Germany, a man has contracted the virus.

Japan, where a bus driver contracted the virus.
Coronavirus has killed more than 100 people there and infected more than 4,500.
We have to prepare for the worst, always.

Since this backdrop, same day, January 8th, Milley gets a call from Speaker of the House Nancy Pelosi.
We've heard about this call, but Woodward and Costa got an exclusive transcript of the call.
Pelosi has the same concerns that Milley does.
The phone call is dramatic.
It is blunt.
And Pelosi wants Milley to reassure her that the nuclear weapons are safe.
And this is the exchange.
Pelosi.
Who knows what he might do.
He's crazy.
You know he's crazy.
He's been crazy for a long time.
So don't say you don't know what his state of mind is.
He's crazy.
And what he did yesterday, meaning actually two days ago, January 6th, is further evidence of his craziness.
General Milley says, Madam Speaker, I agree with you on everything.
Milley reassures Pelosi on the call.
But when he gets off, he thinks to himself, she's right.
And he decides to take this extraordinary action.
So he has this call with the Speaker in which she is agitated and essentially reinforces his concerns.
He's seeing this intelligence and actually having a back channel.
That's extraordinary.
Back channel with his counterpart in China saying, calm down.
Everything will be okay.
And he decides to call this extraordinary meeting.
Take us inside.
Right.
And by the way, according to Woodward and Costa, Milley never tells the president about these back-channel calls.
Let's talk about the book.
It's credible from my reporting that General Milley, and I believe also the Secretary of State, and others in the government, in a very small group, had, as the election, in the aftermath of the election, and certainly after January 6th, gotten together and agreed that they would countermand, if you would, Any national security orders that came from the commander in chief because of his what they believe to be his instability.
These are specifics, though, in the Woodward book.
Take it from there about this.
These extraordinary calls with the Chinese counterpart of our chairman of the Joint Chiefs.
So Milley was concerned about two things.
One of them was in October of 2020, where U.S.
intelligence showed that the Chinese thought that Trump, to try and stay in office to make himself a hero, may launch an attack on the Chinese.
And Milley knew that was not true, and he had built a relationship with his Chinese counterpart, and he called him on the secret line to reassure him.
Now, what happens then is that on January 8th, obviously two days after January 6th, Milley is again confronting his fears and fears about how the country could spiral and what could happen and what could happen with China.
He knows that China is watching what's going on and he gets back on the phone with his counterpart and the counterpart has all these questions like, You know, is the United States democracy falling apart?
You know, it certainly looked like that.
What, you know, was the United States military going to be taking any action?
Was there something up?
What was going on?
And Milley, who was dismayed by what happened on January 6th, tells his counterpart, look, democracy is sloppy, things are under control, everything is okay.
It took an hour and a half to have this conversation, but even after it, Millie didn't feel totally great about things.
And it's in the aftermath of that that he sits down with commanders at the Pentagon and goes over with them the procedures for how a nuclear weapon can be used.
And he makes sure and goes over with them the fact that the President of the United States has to be the person that orders it and that Milley, in the procedures for this, Has to be on the call, and he has to be a part of it.
And sort of reading between the lines on what he said, what they say in the book, it basically seems like Milley is afraid that Trump may tell someone to do something, and they may try and move forward with an unlawful order to use one of these weapons.
So these are the extraordinary measures that Milley went to to try and stop what was obviously an unbound president in the final days of his administration.

I think we've got to be very reasoned today about what we say here because these developments about this aspect of it are so shocking.

And let's leave Nancy Pelosi aside for a second, the Nuclear Training Command.
I want to talk about this, the revelations about the engagement with his counterpart with the PLA, Jack Posobiec.

Well, Steve, the one thing that strikes me, you know, you've had a lot of people having their immediate response saying, how could a U.S.
general, our top general, right?
Chairman of the Joint Chiefs of Staff is the highest ranking military officer on active duty, right?
You are the highest under the politicians, right?
So above that is SecDef and then eventually President.
Of course, all sorts of questions about the chain of command.
I think there should be an investigation, possibly a commission, to find out exactly what went wrong here.
But one thing that really strikes me...
is what if the Chinese side had not played this the way that they did?
What if they had actually viewed this as a veiled threat?
This is a situation where he's talking about potential military US military action being taken anywhere in the world, but not just that, specifically against the People's Republic of China, their interests.
He could have triggered a Taiwan invasion scenario.
He could have triggered preemptive strikes on U.S.
civilians or cities.
There are a whole host of repercussions that could have come from his incredibly reckless action here.
This is completely unorthodox, and if you're going to talk about General Flynn's phone call with the Russian ambassador as being something that's unorthodox, this is probably the craziest thing that I've ever heard happen in terms of U.S.
military.

Oh, this is a whole different level.
Yeah, this is the level of, you think about Bagram and the decisions made in Afghanistan, and we refer to this as not a breach of fiduciary responsibility, but a gross recklessness, right?
Not just negligence, gross recklessness.
These are so stunning.
One thing I just want to point, particularly in the Andrew Mitchell, when they said this group came together, Mike Pompeo would never have anything to do with anything.
They said they threw the Secretary of State out there without saying Pompeo's name.
Pompeo would not have anything to do with anything like this.
Impossible to consider that.
I've got to go to, I've got to go.
By the way, in what universe Do you have a conversation at this level of seriousness with your counterpart at the PLA that you either don't ask the Commander-in-Chief for permission first or you don't fully brief him afterwards?
It's not just what was said.
There's a word for that.
the chain of command. It's shocking of the civilian chain.
There's a word for that. It's actually, it's actually, well, I don't want to be thrown out words. I don't want to go off half cocked here, Boris.
This is not, uh, it's not how this I got to be. Okay. Give me, what's your thoughts?

Respectfully, you know, I come from a country. I lived through a coup when I was a kid in Moscow and tanks rolled into Moscow in 1991, when the leader of the country was set aside and a junta of people got together and thought they knew better.
Now that was not a democratic country.
we have a country that's a democracy that's been functioning for over 200 years and you've got a group of people who came together and said well you know we don't think the democracy functioned or is functioning so we need to take take control because make no mistake about it the president united states is elected and serves for terms that go from january 20th to january 20th unless the 25th amendment and you know is put into place and etc etc etc but president of the united states is very much the commander in chief until 11 59 59 on january 20th okay so what happened here is
very simple very simple general milley and whoever these other people are who circumvented the the chain of command circumvented the the democratic political process we have in this country That, to me, and I just tweeted this out, that is an attempted coup, and the outreach to China without letting the Commander-in-Chief know is treason.
Simple as that.
Simple as that.
China is not, you're not talking about some, you know, Papua New Guinea or, you know, some country, it's not Switzerland, right?
This is China.
This is our biggest, most frightening long-term adversary.
This is China, okay?
And he's reaching out, he's got a... Just listen to the words.
Oh, he developed a close relationship with somebody in China.
Oh, really?
You think the Chinese think of it as a close relationship?
Or they have a tool here in the United States?
Some idiot, who's supposed to be our leading general, who's calling up over there saying, no, no, no, don't worry about it.

So to me, that is an attempted coup.
To me, that is treason.
And it should be treated as such.

He then picks up the phone Calls China and says, hey guys, don't worry about it.
I'll take care of this.
It's... I'm sorry, sir.
Who are you serving?
Who do you think you are serving?
Are you serving China or are you serving the people of the United States of America?

The things that make a recall even possible in California are, you know, very, very unusual.
Well, I'm also standing in an extremely unusual part of California.
The line you see behind me is here in Huntington Beach.
This is part of what's referred to as the Orange Curtain.
Orange County, the one big urban Republican stronghold in the state of California.
It's a very interesting place to be because it has all the trappings that we have always classically associated with the political left bearing of California.
The surfing, the yoga on the beach, the rest of it.
But this is a Republican stronghold.
Republicans outnumber Democrats in this urban stronghold of California.
And voters that we spoke to here have very consistent refrains.
When they talk about why they are voting yes on the recall, they talk about higher taxes, a frustration with where the country and California is going.
All of that is on their lips.
Have a listen to the kind of sentiments we're hearing.
I think it's time we stand up and just make our politicians realize that they can't be overstepping and failing to represent us.
This is what you see in socialist countries.
It's not what you see in America.
It's not what we should be standing for.
And I think we need to get back to grassroots constitutional values.

This is the precinct where I always vote.
We are at the Buena Vista Public Library in Burbank, California.

Every time I'm here for a presidential election, I wait for at least an hour to vote.
Today, I was in and out in about 15 minutes.
My hope was that today there would be a lot of people showing up because, as we know, Republican voters are dubious of the mail-in ballot process.
So my hope was that we would have an influx of Republican yes votes Coming in today.
Unfortunately, I haven't seen that transpire.
But here's the thing.
Even if Gavin Newsom survives today, and make no mistake, that's what it is.
It is surviving a recall.
That's not a win for him.
But my concern is that rather taking a moment of self-reflection and self-inventory, then he is going to take these mandates even further with much gusto.
But keep in mind, L.A.
County, this is something a lot of people don't realize.
L.A.
County has more registered Republicans than any other state.
So, Republicans here could make a dent.
They could make a difference.
There are all different reasons for wanting to recall Gavin Newsom.
Last night, I spoke to four firefighters from Santa Barbara County, California, and the four of them, they had a different reason from other people.
For some parents, it's the school closures.
It's the small business closures.
It's the restrictions on our freedoms.
But for those firefighters, it was literally life and death.
They had brothers and sisters who died two years ago in the campfire and in these raging wildfires in the last three years.
And they attribute that to mismanagement by Gavin Newsom.
You see this line behind me.
I've seen that this is probably the longest I've seen the line.
Everyone except maybe four or five people are masked up.
It is 95 degrees out here, it's boiling hot, and these people are just, they're so fearful.
I think that, you know, this is an addiction to fear for them, and they want to stay masked up.

The fact that we're still sitting here talking about which way this is going to go, the fact that there were enough signatures to get this recall vote done is a huge loss for him.
Gavin Newsom will come out of this, if he does survive, No matter what happens, Gavin Newsom is coming out very wounded, and then if he does survive the recall vote, our job is to go to work and find out who the right candidate is to face off against him in less than a year, because that's really what's going to be the key.
Who is going to go up?
If he survives, if Gavin Newsom is the governor going into next year, he's up for election.
Again, he's wounded, and this is only going to get worse for him.
It's never going to get better, so we've got to fight, find the right candidate to defeat him, because now we know...
It's possible.

We had a chance to take this guy out, and we failed it.
Here's what upsets me.
We've said from day one, you have to solve for the first part of the equation.
You can't start talking about these other candidates.
And I'd love me some Larry Elder, he's a great guy.
He gets in there, the first thing he does is starts trash-talking Trump about Trump didn't win, Biden won, killed the MAGA vote, and then Fox News and Conservative Inc., all the media, started making about Larry Elder.
It's not about Larry Elder.
I would love for Larry Elder to be governor of California.
I think it'd be great.
If it happens, it happens.
If it doesn't, it's not going to end the world.
But getting rid of Gavin Newsom, If this does, you had a shot to take Gavin Newsom out and end his political career.
You miss that shot, you don't, you don't get a head wound here. You miss that shot.
This guy's going to come back stronger than ever. He's going to run the table. So it's not going to you pick. I think there's something, Steve, respectfully, pick, pick, pick what pick one person in that crowd is going to give Gavin Newsom a run in 20, unless we get him to name.
Now, it could be a huge... Here's the key.

And they're saying this is Trump talking about the big steal again, the big lie again, all of that.
What are your thoughts on the situation in California with the mail-in ballots?
I had a guy here today.
He's not a citizen of California anymore.
He's living in another state, his residence is in another state.
They sent a mail in ballot to his address in the other state.
He said, hey, if I could have filled it out and sent it in, it would count it.
He says, I'm not a resident of California anymore.
I've left the state.
I live in another state.
He says, they actually tracked me down and sent the ballot there.
He says, how many other thousands of people do they do that?
He says, so many thousands or tens of thousands have left California.
I mean, this is the type of shocking.
And this guy's, by the way, he's a Democrat, certainly not a Republican and definitely not a Trump guy.
So he's sitting there going, this thing is out of control.

California voting is out of control, has been out of control for a long time.

And we need to fix it and we should have a full forensic audit in California.

That does not mean that if this recall election goes the wrong way, which means that Gavin Newsom stays, that doesn't necessarily mean that that's not how it actually went.
And I'll go back to something I said earlier.

because of how exhaustive and specific this list is.
It goes into everything and builds, builds the base for the next one, which is going to be the ballots.
This is huge in the 3 November movement and the history of this country.

I know they're working to identify and choose the correct team.
