If there is a stain on the record of our forefathers, a dark hour in the earliest history of the American colonies, it would be the hanging of the so-called witches at Salem.
But that was a pinpoint in place and time, a brief lapse into hysteria.
For the most part, our 17th century colonists were scrupulously fair, even in fear.
But there was one group of people they feared with reason.
A society, you might say, whose often insidious craft had claimed a multitude of victims ever since the Middle Ages in Europe.
One group of people was hated and feared from Massachusetts Bay all the way to Virginia.
The magistrates would not burn them at the stake, although surely a great many of the colonists might have recommended such a solution.
Our forefathers were baffled by them.
In the first place, where did they come from?
Of all who sailed from England to Plymouth in 1620, not one of those two-legged vermin was aboard.
Vermin!
That's what the colonists called them, in actual fact.
Parasites who fed on human misery, spreading sorrow and confusion wherever they went.
Destructive, they were called.
And still, they were permitted coexistence with the colonists.
For a while, anyway.
Of course, there were colonial laws prohibiting the practice of their infamous craft.
Somehow, a way was always found around those laws.
In 1641, Massachusetts Bay Colony took a novel approach to the problem.
The governors attempted to starve those, quote, devils, unquote, out of existence through economic exclusion.
They were denied wages, and thereby it was hoped that they would perish.
Four years later, Virginia followed the example of Massachusetts Bay, and for a while it seemed that the dilemma had been resolved.
It had not.
Somehow, the parasites managed to survive, and the mere nearness of them made the colonists' skin crawl.
In 1658, in Virginia, the final solution, banishment, exile.
The, quote, treacherous ones, unquote, were cast out of the colony.
At last, after decades of enduring the psychological gloom, the sun came out and the birds sang and all was right with the world and the elation continued for a whole generation.
Now I'm not sure why the Virginias eventually allowed these outcasts to return, but they did.
In 1680, after 22 years, the despised ones were readmitted to the colony on the condition that they be subjected to the strictest surveillance.
My, how soon we forget!
For indeed, over the next half-century or so, the imposed restrictions were slowly, quietly swept away, and those whose treachery had been feared since the Middle Ages ultimately took their place in society and, yes, even took over, and are so much in control now that it is doubtful if they can be pried loose with a crowbar.
You see, the vermin that once infested colonial America, the parasites who preyed on the misfortune of their neighbors until finally they were officially banished from Virginia, those dreaded, despised, outcast masters of confusion.
Yes, folks, they were lawyers.
They formed themselves into secret societies, established the American Bar Association, And came back at us with a vengeance.
Yes, folks, with a vengeance.
Now, tonight, you're going to hear why income tax is voluntary.
Now, last week, I threw a lot of laws at you, and the reason I did that was just to convince you and make you understand that you don't know the law any more than Tom Valentine or the IRS whistleblowers do, or even the IRS itself.
And when they do know the law, they frequently disobey it, fragrantly, and they are criminals because they practice under the color of law, and that is a criminal activity.
You see, folks, though I am not a lawyer and have never practiced law in court, I am well versed in the philosophies, methods, and strategies of the law and of the Pilot Connection Society.
Like all the methods and strategies employed by the society, this program has been checked for accuracy by Phil Marsh and by the head of the Technical Support Department, who does have law school training and has practiced successfully in the United States Tax Court.
First of all, let me clear something up with all of you.
The Pilot Connection Society is an educational First Amendment association which teaches individuals how to legally avoid, not evade, paying taxes and they are not tax resistors or tax protesters.
It's as simple as that and neither am I. I and the Pilot Connection advise you never to break the law but to follow the law explicitly.
The problem is, most Americans are sheeple, not people.
They are stupid and don't know what the law is, and are afraid to even read the law books to find out.
Sorry folks, but that's a sign of sure illiteracy, because the law books are not that hard to understand.
All you need is a copy of Black's Law Dictionary, a good brain, and a few hours.
Whenever you can spare those hours to sit down and read the books.
Avoiding taxes, folks, is a right that has been firmly, firmly recognized by the United States Supreme Court in Gregory v. Helvring, 293 U.S.
465, which said this, quote, The legal right of the taxpayer to decrease the amount of what otherwise would be his taxes or altogether avoid them by means which the law permits cannot be doubted, unquote.
Now, there are many ways to avoid paying taxes.
One way would be to have enough deductions and credits so that you would not have to pay any taxes.
Another way, folks, would be to arrange your financial affairs in such a manner as to delay the payment of taxes, such as simply rolling your 401k plan over into another retirement vehicle to avoid the 20% automatic penalty.
The society advocates tax avoidance.
But not by using tax havens or creative financial arrangements that are mostly confusing and sometimes do not work.
They advocate the avoidance of taxes by using provisions of the Internal Revenue Code, the Code of Federal Regulations, and the IRS's own publications.
Now, one way taught by many Patriot organizations is to go the route of state citizenship, which is much of the law that I read you last week.
You can win that way, but that way is long and complicated and depends upon the meanings of different words which you must retain in your memory all the time and make sure that you never use the wrong word with the wrong meaning when asked questions by anyone in a position of authority and that you not use the zip code and many, many other things.
But this way, this way folks, the way that the Pilot Connection untaxes people lawfully and legally under the law is very very simple very easy to understand and so far has never failed to work with tens of thousands of Americans who have decided that they do not wish to voluntarily pay income taxes or file income tax returns or keep the records required for those who are called taxpayers.
Why are there so many theories about the voluntary nature of income tax?
I can tell you that there are so many that it's hard to wade through them.
It's really because there are so many uneducated people running around the country with no legal training who expound wild, fanciful claims, and many patriot leaders, folks, couldn't read a court case and tell you what it says, or qualify for a position as a legal secretary with even a questionable law firm, let alone try and tell you why income taxes are voluntary.
Beware of the many, many three-hour audio cassette experts, or those who have decided to start their own organizations based upon what they learned in someone's book.
And that's why I have never, ever tried to tell you myself how to go about untaxing.
Because it takes many, many hours and many years to learn that, to be able to sit down and teach someone.
I rely upon the pilot connection.
And if you want my advice, I would advise you to do the same.
I also advise you never to try any of the things that you're going to hear on this show tonight, or last week, or any other night.
Because I'm not giving you legal advice.
I'm giving you educational material, and I'm advising you to see the experts.

It's important.
I believe so much in setting yourselves, ourselves, all of us, free from these insane government restrictions that we think We must participate in because we have been told that we have to.
Nothing, folks, can be farther from the truth.
Why?
Just why is the payment of income taxes to the IRS voluntary?
Well, first of all, it isn't voluntary based upon the definitions of wages or income.
Or the fact that Title 26 isn't the law because it wasn't enacted into positive law by Congress?
Or because Form 1040s don't have an OMB number on them?
Or because those living within the 50 states are beyond the territorial jurisdiction of the United States?
Or because the IRS is a corporation?
Or because you're free, white, and 21?
Or because in 1938 the United States went into bankruptcy?
Or because, as some believe, you think you're a non-resident alien?
Or because the victory tax was repealed in 1945?
Or because you signed documents with UCC 1-207 above your name?
Or because the definition of the term includes...
Because the 16th Amendment to the Constitution wasn't properly ratified.
The payment, folks, of income taxes to the IRS is voluntary simply because the law, Title 26 in the Code of Federal Regulations, says that the payment of income taxes to the IRS is voluntary.
It's just that simple.
It's just that simple.
Now, last week, I took you through a path leading through the law books that just made your head spin if you were listening to convince you that you nor Tom Valentine or anybody else who stands up and tells you to do or not to do something because you might go to jail is ludicrous without you sticking your own nose in the law books.
Because if you'd have followed that trail, you'd have come right to what I just gave you.
Sure.
There are a plethora of reasons why someone could justify not paying taxes.
All of the reasons I just gave you are factual, except the non-resident alien bit.
But even though they're factual, that's the hard, difficult route to take, requiring much memorization and never making a mistake.
And even then, they're argumentative.
It could take page after page after page and hour after hour after hour of explanation to show why these reasons are not utterly sufficient unto themselves to quit paying taxes, and even if they can be proven to be, are not the easiest nor the best route to follow.
If it were, why have so many patriots gone to jail arguing constitutional rights?
You see, in the courts involving income tax, the Constitution doesn't even belong in that court because you have contracted away your constitutional rights.
You see, each of the reasons I previously stated are of largely a political nature subject to very wide interpretation, judicial discretion, or simply just isn't good enough to hang your hat on.
The Pilot Connection Society has always taught that Title 26 was not positive law.
As it is really not.
They have always taught this for an educational value only.
They have never advocated the arguing of that fact in court or writing protest letters to the IRS saying that Title 26 is not the law.
Because it won't get you anywhere if Title 26 is accepted as the law by the judicial system and by the Supreme Court.
The reason for this is because it is a moot point as to the legality of paying income taxes, folks.
The only time that Title 26 being prima facie law instead of positive law would be a legitimate issue is when there was a conflict between it and the statutes at large or the revised statutes.
We know of no such contradictions or conflicts.
On that basis, This is a tax protester argument that should be avoided by you at all costs.
The other reasons that I previously cited have similar faults.
While again they may be factual, their usage is generally taken out of context and is generally misapplied.
This is really easy to do by Patriots who have no legal training or are new to the Patriot movement.
Remember that much of this has been taught by the Pilot Connection Society in the past in an educational light only.
These points should be viewed in conjunction with the law, which will be discussed during this program, not considered to be the sole basis for the Pilot Connection program and philosophies.
You see, what you're getting here tonight, folks, is just a little bit, in a nutshell, to make you understand that you don't know what you think you know, And when people like Tom Valentine and the IRS whistleblower make statements like they did on the Tom Valentine show, they're doing you a great disservice and are misleading you.
And you're going to be paying money out of your pockets to this criminal organization known as the IRS for the rest of your life when you don't have to be.
Nope, you don't have to be, folks.
Much of what the Pilot Connection Society has taught in the past Has since been dropped because it's an organization that is constantly looking for the straightest path to reach the goal at the end of the road.
And whenever they find a straighter path, they always take it.
Just as you will hear me on this show.
If I find out that something that I put out on the show has ever been wrong, I will always come back and say that was wrong.
This is what we have found out since.
If you find someone Who is sticking to the same story year after year after year, and the story doesn't change, and even the wording of the sentences and the sentences and the paragraphs is always the same.
You're listening to someone who has memorized something, and it will never change, no matter how wrong they turn out to be.
And usually someone who's memorized something that they continually spout to the public is spouting disinformation.
Some of what the Pilot Connection has taught has been changed simply because it turned out to confuse both the issues and the member of the society.
The members sometimes understood one thing while the Home Office thought they actually understood another.
Members were consequently sometimes left without a true understanding of just why income taxes are voluntary and what the Home Office does to effectuate and enforce the program.
The paradigm, folks, has shifted to a code-based strategy, not a tax protester strategy, and therefore the teachings have shifted also.
And this has turned out to be the best method of any that has ever been taught to anyone, ever.
Why are income taxes voluntary?
Simply because the law, Title 26, and the Code of Federal Regulations, and the IRS's own publications assert that income taxes are voluntary for citizens and non-citizens alike.
Though the methods utilized by them to become untaxed are slightly different.
Now let's see what the law says, folks.
Listen very carefully.
This is very, very interesting, if you have a keen mind.
and you don't want to be taken down the garden path like so many of you are all the time by just about everybody you meet 26 United States Code 7701 A-16 Quote withholding agent the term withholding agent means any person required to deduct and withhold any tax Under the provisions of Section 1441, 1442, 1443, or 1461."
Now most people, folks, believe that a withholding agent is their employer.
You'll see shortly that your employer has no authority whatsoever to withhold taxes from your earnings.
I'm going to give you now titles of the sections that apply to a withholding agent.
Listen carefully.
26 United States Code 1441, quote, withholding of tax on non-resident aliens, unquote.
26 United States Code 1442, quote, withholding of tax on foreign corporations, unquote.
26 United States Code 1443, quote, foreign tax-exempt organizations, unquote.
26 United States Code 1461, quote, Every person required to deduct and withhold any tax under this chapter is hereby made liable, unquote.
Now, a lot of you think that you fall into that, but listen to this.
The key to understanding section 1461, folks, is the part which says, quote, under this chapter, unquote.
You see, in the law, everything must be spelled out explicitly.
The chapter being referenced by Section 1461 is Chapter 3, which is entitled, quote, Withholding of Tax on Non-Resident Aliens and Foreign Corporations, unquote.
Now, just ask yourself very simply, are you a non-resident alien?
Probably not.
Are you a foreign corporation?
Probably not.
Then under the provisions of the Internal Revenue Code, is it possible that your employer can be authorized to deduct and withhold any tax?
Absolutely not.
The Code of Federal Regulations, folks, in IRS Publications 54 and 515, the IRS's interpretation of 26 United States Code and the Code of Federal Regulations, further asserts the voluntary aspects of the income tax.
Now let's see what they have to say.
Under 26 CFR 1.1441-5, quote, Claiming to be a person not subject to withholding.
A. Individuals, for the purposes of Chapter 3 of the Code, an individual's written statement that he or she is a citizen or resident of the United States may be relied upon by the payer of the income as proof According to what you just read, all you have to do to tell your employer that you're not a non-resident alien, foreign corporation, or foreign tax-exempt organization, and therefore not subject to withholding, is to write him a letter in duplicate stating that you are a citizen
Well, of course it does.
of the United States. Now doesn't this Fort 26 United States Code 7701 mentioned
earlier in its definition of a withholding agent? Well of course it does.
Not only that but your employer is required to have a specific form
designated him as a withholding agent in order to be able to withhold your taxes
from your paycheck if you are subject to taxes. We have yet to find an employer
who has such a form.
But they're not.
The IRS agrees with all of this.
Look at IRS Publication 54, which says, quote, Generally, United States payers of certain fixed or determinable annual or periodic income are required to withhold tax at a flat 30% or lower treaty rate on payments of this income to non-resident aliens.
If you are a United States citizen or resident and are having this tax withheld in error from payments to you because you have a foreign address, you should notify the payer of the income to stop the withholding.
To do this, you must give the payer a written statement in duplicate stating that you are a citizen or resident of the United States, unquote.
Now, when you begin to understand this, why would you go through all the problems that are connected with becoming a citizen of a state just to get out of paying your income tax?
Well, there are benefits to that, folks, but you should never use it to reduce your tax burden or to stop paying taxes altogether.
This is really clear now, especially taken with 26 United States Code 7701 and 26 Code
of Federal Regulations 1.1441-5.
You see, there's more evidence that these provisions of the law are not open for interpretation.
IRS Publication 515 says exactly the same thing as do the other provisions, thus removing
all grounds for liberal interpretation or misconstruction of the law.
IRS Publication 515 says simply this, quote, evidence of residence.
If an individual gives you a written statement in duplicate stating that he or she is a citizen
or resident of the United States and you do not know otherwise, you may accept this statement
and are relieved from the duty of withholding the tax, unquote.

And not only that, he has unintentionally, I'm sure, just flat lied.
But the IRS whistleblower who was on that show was intentional.
He didn't cite any law because he can't.
The law is very clear.
He didn't cite the Code of Federal Regulations.
He didn't cite the IRS Code.
He did not cite the United States Code because he can't.
You see, in every instance where they've tried to use the law, they've been backed in a corner and beaten by the pilot connection.
I know.
I've watched this happen many, many times.
I've seen the documents.
I've met the people.
I've seen the letters from the IRS relieving them from tax liens.
And from ever having to pay income tax or file returns or keep records again.

Earlier, folks, I said that even non-citizens can quit paying income taxes legally.
You see, further review of 26 Code of Federal Regulations 1.1441-5 reveals that for the purposes of income taxes, non-resident aliens can file IRS Form 1078 and make an election to be treated as a resident.
So who is required to file and pay income taxes?
Only certain manufacturers of products such as cigars, petroleum, etc.
are actually required by the law to file and pay taxes pursuant to the Internal Revenue Code.
You see, it's just so simple.
Doesn't it really make you feel dumb?
Well, don't feel lonely, because it made me feel dumb, too.
Remember I told you that at one point in my life I had to go stand in front of the bathroom mirror and say, Bill, you've been stupid all your life!
Don't do it anymore!
And that's what you all need to do, too.
Believe me, it doesn't hurt as much as you think it does.
It doesn't, really.
It doesn't hurt me to tell you that I was stupid for most of my life.
But most people won't admit that.
They think it hurts.
So they continue being stupid.
They continue being sheeple instead of people.
And as sheep always do, they continue to be fleeced on a regular basis and eventually they're led to the slaughter.
All sheep folks are eventually fleeced and then led to the slaughter.
Is that what you want to happen to you?
Each year, when the IRS sends out 1040 instruction booklets, there is contained in the booklet Privacy Act Notice 609, which says this, and you all get that book, but none of you ever read it.
it. It says, quote, our legal right to ask for information is Internal Revenue Code
sections 6001, 6011, and 6012a, and their regulations, unquote. According to the IRS,
this is their authority to compel an individual to file and pay an income tax.
Not true.
And this is one of the clear, very clear, crystal clear instances where they are operating under the color of law because they know that most, if not all, citizens will never go read those code sections, but will just take their word for it.
And that's illegal.
In fact, it's a felony to operate under the color of law.
26 United States Code 6001 says this.
It is the notice or regulations requiring record statements and special returns.
Every person liable for any tax imposed by this title or for the collection thereof shall keep such records, render such statements, etc."
Now, there are two things to consider when reading this provision of the law.
Number one, this section does not specifically refer to a Form 1040 income tax return anywhere.
It only refers to a, quote, special return, unquote, which does not apply to you, Unless you are dealing in alcoholic beverages or firearms, in which case you would be required to file an annual special tax registration and return, which is the only quote special unquote return referred to in the entire Internal Revenue Code.
And remember I told you?
The law must specifically designate and spell out who and what is required and exactly which form is required by who.
Reason number two, this section states, quote, every person liable, unquote, but it never establishes who is liable for any kind of quote, income, unquote, tax.
And the law must designate exactly who is required in every case where any law is ever passed.
26 United States code section 6011 is the general requirement of return statement or list.
A. General Rule.
When required by regulations prescribed by the Secretary, any person made liable for any tax imposed by this title, or for the collection thereof, shall make a return or statement according to the forms.
This section uses the same terminology.
Any person made liable without ever saying who specifically is made liable.
The last section quoted by the IRS's Privacy Act Notice 609 is 26 United States Code 6012.
26 United States Code 6012 is Persons Required to Make Returns of Income.
Quote A. General rule Returns with respect to income taxes on subtitle A shall be made by the following.
1A.
Every individual having for the taxable year gross income which equals or exceeds the exemption amount except that a return shall not be required of an individual.
The only problem here, you see, is that there is no statute within subtitle A which makes a person liable for an income tax This has been the greatest mystery to patriots, United States attorneys, judges, etc.
The key words here are, quote, with respect to income taxes under subtitle A, unquote.
When you go back to subtitle A, it does not specify who or what.

in the history of the federal income tax.
Now just where is the law which makes anyone liable for an income tax?
income tax.
If you can locate one, not only would the Pilot Connection Society and William Cooper and the Citizens Agency for Joint Intelligence be interested in it, but so would the IRS.
I can guarantee you.
We have a letter from Senator Daniel Inouye which states That according to the Congressional Research Service, there is no law which specifically and unequivocally requires anyone to pay income tax.
And you can get a copy of that letter simply by writing the pilot connection.
I think it costs a couple of bucks.
They'll be happy to send it to you.
Send them a self address stamp and they'll open two bucks and tell them you want to see that letter.
There are numerous provisions of the law.
Which impose a tax and make someone liable.
And here are a few which you should consider.
The tax imposed is in section 5001 and it is specifically a tax on alcohol.
Who is liable?
Well in section 5005 it says the distiller is liable.
In section 5701 it specifically says there's a tax on cigars.
In Section 5703, it specifically states that the manufacturer of the cigars is liable.
In Section 1, the tax imposed is a taxable income.
But there is no section and no code showing who is liable, when the law must specifically state who is liable for exactly what legislation, tax, or law.
Now folks, there are other imposed taxes.
Just look up the various types of taxes in subtitles B, D, and E, and you can continue listing them as in the example which you just heard.
Trying to understand the tax laws can sometimes be a very difficult task, but if you just read it, and go to the sections referred and read those sections and use Black's Law Dictionary to define the terms and also turn to the section in the IRS code where they specifically assign different definitions to words because that is important where they use a different meaning of a word not specifically recognized in the law then they must set up a dictionary within the law explaining the meanings of those words that they've changed the meanings of
It's not hard, folks, like everybody thinks, but they keep telling you that it's hard.
You keep hearing all of these things.
On November 30, 1984 in Baltimore, Roscoe Egger, Jr., the commissioner of the IRS, stated this, and they're always doing this, to discourage you from actually reading the code.
Quote, Any tax practitioner, any tax administrator, any taxpayer who has worked with the Internal Revenue Code knows that it is probably the biggest mishmash of statues imaginable.
Congress, various administrations, and all the special interest groups have tinkered with it over the years, and now a huge assortment of special interest and pet economic theories have been woven into the great hodgepodge that is today's Internal Revenue Code."
And you can find that in Internal Revenue Publication 84-123 11-30-84.
That's the date.
The last three numbers, 11-30-84.
They're always issuing these statements.
It discourages you from even looking at the code.
Well, the code's very simple to understand, and most of it you don't even have to deal with if you just deal with the part of the law that we've already discussed.
Now, it's a little more complicated than that.
That's why we tell you to go to the experts, the pilot connection.
Write this down.
