The effect of all of this has been really to pull away the last vestige of, you know, camouflage on what is fundamentally the controlled opposition of the Republican establishment.
And it's not just Speaker McCarthy, of course.
It's not just Mitch McConnell.
It's the guys who make up, let's face it, the majority in both the House and the Senate.
They're not representing the Republicans who put them in office.
Yeah, maybe donors, as you point out frequently, but it's not The will of the Republican base, certainly not the MAGA base, for heaven's sakes.
And what we're going to find, I fear, is that the real cost of this travesty is going to be an awful lot of those stay home rather than vote the next time around.
And that's without even getting to concerns about the free and fair nature of these elections.
It's fundamentally Detrimental to the whole idea that we're going to try to actually break the pell-mell rush that the Biden-Marxists, I think of it as Obama-Biden 3.0,
have us on as a trajectory for the undoing of our country to the benefit of whom, principally, well, glad you mentioned it, the Chinese Communist Party And its friends in America.
This is why it's so vital that we hold this speaker to account, that we repudiate him.
And personally, I would recommend vacating the chair at the earliest possible moment.
