How are you?
Fine.
Did you hear me a while ago?
I started to call you Charles.
That's all right.
It's kind of long, Charlene, but I do want to tell your listeners that Veritas is one of the best Patriot newspapers I've ever read.
I think it's wonderful.
Well, thank you.
I really appreciate that.
Let's get into, first tell us about your organization.
Well, CARL is a legal reform organization.
It's Citizens Against Legal Loopholes.
And when I first founded it, we were working in the bankruptcy courts.
But after the elections, we designed a petition and mandate under the First Amendment to petition Congress for open hearings and investigations into What power and authority the Department of Justice is operating under.
This is a last plea that will open up for all issues.
We did not design this mandate for one specific thing like the IRS and studying petitioner mandates across the country that have been gone up to Congress.
Lots of times they're tied together with a lawsuit, which, of course, throws them into their arena that they're trying to expose, and they never quite make it.
Basically, my late husband said, sometimes to get a jackass's attention, you have to hit them with a two-by-four.
I believe we've designed a two-by-four.
Also tonight joining us will be Terry Sander, called Executive Director and Legal Researcher, so he'll be in and out on the conversation.
Great.
Now, you have been working in this field for quite a while, and you've been helping a lot of people, and you've been organizing a lot of events across the country.
What made you start to do this, Charlene?
How did you get interested in all of this?
Because most people never would even dream of doing anything like you and I do and others, Give us some background.
First, what made you think anything was wrong, and second, what made you want to do something about it, and what got you going to do it?
Well, basically, I'm the widow of an attorney and a past member of the House of Representatives, so I was aware of the law and the political scene, and when my husband fell ill,
Basically, the sharks out there decided that they wanted our assets and we were in for one heck of a fight with cancer and them trying to divest us of our assets and I went in to be exposed to the bankruptcy courts as a creditor at the end of this legal feeding frenzy and
I got the shock of my life.
I had never been exposed to the bankruptcy courts.
You know, it's really a very closed little club there.
And I did bring to the judge some $207 million worth of real estate deals that this individual was hiding.
And for my efforts, they put a restraining order on me.
That was it.
I turned around.
That was in 1990.
Walked out of the courtroom and decided to do something about it, which led me all the way up to last year, getting into the petition and into open hearings and investigations into the Department of Justice.
So we've gone a long way.
We're now on a national level, looking for 10 million signatures.
So we need all the help we can get.
And what is this?
I'm holding it in my hand, but I don't want to be the one that reveals your plan.
So tell us, what is it that you have planned that can hopefully change things?
Well, the petition and mandate, Terry will go into the mandate, and then we'll go into how we're going to make this work, as the other petition and mandates have gone up there and been ignored.
We understand there's been petitions up there with as many as 8 million signatures and they simply ignore it.
This time, like we said, we believe we've designed the 2x4 to get their attention.
So Terry's going to come on now with the mandate and what it calls for.
Good evening, Bill.
How are you?
Good evening, Terry.
You know, before you start, there's a lot of people out there that don't have the slightest idea what a petition of mandate is.
So, why don't we start with that and explain exactly what it is.
Okay, well, first of all, we're exercising our right to petition for redress of grievances under the First Amendment of our Constitution.
Our founding forefathers left us that right and, well, we secured that right under Article 1 of the Constitution of the Bill of Rights.
So a mandate is basically an order from the sovereign.
We, the people, are the true sovereign of this nation.
Government is our servant, definitely not our master.
But because our nation did fall asleep, when we woke up one day, and just what day that was, I'm really not too sure, we ended up as the servant and government as the master.
So to invoke the power of the sovereign, this mandate is actually to Congress and to our fourth branch of government.
Most people believe that we only have three branches of government in this country.
But our fourth branch of government is probably the most important branch of all the branches, and that is the grand juries.
What we're calling for is, we are calling for open hearings and investigations, and I use the word open because we know that in the past, their hearings and investigations have been behind closed doors.
We want them open.
We want the American people to see what is going on in this country.
Well, that's the way it was always intended to be.
But now they have closed court hearings.
They have sealed records.
The judge decides that the defense can't present certain evidence in their defense or in support of whatever it is that they're in that courtroom for.
And so justice is not being served.
We know that.
How are we going to change this?
Well, by exercising our First Amendment right to petition to that fourth branch of government, the grand juries, and calling for them to investigate the abusive discretionary powers of the judges and the lifting of these gag orders.
These gag orders are nothing more than the exercise of color of law to silence us in violation of Article I of our Bill of Rights, and that is the freedom of speech.
We're also calling for the grand jury to investigate the Foreign Association and their role in the usurpation of our constitutional rights.
But most importantly, Bill, we are calling for them to investigate the Department of Justice and the Trading with the Enemy Act as amended on March the 9th, 1933.
Our contention is that if government has nothing to hide, they will give us our hearings and investigations.
Now, Terry, playing the devil's advocate, which I must do because my listening audience expects me to explore all sides of this, if we have a branch and branches and people in government who will not obey the law now and will not Obey the restrictions put upon them by the Constitution, which is the supreme law of the land.
What makes you or anybody else think that they're going to listen to a petition signed and submitted by the people called the Petition of Mandate?
Well, we've put a... It's me again, Bill.
We've put a... I never would have known it.
Put the hammer behind it, and the hammer is not only the 10 million signatures, but what we have is a Congressional Medal of Honor winner.
...has the privilege of walking on the House floor at any time.
So this petition and mandate will be delivered on the House floor.
On C-SPAN, hopefully.
And after it's delivered, the mandate calls for a resolution to be drafted by Congress within 30 days.
If they do not within 30 days, on the 31st day, We have the constitutional caravan that will be leaving San Diego on a 15-day trek across the United States with the truckers.
We have arranged for, in fact we're getting daily, pictures of semi-trucks that wish to join this constitutional caravan.
They will be painted with flags and the Constitution Caravan will be painted on top of them.
And we will be using a mobile unit and calling into the talk shows, bringing people out to the side of the road, having individuals in their cars join us for 20 or 30 miles or as long as they can.
Now, we had originally scheduled this for Labor Day weekend in 95.
However, due to the fact that the immigration Uh, organizations out there have banded together and are marching on Washington in 86.
And, uh, the, uh, Bates, the, uh, the, uh, Bikers Associations are going to be converging on Washington in 86.
And due to the fact that it's right before the elections, and the fact that we're still working on the 10 million signatures, we are going to be all joining together.
This caravan will leave, uh, Fifteen days before that event, and we, I think that millions of people will be converging on Washington at that point.
And out of that, we will be, if you sign the petition, you will be eligible for a two page, one suit, fits all, for failure to uphold their oath of office under our petition and mandate.
We will intend to sue them individually and in their official capacity for failure to uphold their oath of office.
Now, those two million lawsuits will be filed in the Federal Court of Claims.
Basically, we do want our open hearings and investigations, but that is the contingency if they do not give them to us.
Two million lawsuits should shut the system down.
And Bill, furthermore, with regards to your question, the one thing that they do fear the most is a properly seated grand jury.
One that would be deemed to be called a runaway grand jury.
One that would use their power to indict, to investigate, and hand down the proper indictments against those that are committing crimes against this nation.
I cannot describe some of these crimes as anything other than outright acts of treason.
That's absolutely correct.
I would love to see something like that happen.
We need you to be part of the Constitution Caravan.
Well, if this really happens, I'm going to be right there.

It's going to happen.
The time is now.
We cannot allow this to go on.
Our citizens are suffering greatly.
And you know there's just social disorganization on a grand scale.
I mean, it's just totally, totally out of control.
And they're moving at a very fast pace towards this New World Order.
They're not liberals.
They're socialists.
Yes, absolutely.
They keep using this word, democracy, to describe the United States of America.
It never was a democracy, not supposed to be a democracy, and if it is, then we're just about a heartbeat away from totalitarian Marxism.
Lenin said, democracy is inseparable from socialism.
Actually, the real sentence he said is, democracy and socialism are inseparable.
That's the correct quote.
Well, yes, definitely.
I do thoroughly believe that we're right about where our forefathers were, and we've petitioned and petitioned and tried in the most humblest of terms, and as Frederick Douglass said in 1857, find out just what the people will submit to, and you will have found the exact amount of injustice and wrongdoing which will be imposed upon them.
And this will continue until they are resisted with either words or blows or both.
The limits of tyrants are prescribed by the endurance of those whom they oppress.
And it seems that history is revisited because we definitely are being oppressed.
Well, if you really look at it and you want to compare the actual reality today to that reality in 1776, we are way beyond it.
Our forefathers were protesting a little tea tax, and they were protesting the fact that England took away their right to make their own money.
We've lost that a long time ago.
Yeah, well, it's long overdue.
You're right.
And we're paying about 50% of what we make.
We have to work six months a year.
I don't understand why people still fall into this category where they think everything is alright.
What has happened to the vast number of people out there who look around and they know in their gut that something is wrong, but they think You know, it can't possibly be here.
It's got to be somewhere else.
Yes.
Where does that come from?
Well, you know, he talks about 50% and working six months or more to pay this.
People are busy working.
Both members of the family, head of the family, they're working.
They barely have time to turn around.
I mean, just to produce the amount of money to live, they haven't time.
And one thing that I believe everybody out there listening could do is to take a pledge to educate five people and make them take a pledge to educate five more people.
Education is very important right now that we we let the other people that what we call the sheeple that don't know uh I mean we're suffering from a near lethal overdose of apathy in this country however when you look at it it takes about three percent of the nation To really turn around and get in there.
Those are the figures they use.
That's about seven and a half million people.
And I do believe we have that many that are educated and know what's happening.
We just need to find the mechanism to be the glue to connect the dots.
There are literally thousands upon thousands of grassroots organizations working for all manner of change.
And it's time now to connect those dots and get it done.
Now do you think this recent spate over the last six weeks of propaganda aimed directly at American patriots, religious fundamentalists, constitutionists, militia members, do you think that that's going to make people back off and not take part?
You know what I think's going to happen?
Just the opposite.
I think it's going to backfire on them.
There was a poll done, if you can trust any of these polls, either way, but this one I trust because it kind of went against them, that just 52% of the populace feels that their federal government is encroaching on their freedoms and are in immediate danger from our federal government.
Now the propaganda machines are going to Start cranking out on their side.
After all, they do control the press.
But I believe that if something isn't done, I mean, these incidents are going to keep happening and people are going to begin to wonder, I mean, what is it?
We need to find out what it is that's driving people to this.
I mean, Last night, someone jumping over the wall at the White House.
I mean, it's incredible.
How many attacks have they had before?
Charlene, what's even more incredible than that is that there was nothing on the news.
Just last night, there was a couple of mentions, and then a little thing, explanation of what happened, and then nothing.
You know why?
I guess they don't want to increase it by advertising what's happened.
Are you kidding?
If that person had been a white Republican, they would be screaming on the communist news networks for the next five days.
Absolutely true, they would.
And the gun was not loaded, as I understand, so they can't charge them with... Also, they're a little embarrassed the Secret Service man shot his own person.
Yes, and then also they had just got through blocking off the street and within 24 hours somebody was in there so I guess they deserve to be embarrassed and more.
Do you ever get the feeling we're all watching or participating in a Laurel and Hardy movie?
Yeah, true.
I mean it's just way, way, way out of control.
Okay, I just wanted to get to your ideas on some things and, of course, throw out some of the negative aspects and see how you would respond.
Of course, I know how you would respond to it because we've talked many times, but the listeners out there need to hear these things.

From every mountainside let freedom be My new country be Land of the land I don't know about you folks, but whenever I hear music like that, I get little goosebumps up and down my arms, and the hair stands up on the back of my neck,
and just like the first time I ever saw the American flag pass by in a parade, it's just all there all over again.
I'll never forget.
The first time that I wore my uniform on a pass and went to a baseball game, and when they played the National Anthem, I stood up, and while everybody else put their hand over their heart, I had to salute.
And I stood out like a sore thumb in that stadium, and I've never been so proud in my life.
There's a reason for these things.
For most of us my age, we lived through a time where we really believed that we could achieve the American Dream.
And we really saw the way that this country was supposed to be working, actually performing in that manner all around us.
Most of us can remember living in neighborhoods, even in the worst parts of town, where nobody locked their doors.
They didn't have anything to steal.
I didn't know anybody when I was a kid that was divorced.
Doesn't mean that there wasn't divorced people out there.
I just didn't know them.
I never knew a girl in school who got pregnant.
If she did, I never knew about it.
I never knew a juvenile delinquent and the closest thing I ever saw that came to it was We went on a little vacation, I think, to Greenleaf Lake in Oklahoma, and that's when I went to Monroney Junior High School in Midwest City, Oklahoma.
That's why this Oklahoma City bombing really affected me quite a bit.
I knew a lot of people there.
My brother graduated from high school there.
My sister got married there.
My father worked at Tinker Air Force Base and flew planes out.
The first time I ever came to even knowing anybody who even could be remotely classified as a juvenile delinquent was when we went on a vacation to Greenleaf Lake.
And the guy that I knew at school was passing by my house while we were gone.
And decided to take his knife out and slip my bicycle tires.
Amen.
So we lived in a different world, and this world, to me and to many of you listening, is totally alien to anything that we ever dreamed could happen in this country.
And because of that, we weren't really prepared for all of this.
Many of us worked all our lives and contributed money to pension funds that aren't there anymore.
They were stolen by the very people And we gave our labor to and the promise that they were keeping this pension fund for us when we retired, and it's just not there.
We believed in our economy, the strongest in the world.
The dollar was at a premium.
If you went overseas, if you didn't change your money in, you got much more value just by spending the dollar on that local economy than you would if you went to a money changer and got their money of that country and spent it.
So, we were conned and ripped off.
Most of what we labored for is gone.
Disappeared down a rat hole.
Through fraud, through lies, through deception, and through manipulation.
And so what we have now, we have to take special pains to protect.
Greater pains than would normally be required.
Because what has happened in our lifetime is going to happen even worse over the next few years as this New World Order struggles to be born.
You see, because we have done the research and we have found that a redistribution of wealth is going on to bring the standard of living of third world nations up and bring us down.
If you don't believe that, if you think it's a bunch of hooey, we've been warning you for years and that's exactly what's happening.
Exactly what's happening.
So folks, I urge you, I urge you in every way that I can to call Swiss America Trading and I urge you to call them.

Let's get right back to what you're involved in here.
Tell us about your plan, tell us the phases, how is it already well underway, and when is the target date to go to Washington?
It was set for 95, but due to all the things that are happening, we're going to push that back to Labor Day weekend 96.
These elections coming up are probably one of the most important elections that we're going to face.
I really do think it's now or never.
You're right, the American Dream is becoming a thing of the past and America must wake up and pay attention now.
We're working with organizations across the country and we'll be in Kansas City for the National Common Law Grand Jury Constitutional Assembly.
That's in Wichita, Kansas on June 3rd and 4th.
Anyone that can get there, this is very exciting.
There'll be delegates from the 50 states assembling to identify the problems.
And it's coming out of the Williamsburg Resolve.
That's the governor's resolve as to the problems they're having with the federal government.
We'll also be in Kansas City, Missouri on June 10th.
One of the things that we need is people to call us and we'll send them out a copy of the petition.
Ten million signatures is not an easy thing to do.
We are making a legal move on Congress through this petition and mandate.
This is not a joke.
This is very serious business.
We gave Congress 18 powers.
And from those 18 powers, we now have 3 million pages of rules, codes, laws, and regulations being put on us, administered by the Department of Justice.
Last year alone, 67,000 pages of new laws were imposed on the people.
There are so many laws now that nobody knows what they are, and every day, no matter what you do, no matter how good you are, no matter how careful you are, you're violating laws all over the place that you don't even know exist.
And if somebody really wanted to come and get you, they've got about five million reasons to do it.
Oh, the game is rigged.
Without a doubt.
I mean, they spell justice, J-U-S-T-U-S, just us, not you.
And that's us, folks.
I mean, it's a very serious work.
For every law, there's 20 loopholes.
And, you know, the bottom line is that it's billable hours.
That's on the citizen's side.
Most of these loopholes are, you know, to get Congress off for anything that they're doing.
They've built it right in.
Basically, they're They kind of are operating within the law because they've changed the law to suit them.
We need to get back to our contract with America, which is the Constitution.
What do you think about the Republicans' contract with America?
Oh, I gave up on that.
I mean, their idea of legal reform was an absolute joke.
We need to get down to the fraud and corruption and what power and authority they're operating under.
Personally, I think it's a contract on America.
Let's talk about your plan.
What phase are you in now?
I see seven phases here.
Right.
We're in the local demonstrations.
We're also in the preparing for the task force.
Go to Washington to put them on notice.
We plan on visiting our Congress up there.
Delegates going up there to put them on notice of the Uh, pending mandate and the fact that they will be sued if we cannot get these open hearings and investigations.
So that's the phase we're in now.
Terry, are you still there?
Am I still?
No, is Terry still there?
Yes, I am, Bill.
Terry, apparently you have a little bit more handle on the law here.
Can they be sued?
Is that legal?
In the performance of their duties, if they screw up, can they be sued by the people?
Absolutely so, Bill.
Although they did pass what's called the Immunity Act, and I believe that that act was passed so that they would get themselves immunity from the crimes that they have been committing against our nation.
One of the things that they are not immune from, and that is their failure to uphold their oath of office.
If they are immune from that, then that oath means absolutely nothing.
Now, in our efforts to discover who is fulfilling their oath and who is not, we found out that one way that they get around it is that many of them never, ever take an oath.
And if they do, they never sign it and it's never filed.
And in that case, how can you hold them accountable for an oath that they never took in the first place, or that is not legal?
Bill, I'd like to answer that question.
If they haven't taken the oath, then they have no power in that seat.
Okay, that's exactly what I'm fishing for.
Bill, I would also like to make this comment, if I may, about your earlier statement of the American Dream.
Bill, if America does not wake up now, They will wake up to a nightmare turned reality.
And I also agree with your stand on owning gold.
It's as Jefferson said, that one day we're going to wake up on a continent that our founding fathers once conquered.
When this great collapse, and I foresee a great economic collapse occurring, when it does occur, then it becomes the nightmare for America.
Absolutely.
And Americans are so spoiled that many of them won't be able to deal with that at all.
In fact, I have thought for quite a while that a lot of Americans, as spoiled as they have been, when this actually occurs, as we believe that it will, I think that there's going to be people just walking down the center of the road who have just lost their mind with a dazed look on their face.
This pains me greatly.
I see this coming and I see this happening to people who are like innocent little puppies being caught in front of a Mack truck.
That really causes me a lot of nightmares and I don't really know what to do about that.
That isn't what I'm doing.
Bill, you're doing a great job with your radio program and your newspaper and everything else.
The most unfortunate part of all of it is that what I see America doing after this, if they don't wake up, what I see them doing after this collapse occurring is that they will turn back to government, the very ones that are responsible, that will be responsible for it, they'll turn back to them for the solution.
Well, that's the whole idea, and that's the whole way that the Hegelian dialectic works.
And they'll turn around and say, we'll do anything if you'll please protect us and give us some security and make sure that we have some food on the table.
And that's happened in the past.
And, you know, just by coincidence, they will say, well, I'm glad that you came to us.
We do have the answer.
Right.
Isn't that what Hitler did?
Yes, absolutely what Hitler did.
It's what every totalitarian dictator and people like Hitler have done in the past, and it is happening in this nation today, and it has to be stopped.
And that's why what we're doing is we're asking for open hearings and investigations so we can get to the bottom of things.
Now, there's a lot of people out there who are listening just simply because they read about shortwave wackos attacking the government.

Now, you've assembled quite a few people who are helping in this effort.
Who are some of these people?
Well, basically, we have connected and are working with thousands of legal reform organizations across the country We're working with Mike Silverhawk, Eugene Schroeder.
We'll be working with this National Common Law Grand Jury and the organization CURE, which is a constitutionally unified republic for everyone.
That's an excellent organization.
There's all manner of legal reform organizations out there from family law and there's the IRS.
We have connected with them and we're finally all coming together.
They're still continuing on their individual efforts but have set time aside to work on this national effort.
Things that we're working on right now, you asked that question earlier, is putting that task force together to put Congress on legal notice.
We do need help with that.
We're going to need some 50 individuals.
We need to go in teams of three, and two for a witness and one to deliver and speak.
We will then Do twelve congressmen a day, putting them on notice.
So anyone out there that's interested in being part of this Washington Task Force, we would appreciate getting in touch with us.
Something I wanted to mention earlier was the Oklahoma, my understanding is that the Oklahomans are waking up to the fact that perhaps what happened there isn't exactly the way it's being portrayed.
And I think that's going to give us a lot of weight when these people start to speak up.
I mean, they've been, I think, pushed to the very limit, and they're going to want to know what happened, and I think that's going to help us, too.
Well, I can tell you that that's a fact.
They are waking up.
They are asking questions, and Edie Smith literally brought the BATF to their knees yesterday.
I think we're going to see, and I think just like you do, and I have from the beginning, that this is going to backfire on their face, and it's going to backfire on the press, too.
A reporter called me the other day and wanted to come up for our conference, and he was willing to pay the fees and everything.
He wanted to sit here for a week and be a part of our conference, and I told him to go fish.
discredited themselves and if he wanted to read the truth he could read it in our newspaper or listen to our radio but we were certainly not interested in anything that he was writing or publishing or had to say and we didn't even care whether he came up here and understood what we were all about or not since they're just going to go down and write the lies that they continually write anyway congratulations on your stand thank you their propaganda machines are going to be working overtime They're not going to give up easy.
I mean, we're in for a fight for the heart and soul of America.
That's true, and journalism has become one of the dirtiest words in this country now.
Bill, I would also like to add this.
Because of the press's stand and their propaganda, That we are, quote, white supremacists and racists and radicals, etc.
We, as a nation, must realize that this is not a racial issue.
That these problems affect everybody.
The blacks, the whites, the Mexicans, everybody in this nation is affected by this.
And if we're not careful, And we don't have the right perspective on that.
We're liable to end up in a civil war, and that and revolution must be avoided at all costs.
There is a peaceful waffle solution to this, and we can put them into a legal checkmate.
We don't have to vote them out of office.
We don't have to recall them.
If they won't give us our hearings and investigations, I believe that we can put them into default, and if they're in default of their oath of office, they cannot sit in that seat.
Well, I hope you're right, because everything that I've been doing since I started doing it has been to try to prevent anyone from having to get hurt over any of this.
I've always been of the mind that if we wake up enough people, And just by sheer weight of numbers, nobody ever has to suffer or get hurt because no government ever exists without the consent of the governed, and the power comes from the people.
And that's why the press and the government try so hard to build a consensus of opinion around their illegal machinations and lies and deceptions and manipulations.
And unfortunately a lot of the people who watch television believe that they would never tell them a lie on the 6 o'clock news.
They'll fall for a lot of this.
But Americans are beginning to have their eyes opened up.
And one of the things that I am so pleased about is that they've spent centuries pitting us against each other.
Everybody against the Jews.
The Jews afraid of everybody.
The blacks afraid of the whites.
The Orientals afraid of everybody.
Everybody looking at their neighbor like the neighbor is a hatch murderer or something and it just is not that way.
And what this is doing is making people understand that our common bond is liberty and we're fixing to lose it and all of the centuries of telling us that we've got to hate each other is falling apart in their face and Americans are beginning to understand that they are Americans and they're coming back together and I'll tell you something, that makes me feel better than anything that could possibly happen and shows more promise than anything that I've seen in years.
Bill, you're absolutely right and it's a shame that we will rise up and go and defend freedom in a foreign land and send our sons and daughters off to war to defend those freedoms.
And yet, here in this own country, we're at war against tyranny and oppression.
And the people must now rise up in a peaceful, lawful manner and exercise the right to petition.
Let's take the peaceful lawful solution.
That's why that right was secured.
That's correct.
But I have to add one thing to that.
We can't be stupid and think that these people are going to roll over.
I think they're going to fight us all the way and I think there can be a peaceful solution.
But just like our own government told us in the Cold War, remember what they said?
We must be strong.
Yes.
We must continue to form militias under the law legally and lawfully.
Yes, Bill, you're absolutely right.
The militia is the part of the citizens to combat that stuff.
Governments, as far as I'm concerned, governments have armies to protect them from the oppressed mass.
Well, throughout history, that's always been the case.
And under the scam of the Cold War, we were told that we had to have a strong Army, Air Force, Marines, and Navy in order to protect us from the possible invasion of the evil empire.
Well, just as we had to be strong to protect us against an invasion from the evil empire, as our forefathers so rightfully warned us, we also have to be strong and we must be armed to protect us from a government that might become a tyrant or oppress us.
And that's exactly what has happened.
