people in China and new cases have been confirmed around the world. You don't want to frighten the American public. France and South Korea have also got evacuation plans. But you need to prepare for and assume.
Probably warning Americans to avoid all non-essential travel to China. That this is going to be a real serious problem.
France, Australia, Canada, the US, Singapore, Cambodia, Vietnam, the list goes on.
Health officials are investigating more than 100 possible cases in the US.
Germany, a man has contracted the virus.
The epidemic is a demon and we cannot let this demon hide.
Japan, where a bus driver contracted the virus.
Coronavirus has killed more than 100 people there and infected more than 4,500.
anthony fauci
We have to prepare for the worst, always.
Because if you don't, then the worst happens.

War Room.

Pandemic.
unidentified
Here's your host, Stephen K. Bannon.
This morning, the head of the WHO says Omicron is spreading faster than any previous variant.
Boris Johnson, the British Prime Minister, calls it a tidal wave.
How would you characterize it right now?
anthony fauci
Well, certainly what it is showing us in other countries and I believe soon in our own country, George, is that it has an extraordinary ability to transmit efficiently and spread.
It has what we call a doubling time of about three days.
And if you do the math on that, if you have just a couple of percentage of the isolates being Omicron, very soon it's going to be the dominant variant.
We've seen that in South Africa, we're seeing it in the UK, and I'm absolutely certain that's what we're going to be seeing here.
unidentified
Broadway lives by the motto, the show must go on, but breakthrough COVID cases continue to close curtains here.
The latest to join that list, Hamilton, it had to close a show tonight, cancel a show tonight.
Across the street, Tia had to cancel two shows.
All of this while the most aggressive vaccine mandate yet is set to take center stage in less than two weeks.
Residents told employees they must get vaccinated against COVID-19 by January 18.
Or face a series of escalating consequences that will include pay deductions and the eventual loss of their jobs, according to an internal memo to staff obtained by CNBC.
A memo said the company would contact employees who hadn't declared their vaccination status and uploaded proof of vaccination or applied for an exemption on medical or religious grounds by December 3rd.
Unvaccinated employees who don't comply by January 18 would be put on paid administrative leave for 30 days, following which the company would put them on unpaid personal leave for up to six months.
Employees who still refuse to be vaccinated would then be terminated.
Is much more transmissible, as we've heard, than previous variants, is less severe than previous variants.
At the moment, we think, what does that mean for Christmas?
Should we, can we be getting together with our vaccinated loved ones?
Or do you not recommend that?
Well, Alison, I would recommend that we hang our stockings with care.
I think we have to be careful.
If we're all going to get together, we should all be vaccinated and preferentially boosted.
We should wear our masks if we're uncertain.
And another thing we can do is we could all get tested the morning of our getting together.
steve bannon
Christmas morning test, and of course you've got fully vaccinated, wear your mask indoors.
Okay, we did this cold open for a reason.
We're now entering into a period of chaos, total and complete chaos, brought to you by The Biden administration, remember, there was going to be stability and there was going to be order and there was not going to be the Trump White House chaos because Tony Fauci, the chief scientist, we're going to listen to the science.
And Joe Biden is going to listen to the science or listen to the scientism.
And what you have is total and complete, absolute chaos.
We had CNN, just before I came on, had that doctor, the guy that's on there all the time, and he's saying that the CEOs of, I think, American Southwest Airlines, went today and petitioned, said, we cannot, we cannot possibly have people wearing masks on the airlines.
The doctor said they don't know what they're talking about.
They're at each other's throats.
You're seeing conflicting, conflicting, Opinions everywhere.
Blockbuster News, just as we came on air, it is, I think Johnson & Johnson, let me get this correct, J&J, the J&J vaccine, I think is being pulled by the CDC, I don't want to get this to, CDC warns Americans not to get the Johnson & Johnson shot.
Over blood clot risk following nine deaths.
Panel unanimously recommends more effective Pfizer or Moderna vaccines instead.
And I am quoting from, I'm reading from a headline in the Daily Mail.
It just popped.
Let me repeat that.
CDC warns Americans not to get the J&J shot.
Over blood clot risk following nine deaths.
Panel unanimously recommends more effective Pfizer or Moderna vaccines instead.
OK, what we've got, do we have Michael Patrick Leahy up?
Can I get Michael Patrick Leahy from the Ohio Star?
You've got a blockbuster.
You've got a blockbuster story.
Tell us about what's on the Ohio Star right now, sir, about.
michael patrick leahy
Good afternoon, Steve.
How's our connection here this afternoon?
steve bannon
Yeah, it's perfect.
Go ahead.
Let it rip.
michael patrick leahy
So, this is a story we broke.
Peter Dabrowski wrote the story.
The headline is, a large Ohio hospital system has confirmed they're still distributing the Pfizer COVID-19 vaccine that is not fully approved by the FDA.
It's surprising because the version approved by the FDA in August is a brand label called Comirnaty.
That was approved in August.
It's slightly different.
We don't know how much difference from the version that was used under the emergency use label.
That's called the Pfizer-BioNTech COVID-19 vaccine.
They are apparently legally distinct products.
Now, this is relevant to Ohio specifically because in July, the Ohio State Legislature passed a law, HB 244, that was signed into law By Governor DeWine.
It went into effect on October 13th.
I'll read exactly what it says.
It says, quote, a public school or state institution of higher education shall not require an individual to receive a vaccine for which the U.S.
Food and Drug Administration has not granted full approval.
In Ohio, Ohio State, Ohio University, and Wright State are all requiring students to be vaccinated against COVID-19.
But here's the twist.
We reached out to Ohio Health, one of the largest hospital systems in Ohio, and we asked them, which version of the vaccine are you using?
And this is their exact response.
Quote, as of today's stock, we are currently distributing the Pfizer vaccine that does not have the Comirnaty or fully approved by FDA branding label.
In other words, they're distributing The emergency use version, which is legally different.
We don't know how different it is medically.
We talked to Ohio University.
That's one of the groups that says one of the public institutions of higher education that's requiring mandates.
We asked, which version are you using?
And they said, well, we're using the version in this area distributed by Ohio Health.
So if you're a student in Ohio University, Go ahead.
steve bannon
Finish the punchline.
No, go ahead.
Finish the punchline.
michael patrick leahy
If you're a student at Ohio University and they tell you that you're mandated to take the vaccine, you should simply ask them, are you delivering the emergency use vaccine to me or the fully approved vaccine?
Because under state law, You're not allowed to give me the emergency use vaccine.
steve bannon
But not just that.
We had Dr. Malone all the time.
We'll get back to him tomorrow.
When the emergency use authorization ran out, there was another vaccine that got approved for permanent use, not the one they used for the EUA.
I don't know how they distributed it at all.
michael patrick leahy
Here's the twist on it.
Dr. Malone called it first on August 22nd, the 26th, on your program.
Shortly after the full approval, of this Comirnaty vaccine by Pfizer.
As far as we can tell, we do not know, and Pfizer won't say, they won't tell us, if they've distributed any of the fully approved vaccine.
So that's a big point.
What the FDA has done is a huge lack of transparency.
They have simply reissued the emergency use authorization.
It's highly unusual.
They claim they can do this under law.
But they've reissued it several times.
The last time they reissued it, it was December 9th of this year.
So we're very curious to find out if there are any examples of the Comirnetti fully approved vaccine being administered in Ohio, for sure, and perhaps other places in the country.
We don't know.
steve bannon
Pfizer won't respond.
And by the way, right when you came on, Michael, I just want to repeat this, and if Denver gets, I know we've got so much stuff to get up to today, but CDC warns Americans not to get the Johnson & Johnson shot over blood clot risk following nine deaths.
Panel unanimously recommends more effective Pfizer Or Moderna vaccines instead.
Unfortunately, in the Ohio medical system, that's to the universities that are mandating this for the students, they ain't giving you the Pfizer one that they approve permanently.
Sorry.
michael patrick leahy
Well, we can say that with certainty for Ohio University.
Ohio State University, Wright State, haven't responded to us.
steve bannon
Okay, fine.
I'm sure they're hiding.
Listen, my point today is that this is chaos.
This shows you the administrative state.
They're so organized, and we're such rubes, and they know everything.
It is total and complete chaos.
And I want to see Tony Fauci up there with his J&J shirt.
I can't even imagine the lawsuits that are going to come out of this.
Of course, Farmers are off the hook for lawsuits because of the federal government.
Michael, how do people get to you on social media?
How do they get to your amazing sites, all of them?
Because you guys do incredible work.
michael patrick leahy
Well, the start is that we own and operate.
We have 10 state-based conservative sites.
We started with the Tennessee Star on the web at tennesseestar.com.
The Ohio Star, you can see at theohiostar.com.
We just launched the Pennsylvania Daily Star, which is our 10th state-based site.
The Star News Network itself, you can reach at thestarnewsnetwork.com.
steve bannon
We're going to put it up on all our platforms right now.
Leahy, you're incredible.
This story's a blockbuster, and we're going to follow up in detail on this.
michael patrick leahy
And Peter DeBrasca is the guy who wrote the story, and is our Ohio Star guy.
steve bannon
You're an incredible talent over there.
You're doing a great job.
Michael Patrick Lake.
unidentified
Thank you, Steve.
michael patrick leahy
It's always great to talk with you.
steve bannon
And Dr. Malone teed this up on the 22nd of August on this very show.
I want to bring in now Josh Mandel.
He's running for the Senate in the Republican primary in the great state of Ohio.
Josh, overall, I want you to specifically address this development coming out of the Ohio Star News, but just the overall chaos.
You're going to be in the Senate one day.
Tell me, give me your thoughts of exactly what's happening here.
And what is the government telling people?
What is Dr. Fauci telling people?
It seems to me like chaos, but maybe I'm overreading it.
Josh Mandel.
josh mandel
Fauci is Captain Chaos.
I mean, this is the worst of the worst when it comes to the administrative state and the deep state.
They go out there and they crown themselves as experts.
And then the media gives third party credibility to the fact that they're experts.
And then they get it wrong over and over and over again.
And these are the quote unquote experts Fauci and the mini Fauci's.
We've got a mini Fauci in Ohio.
Her name was Amy Acton.
She was predicting 62,000 cases a day.
It ended up being 526.
She wasn't even in the ballpark, let alone the universe of accurate.
And on those faulty statistics, They're making decisions that trample on people's liberty.
So you have Fauci.
You got all the mini Fauci's all over the country at the state level.
And what do they do?
They shut down churches, but let abortion clinics stay open.
They shut down schools, but let casinos stay open.
They shut down mom and pop barbershops and dress shops and small businesses, but let the big boxes stay open.
And who gets screwed?
It's moms and dads who care about their kids.
It's small business owners who took out a loan to start an Italian restaurant that was their lifelong dream.
And these decisions by Fauci and the administrative state that they've gotten wrong over and over and over again, they're impacting real people in places like Youngstown, Ohio, Dayton, Ohio, Cincinnati, Ohio.
And as we just learned from the Ohio Star and Michael Patrick Leahy, as he very articulately explained, it's now impacting students at places like Ohio University, 20,000 students in Athens, Ohio.
Who were literally lied to.
They were told that they were mandated to get a vaccine to step on campus.
And then there was no transparency in the process.
And it turns out that the vaccine that they were quote unquote mandated to get wasn't even fully approved by the FDA.
And so it was in violation of state law.
Steve, you literally cannot make this stuff up.
unidentified
You can't make it up.
Josh, please, please stay through the break.
steve bannon
We're going to continue with Josh Mandel.
He's running the Republican primary out there in Ohio, the great state of Ohio, Trump country, to sit in the United States Senate.
We're going to ask Josh, if he's in the Senate, what would he do about this when we return?
In a moment.
We've got a lot of news today, a lot of breaking stories.
We'll be back in a moment.

The CDC, it looks like they've just announced that they're not, they're warning people not to take the J&J vaccine.
We're going to get more of that as we dig through this.
But it's, let's assume this, it's essentially cash right now.

That is MyPillow.com, promo code WORM.
Okay, let's go back to Ohio.
Josh Mandel.
Josh, first off, with this situation with Ohio University, it's kind of confusing.
You've got emergency use authorization.
On this show on the 22nd, when that broke, Dr. Robin Malone, one of the top vaccinologists in the country and one of the founders of mRNA, the basic technology of the enzymes underneath it, said, hey, you know, it's actually a new version of this vaccine.
It's the one that's authorized for permanent use, not emergency use authorization.
But now we find out in Ohio some confusing confusion about what kids in these schools and other systems are mandated to get.
So, Josh, you're running for the Senate.
What are you what are you going to do to get this thing sorted?
josh mandel
One of the main problems is a complete lack of transparency for the citizens, for the taxpayers, in this case, for the students.
And so I think something the U.S.
Senate can do is require full transparency into this entire process.
It's been done in an opaque fashion.
It's been done in a smoky backroom deal fashion.
You know, Fauci, who took our tax money and funded the coronavirus in the first place in China, Then it comes back here and he's cutting all these deals behind the scenes, not only with the pharmaceutical companies, but now we find out with all the mini Fauci's and local politicians.
And so what's missing here is bright lights and transparency.
We as taxpayers have a right to know how the money is being spent and how the decisions are being made.
You might remember when I was state treasurer here in Ohio, I took the entire state of Ohio's checkbook.
I put it online.
I said, the taxpayers have a right to know how the money is being spent and applying that same principle here.
It's that the taxpayers, we the people, have a right to know how the decisions are being made and how these decisions will impact our health, our kids, our families.
steve bannon
Quickly, we're burning daylight, but I got to ask you, because you're running for the Senate, there's no more money.
I mean, these bailouts right now, Broadway shutting down.
You see the airlines in a fiasco with the federal government.
They're talking about more vaccine mandates, maybe mask mandates.
All across, we got New York City doing one thing, California doing one thing, other states doing another.
In the Senate, as a senator, would you support additional bailouts?
Because right now we're hearing the Democrats are looking for another big stimulus bill in the spring, just like they had the $1.9 trillion last spring.
Where do you stand on that, Josh?
Where do the voters anticipate you're going to come out?
josh mandel
I'm against the bailouts.
I've always been against bailouts.
I was against the big bank bailouts that the Democrats and the squishy Rhino Republicans voted for way back when.
I've been against every single bailout along the way.
I will continue to be against bailouts when I'm there in Washington, because who gets screwed when there's bailouts?
It's the people.
It's the truck driver in Youngstown.
It's the waitress in Toledo.
It's the carpenter in Cincinnati.
That is who gets screwed, and the ruling class and the elites always end up with all the bailout money in their pockets.
steve bannon

I want to bring in now Adam Andrzejewski.
Adam, you remember when Josh put those books, the checkbook, in Ohio?
You've been the open books guy ever since I've known you.
But you've got an amazing story up in Forbes today about the Capitol Police and what happened around the time of the 6th January incident.
Tell us what you found out in your analysis.
I want everybody, we're going to put this story up now on the site.
We're going to put it up on Real America's Voice and of course on all of our platforms.
Tell us what you found out.
It's pretty shocking.
unidentified
Thank you.
Our auditors at OpenTheBooks.com, we found some pretty stunning information on January 6th as it relates to the U.S.
Capitol Police.
So let's put this in context.
They have about 1,900 sworn officers.
And on January 6th, manning the interior and the exterior posts of the U.S.
Capitol were less than 200 sworn officers.
Actually, they've admitted in congressional testimony that it was 195 officers.
Steve, that is one out of every 10 sworn officers in the department that was actually manning the U.S.
Capitol that day at the post.
That was pretty stunning.
But here's what's even more stunning.
422 sworn officers in the 24-hour period of January 6th never showed up on site.
They were never there.
And when we asked the U.S.
Capitol Police spokesman for comment, we learned the answer.
They were telecommuting.
They were off on leave.
They were off on medical.
They were off on all kinds of different leave.
They were manning posts outside of the Capitol.
That was nearly one out of- Hold it, Adam.
steve bannon
Slow down for a second.
You're telling me all the preparation, everything they knew about 6 January, and obviously there was a huge amount of interest about was this stuff going to be certified, not certified, sent back to the states, everybody was talking about it.
What percentage of the Capitol Hill police were not there?
unidentified
One out of every four officers, 23% of the entire force, never in a 24 hour period, We're quote-unquote on site.
steve bannon
And by the way, we know the Capitol Hill police guys, they're terrific individuals.
But as a unit, how did they let 23, how did leadership let 23 percent?
And why has no one brought this up today?
Why did it take the Open the Books guys to do it, Adam?
unidentified
So five months, so back in August of 2020, The chief of the Capitol Hill Police released their five goals as a department.
The number one goal was human resource capital management.
And it looks like that number one goal was just, I mean, they didn't execute on that at all with one out of every four officers not even there for the 24 hour period.
But I have to say, Steve, you know what the number two goal was?
It was diversity, equity, and inclusion.
That was the number two goal of the department.
But training, and they've admitted to be under-trained and not ready for January 6th, that was the number fourth goal.
And then performance was the fifth goal.
The number two goal was diversity, equity, and inclusion.
And that tells you all you need to know about January 6th.
They just weren't ready.
Management was bureaucratic, they didn't have the right goals, the sworn officers didn't have the right training, and they weren't in the right place.
steve bannon
It's a training, but they also weren't there.

Can Denver play the Mansion Clip?
Can we play the Mansion Clip right now?
What's labeled the Mansion Clip?
I want to do this to you, Boris.
unidentified
To start off, he takes the total amount of the package and cuts it in half.
And now he says everything has to be paid out for 10 years.
Well, you know, there comes a point where you've got to say to Senator Manchin, if we're paying for everything that we have scheduled, we're keeping faith with the American people, we're not adding to the deficit, we're not making it worse for inflation.
But for you to speculate, what will this cost if these are extended for 10 years?
It's just that.
It's speculation.
It's not really the reality of what we're doing.
steve bannon
Okay, Boris, we've got a couple of minutes here, we're going to hold you through the break, but right there, Dick Durbin, they're in full meltdown.
I want everybody to understand, Build Back Better, done, gone, that's going to mean the spring means it's not going to happen.
You've got the federalization of the elections, that's also gone because they can't get people to do gimmicks to try to get that passed.
But they've got to extend this child care, which is the cash, because they're giving the working poor tips, not protecting their jobs and getting them high value added jobs, so they've got to give them a tip.
But even that's going on because Joe Manchin said, hey, you ought to cost us out to see if we're going to keep this going, what it's going to really cost.
And the Democrats don't want to do that.
So that may end.
And that's the last bit of sugar they can do for the sugar high.
Boris Epstein, Thoughts Analysis.
boris epshteyn
Steve, the sugar high is becoming a sugar low for the Democrats very quickly.
It is a terrible day for Democrats, and it's becoming worse because now there's a lot of chatter about your favorite crooked Hillary Clinton coming back and running as the Democrat nominee in 2024.
That is just how desperate Democrats are becoming — look at Dick Durbin there.
Just study the body language.
Study the way he's approaching it.
He has no response to Joe Manchin.
And this is somebody in his own party.
This isn't Dick Durbin, you know, going after Ted Cruz or going after Rand Paul.
This is Dick Durbin saying to Joe Manchin, you're unreasonable because you want to know what the cost of a program is going to be for the American people if it's extended out, which we all know the Democrats will do all in their hands, all in their power to extend it out.
So the Democrats are in absolute disarray, and it's not just showing up on the Hill, it's showing up in the polling.
steve bannon
Okay, we're going to get to that, we're going to take a short commercial break, but a total chaos today.
Broadway's closing, the airlines don't know what they're doing, they're going to be looking for another massive stimulus package, it's all coming as the Democratic Party implodes around us.
We're going to take a short commercial break.
Back with Boris Epstein in a moment.
unidentified
We'll be back.
steve bannon
Okay, welcome back.
Merry Christmas.
It's Thursday, December 16th, Year of the Lord 2021.
Boris, we have Broadway shutting down.
We have the airlines in chaos.
The numbers... I haven't had a chance to play Steve Cortez's.
I'll play it tomorrow.
Steve Cortez's did a brilliant analysis of the November shopping, which CNBC's trying to make an excuse about.
Foot traffic's down.
November sales are down.
Total economic chaos everywhere you look.
And they're going to come back.
I want to make sure everybody understands this.
They're going to come back for another COVID stimulus package.
They're talking about Omicron.
It's going to be a tidal wave.
Wait for it.
They're coming.
The only thing that stands between us and the demise of the Biden administration is Mitch McConnell continues to shove out cash.
Now, Mitch McConnell has just done a throwdown with Donald J. Trump, sir.
boris epshteyn
Yes, he has.
It seems that way because Jake Sherman of Punchbowl News has got a tweet up.
Denver Booker put up the tweet talking about President Trump.
Being in favor of unseating Mitch McConnell's majority leader, looking to unseat Mitch McConnell's majority leader.
And the reason for that talk is because you've had these very, very strong candidates for the U.S.
Senate.
Eric Greitens out of Missouri, Chewbacca out of Alaska, saying that when elected, they will not vote for Mitch McConnell.
So, this was brought up to Mitch McConnell, and Mitch's response was sort of the kind of good try.
So, let's put that tweet up if we can, Denver.
That's Mitch McConnell pushing back, saying, no, I've got all the power here.
Well, sir, if you've got so much power, why are you kneeling to the feckless, pathetic Joe Biden, whose approval rating is in the 20s?
Why, Mitch McConnell, would you give any sort of lifeline, any sort of lifeline to Biden crying Chuck Schumer or Nancy Pelosi if you've got so much power?
If you've got so much power, why is Lindsey Graham calling you out on Fox News?
Why is Axios doing stories about who the next potential majority leader is for the Republicans?
Politico are doing the same as well.
So Mitch McConnell, obviously floundering, obviously flustered, but let's hope that while he is the leader, That Mitch McConnell actually does the right thing.
He serves his constituents.
steve bannon
It's not going to happen.
boris epshteyn
He serves the Republican Party and this country.
It stands in the breach against his standing.
steve bannon
I agree with you.
He's got to go.
He already gave him $2.5 trillion.
Ladies and gentlemen, just watch.
Now you're seeing all day long, and CDC just said you can't take the J&J vaccine.
This is going to cause more chaos.
This is going to cause more disaster because of blood clots.
And I know a couple of individuals who have gotten the blood clots have had to go to the hospital because of this.
This is chaos and they're going to ask for more cash and Mitch McConnell is going to shovel out cash to them.
Boris, we can't get to the polling, and I can't get to the, because I know you've got to bounce, we can't get to what's happening in Wisconsin and other things, but you've got a couple of teases for tomorrow.
Okay, give it to me.
boris epshteyn
No doubt.
Here's the tweet right there, McConnell about President Trump trying to knock him off as leader, quote unquote, good try.
Hey Mitch, if you want to throw down, you're going to get a throw down.
Trust you mean, you're already seeing it.
And by the way, I'm not seeing a whole lot of people in the Republican caucus defending Mitch McConnell's leadership.
Notice that there's criticism, but there's not a lot of defense of Mitch McConnell coming from the caucus.
You're not even seeing Thune or Cornyn or Barrasso coming out and saying, oh, Mitch is fake.
steve bannon
I've got a question on Barrasso.
Every time I look at that thing, I've got Barrasso off his shoulder, right?
Barrasso's sitting right there in the shot.
Where's Barrasso?
Where's anybody in leadership?
Where's Thune?
Where's Barrasso, Cornyn, or any of the other guys?
Where's everybody up there that's got his back?
It's crickets.
It's crickets, and he's throwing down, that's a direct insult to Donald J. Trump, and President Trump should take it as an insult.
Okay?
He should take it as an insult that Mitch McConnell is actually showing a lack of respect, a lack of respect for the leader of this party, this movement, and quite frankly, the leader of the United States of America and the free world.
Boris, in Wisconsin, Rachel Maddow's beating you guys up every day.
I know we're going to get to Wisconsin tomorrow, but she got Bob Bauer on you.
She got Ginsburg on you.
She's on you.
They got what the state senator, Kathy, was at Bernier.
We're going to have her play her thing tomorrow.
She breaks down and cries.
Wisconsin, we've said from the beginning, Wisconsin is a festering sore about this election in 2020.
It can be proven, and it can be proven straightforwardly.
What's going on up there?
boris epshteyn
Judge Gabelman is doing a great job on his investigation up there.
We already have the 200,000 unlawful ballots, unlawful votes.
That came out of the audit back in December.
That's just out of Milwaukee and Dane Counties, where Madison, Wisconsin is.
From what I understand, that is just the tip of the iceberg in terms of what is going to come out, the information that will come out about the unlawful votes in Wisconsin.
Again, remember, Wisconsin came as close as one vote in the Wisconsin Supreme Court, which was totally wrong, but the justice said, oh, this was too late.
You were too late to bring a claim.
Absolute nonsense.
That was a weak way out, but that cannot be allowed to stand.
So Judge Giebelman is doing his investigation.
Tim Rampton in the House of Representatives there is pushing his resolution to decertify.
I am calling on all MAGA patriots in Wisconsin to write to all of you Republican representatives, all of you Republican senators there in Wisconsin, to join that resolution and to decertify, decertify, decertify Wisconsin.
unidentified
That is absolutely necessary.
steve bannon
Boris, how do people get you on social media?
boris epshteyn
We're going to have a ton tomorrow, Steve, on polling.

Okay, let's go.
If Denver can play, let's play.
We got a cold open for Joe Allen.
Let's do Joe Allen's cold open.

The idea that there's going to be a general AI overlord that subjugates us or kills us all, I think is not something to worry about.
We have to figure out some way to ensure that the advent of digital superintelligence is one which is symbiotic with humanity.
Are you as generally optimistic as they are about it?
I am, and the reason is that the arrival of computer intelligence that's similar to human intelligence is going to have huge implications for science and medicine, drug discovery, making systems more efficient, making us smarter, learning things quicker, answering questions that have bedeviled humans for thousands of years.
I was fortunate enough to be the chairman of a national AI commission from the Congress over the last three years, and I worked for the Defense Department for five.
Looking at AI.
The real thing going on now is that there's a competition between China and the West.
China has decided to invest in AI, quantum, synthetic biology, energy systems.
These are all the things that I care about.
As a matter of national policy, they're putting enormous amounts of money in it and they're beginning to catch up and in some cases exceed what the West is doing.
I want Western platforms.
I want the Western values to be the ones that are reflected in the platforms that we use.
So from a national security perspective, AI will transform it fundamentally.
And there are all sorts of problems.
You can imagine situations where you have a proliferation problem.
Where there's some dangerous AI system that you don't want to proliferate.
We're not ready for this revolution.
And the revolution is at the scale of the age of reason.
If you talk to the optimists, if you will, they'll say you're going to have general intelligence, human intelligence, within 15 years.
The pessimists say it will either be never or a very long time from now.
The median, by the way, of all those estimates is about 20 years.
So if you just ask me, I'll say November 20, 2041, because it's 20 years from now.
Nobody really knows.
steve bannon
Okay, by the way, the book that they're referencing, The Age of AI and Our Human Future, by Kissinger, Schmidt and Huttenlocher, it's getting to be a very hot property.
It's got a lot of controversy in it.
China today requested the United Nations step in And, uh, and start thinking about some sort of, um, control of, uh, of military A.I.
And, of course, uh, because of Joe Allen, I went out and got iWarBot, which is about the, uh, A.I.
in, uh, in a military context.
It'll scare you to death.
Also, that 800-page report will put the, uh, We're gonna put the executive summary up by Eric Schmidt that he worked for the Congress and actually as part of that it was Blessed by the Trump administration of him taking over that job and to do AI so Joe Allen put it in perspective.
It's it they're talking about artificial intelligence artificial general intelligence one of those calm but they're The subtext of this is an arms race and the weaponization of this one deep vertical of transhumanism.
What say you, sir?
Put it in perspective.
joe allen
You know, those were just two minutes of a 40-minute interview.
It really is a fascinating interview.
It's worth listening to in full.
It doesn't really capture the whole breadth of what Eric Schmidt was getting at, but it hit all the high point.
I think that his contention that artificial intelligence in the context of military competition, particularly with China, is spot on.
I don't think there's really any argument that advanced artificial intelligence systems give any nation, any military, a huge leg up in combat.
Whether that is autonomous submarines, you know, missile guidance systems, missile detection systems, and, you know, more and more it looks like autonomous drone swarms, which are programmed either with facial recognition or other forms of target recognition, and they basically allow whoever deploys them to sick these, you know, bird flock-like swarms of drones on their targets
And while, to my knowledge, they've only been used once in combat in the Middle East, I think Lebanon, don't quote me on that, but it's very likely they'll be used increasingly in the future.
So what he's arguing at that point is that if the U.S.
does not throw tons of money into AI education, AI development in particular, You know, AI in the military context, we won't be able to compete with China.
Now, it's a really difficult struggle for someone of my mentality, because I honestly don't believe our society will be better suffused with digitization in general, let alone, you know, wall-to-wall artificial intelligence.
But it's a double-edged sword, and you know, as a society going forward, we're going to have to figure out where we go.
steve bannon
Yeah, but hang on, I know we have to figure it out, but I want to make sure people understand how we got here.
How we got here was the Eric Schmitz of the world, all this technology, the Chinese Communist Party did not have this.
And they did not have the ability to train people in this.
This all came from Western research labs, from the weapons labs.
This all came from the tech companies that have been in business forever.
This all came from the research universities here that allowed Chinese students to come, people doing post-docs.
All of this, because now they're saying, hey guys, oh by the way, the Chinese Communist Party is in an arms race with us.
To weaponize this.
To make this the most dangerous weapon.
Schmidt says these are the most dangerous weapons that have ever been built on Earth.
And that includes nuclear weapons.
And it includes biological weapons.
How did we get here?
Because I don't quite feel comfortable with the guys that allowed us to get here, now telling us we gotta get into an arms race to stop it.
I probably would like to have maybe some other new thinkers come in.
Some fresh thinkers.
We got here because the tech oligarchs got paid and got played by the Chinese Communist Party.
And their paymasters on Wall Street were sitting there making money off of all of it.
You think the arms dealers before the First World War were demons?
You ain't seen nothing.
This is all the oligarchs and Schmidt being the oligarch in chief.
Okay?
This is a massive, massive, massive, massive problem.
Short commercial break.
We'll return with Joe Allen in the boardroom in a moment.

Okay, Joe Allen.
I want to get to the years.
He said, and this is for this audience, this is not science fiction, and it's not going to happen in the 22nd century.
This is going to be the lived experience of everybody on this show, watching this show, right?
This is the next 10 years.
And you're going to have, this is artificial intelligence that, correct me if I'm wrong, Joe Allen, thinks exactly like a human being, which they told us before could never happen.
Tell us the date on that, and what is it actually going to mean for the people in this audience?
joe allen
Well, you know, I wouldn't want to give any more of a definite answer than Schmidt, but he's, I think, fairly optimistic of the possibility.
Yeah, artificial general intelligence is the idea That you have a system that is so complex that is able to comprehend pretty much anything that a human being could, but far faster and far greater depth.
It would, you know, theoretically be possessed of emotion.
It would theoretically be possessed of will.
And, you know, people from Nick Bostrom at Oxford to Elon Musk and a number of other thinkers say that it's a horrific idea.
Because once you've created some sort of super intelligent system, if it's even possible, then there's absolutely no way to predict its behavior.
You can't predict something that is beyond human capacity to understand.
So it would be, by its very nature, a sort of god over us.
That's the way it's oftentimes described and conceived.
Now, it's really important to distinguish artificial general intelligence from a standard algorithm, which, you know, the simple mathematics, There's a definite input and a definite output according to the nature of the algorithm.
And then there's higher level artificial narrow intelligence, which, you know, it is able to, through machine learning, pick up on certain specific tasks, you know, the classics, go, chess, and also things in medicine such as the analysis of x-rays, CAT scans, you know, even heart conditions.
And artificial narrow intelligence, a machine learning system that scours vast swaths of data and self-improves in its ability to recognize patterns.
Artificial narrow intelligence is excellent in the domains that it works, right?
In these very specific domains.
But what artificial general intelligence purports to be, and Eric Schmidt arrived at, you know, 2041, just haphazardly, no one knows.
But artificial general intelligence would mean that you would have a system possessed of every human quality, but faster, deeper, broader, and infinitely more dangerous.
unidentified
Whoa, whoa, whoa, whoa.
steve bannon
When you say every human quality, you're talking about emotions?
Consciousness?
joe allen
Absolutely, emotions.
In fact, you know, even imagination, creativity, and dreams.
You know, already, some of the stories we've been looking at, in particular, there was the story, it was in, if I'm not mistaken, it was in IEEE Spectrum, and it was published in Nature.
But you had a system, a deep learning system, That through what's known as an evolutionary algorithm, it's just trying out all the possibilities in whichever one works.
It's using an evolutionary algorithm to basically dream up, is the term, or to hallucinate protein structures.
Now, protein structures is something that Eric Schmidt really drives home, and he's accurate on this.
Protein structure has been something that is notoriously difficult for biologists to predict.
You know, atom to atom, all of the connections and the huge wide of amino acids that you see in that string.
You can get a good sense of it, but it's very difficult to predict it down to the ninth.
Artificial intelligence has done that.
It's made it possible on a scale far beyond what human beings have been able to do.
steve bannon
Okay.
How do people get to you and get her?
We've got to bounce.
